COA kinuwestyon ang kakulangan ng ayuda ng DA sa mga magsasaka

TINUKOY ng Commission on Audit (COA) ang ilang kuwestyunableng pamamahagi sana ng Department of Agriculture (DA) ng mga fertilizers, livestock, feeds at ilang agricultural products bilang ayuda sa mga magsasaka sa panahon ng pananalasa ng COVID-19.

Ang report ng COA ay bilang bahagi ng pagsasailaim nila sa annual audit noong nakarang taon sa programa ng DA na Expanded Livestock and Poultry Production and Rice Resiliency Projects.

Ayon sa COA nakitaan umano nila ng deficiency ang DA, dahil sa kawalan ng submission ng mga patunay na nakatanggap nga ng mga alagang hayop ang mga farmer benefiaries.

Hinahanapan daw ng ahensiya ang DA ng acknowlegement forms at masterlist sana ng mga magsasaka.

Duda rin naman ang COA sa layunin ng limang mga tanggapan ng DA na siyang namahala sa distribusyon ng mga agricultural products na pinondohan ng P94.729 million.

Inilatag din naman ng COA ang mga patakaran at mga regulasyon na sinunod sana ng DA sa pamamahagi ng mga fertilizer, livestock, feeds at iba pang mga agricultural products.

Partikular namang tinukoy ng COA ang Bureau of Animal Industry (BAI) at Regional Field Offices (RFOs) nito sa Cordillera adminsitrative region, Region IV-A gayundin sa Region 11.

Kaugnay nito, inatasan ng COA ang Department of agriculture na magsumite ng mga documentary requirement tulad ng Acknowledgment Receipt, Property Transfer Report upang patunayan na merong napuntahan ang mga proyekto.

EDSA bus rides tuloy hanggang December

NAGLABAS ang Department of Budget and Management (DBM) ng P1.4 billion upang gamitin sa pinahabang libreng sakay sa EDSA Carousel hanggang December tamang-tama sa pagbubukas ng face-to-face na klase sa mga paraaralan

Inaprobahan ni Budget chief Amenah Pangandaman ang pag release ng pondo para sa programa ng Department of Transportation (DOTr) at Land Transportation Franchising and Regulatory Board (LTFRB) na nakalaan para sa libreng sakay.

“The allocation would support the implementation of the government’s service contracting program, which provides free rides for commuters along the Edsa busway,” wika ni Pangandaman.

Sa unang araw pa lamang ni President Marcos sa kanyang panunungkulan ay binigyan niya ng authorization na palawakin ang programa sa libreng sakay hanggang katapusan ng 2022 na dapat sana ay natapos noong nakaraang July 2022.

Sinabi ni Pangandaman na ang programa sa libreng sakay ay malaki ang maitutulong para sa mobility ng mga mag-aaral at mga commuting labor force sa bansa.

Inaasahan na may 27 million na mga mag-aaral ang babalik sa mga paaralan ngayon pagbubukas ng face-to-face na klase. Samantalang, inaasahan naman na mabibigyan ng benipisyo ang mahigit sa kumulang na 50 million na pasahero mula Sept.1 hanggang Dec.31.

Matutulungan din ng programa ang may mahigit na 600 bus drivers at operators na may operasyon sa EDSA Carousel route.

“This will be a big help for bus drivers who until now are still recovering from the pandemic and are affected by the surging cost of fuel products,” dagdag ni Pangandaman.

Ang programa sa service contracting ay isang paraan kung saan magbibigay ito ng financial support sa mga bus drivers at operators sa pamamagitan ng performance-based payouts.

Natuwa naman ang LTFRB sa pangunguna ni chairman Cheloy Garafil sa ginawang pagbibigay ng karagdagang pondo ng DBM para sa programang libreng sakay na pamahalaan.

Ayon kay Garafil, ang LTFRB ay may dalawang linggo lamang na arrears sa kanilang bayad para sa nasabing programa. Sinabi rin ni Garafil na kanilang nabigyan na ng karampatang kasagutan ang mga concerns at issues ng mga bus consortium sa late payments para sa kanilang serbisyo.

May humigit ng P400 million na ang naibayad ng LTFRB sa mga bus operators hanggang noong mga unang araw ng August.

“We are just two weeks delay in our payments. We cannot pay on time because of the documentary requirements and verification prior to the payment,” saad ni Garafil.

Dagdag pa ni Garafil na ang pamahalaan ay may dalawang buwan pa na arrears sa ES Transport Consortium at Mega Manila Consortium. May plano ang pamahalaan na dagdagan pa ang operator sa EDSA Carousel upang madagdagan ang mga buses na magbibigay ng libreng sakay sa panahon ng pagbubukas ng face-to-face na klase. LASACMAR

Bina-bash pa rin dahil ‘di raw bagay gumanap na ‘Darna’: JANE, aminadong napi-pressure at ‘di ini-expect na papalit sa action-serye ni COCO

AMINADO naman si Jane de Leon na napi-pressure siya dahil ang ‘Darna’ ang pumalit sa time slot ng ‘FPJ’s Ang Probinsyano’ na tumagal ng seven years.

Hindi raw niya kasi ini-expect na ang show niya ang mapipiling pumalit sa slot ng teleserye ni Coco Martin.

Nakaka-pressure raw sa sinumang artista ang magkaroon ng show. Siyempre nakasalalay sa kanyang mga balikat ang tagumpay ng anumang palabas.
Hindi pa raw sila nagkakausap ni Coco kaya hindi niya alam ang reaction nito na ang ‘Darna’ ang pumalit sa slot nila. Pero malaki ang pasasalamat niya sa ABS-CBN sa break na ibinigay sa kanya to play Darna.

Kahit na-delay ang lipad ng ‘Darna’ at nawalan pa ng franchise ang ABS-CBN, hindi naman daw siya umiyak pero nanghinayang siya dahil akala niya ay hindi na ito matutuloy. Sayang naman daw ang paghihirap nilang lahat sa production kung ‘di makalilipad si Darna.

Kasisimula pa lang ng ‘Darna’ pero ang dami na agad bashers ni Jane na nagsasabing hindi siya bagay na gumanap na Darna.

Sa halip na suportahan si Jane, mas pinili pa ng mga bashers na siraan si Jane. Kahit na anong paninira nila kay Jane, wala na silang magagawa dahil naipasa na sa kanya ang bato.

Saka sobrang aga pa para husgahan ng mga bashers niya na hindi siya bagay to portray the role of the female superhero. Nasa pilot week pa lang ang ‘Darna’, kayrami nang kumukuda nang hindi maganda.

Panukalang P5.3-T budget gagamitin para pabilisin ang e-governance- DBM

GAGAMITIN ang panukalang P5.268-trillion national budget para sa 2023 para sa transformation at digitalization ng government processes, records, at databases sa pamamagitan ng e-governance.

Sinabi ni Budget Secretary Amenah Pangandaman na kabilang ang mga Ito sa “top priorities” sa ilalim ng administrasyong Marcos.

“Through digital transformation, our bureaucracy can improve the ease of doing business, limit human discretion, and enhance transparency in government transactions,” ayon sa Kalihim sa isang video message sa isinagawang economic forum na hinost (host) ng Economic Journalists Association of the Philippines at San Miguel Corp.

Ang panukalang 2023 national budget ay makatutulong sa departamento upang “build on past gains such as Executive No. 170 (s.2022) which was signed during the Duterte administration.”

Ang Executive Order 170 na nilagdaan ni dating Pangulong Rodrigo Roa Duterte noong Mayo 12, 2022, nakasaad na nakita ang mga benepisyo ng digital payment services sa iba’t ibang sektor sa kasagsagan ng COVID-19.

Nakasaad pa rin sa EO na naging mabilis, convenient, secure at transparent ang paggamit ng digital payment services.

Sa ilalim ng EO, lahat ng departmento, ahensiya, at instrumentalities ng gobyerno kabilang ang mga state universities at colleges, government-owned-or-controlled corporations, at maging ang mga local government units (LGUs) ay inaatasan na gamitin ang digital payments para sa kanilang disbursements at collections.

Lahat ng mga ahensiya na sakop sa EO ay dapat ipatupad ang ligtas at maayos na digital disbursement sa pagbabayad ng goods, services, at iba pang disbursements, kabilang ang pamamahagi ng pinansiyal na tulong, suweldo, allowances at iba pang bayarin sa mga empleyado.

Para sa koleksiyon ng gobyerno, lahat ng kinauukulang ahensiya ay dapat mag alok ng digital mode para sa pagbabayad ng buwis, fees, tolls st iba pang dapat kolektahin.

“With its effective implementation and through further digitalization as well as the proposed national government rightsizing program and cash-budgeting system, we aim to enhance bureaucratic efficiency to ensure quick and responsive public service delivery to the Filipino people,” ayon pa kay Pangandaman.

Aniya pa, gagamitin ng departamento ang panukalang budget para paghusayin pa ang umiiral na Government Integrated Financial Management Information Systems (GIFMIS).

“GIFMIS will significantly improve the cash management of our country’s treasury, allow greater financial management, improve data governance, and enhance oversight control,” ang pahayag ni Pangandaman.

Sinabi pa niya na “an integral part of the GIFMIS is the Budget and Treasury Management System (BTMS), a web-based, fully-automated, and centralized database that will facilitate the generation of vital information on all aspects of government financial transactions and serve as an online ledger where transactions are mapped in real-time from purchase to payment.”

“The implementation of the BTMS is a crucial digitization initiative. It has already been introduced and pilot-tested in different government agencies and is presently being reviewed for improvement,” anito. (Daris Jose)

Nomadic Rogue Lion Is Out To Get His Revenge In The “Beast”

A huge relentless lion is out to get his revenge on humans in the highly visceral film “Beast”, starring Idris Elba, Sharlto Copley, Iyanah Halley and Leah Jeffries directed by Baltasar Kormákur, who also helmed the survival adventure film ‘Everest’ and action thrillers ‘Contraband’ and ‘2 Guns’.

The nomadic rogue lion hunts his victims under the cloak of midnight. His pride, the lions he is instinctively bound to protect at any cost, has been slaughtered by poachers. Alone, he now hunts the animal responsible for killing them: humans.

In “Beast”, Elba takes on the role of Dr. Nate Daniels who left the savannah to build a new life in the States with his wife. As a child of South Africa, he still dreams of the wild beauty of the savannah. After his wife’s death, he returns to his homeland with his two daughters Meredith (Halley) and Norah (Jeffries) to pay homage to his late wife where Nate feels life finally coming in full circle.

They are welcomed by his long-time and closest friend Martin (Copley), a biologist and ardent anti-poacher who also manages a game reserve in Africa. Martin has survived in his South African homeland by adhering to one simple tenant: humans will never outsmart nature. Now, trapped in a game reserve with only his instincts to guide them, Nate has to survive for his girls to live. If that is to happen, Meredith and Norah must learn to trust him again.

Immersing the audience in the experience of the film, director Kormákur extends the film’s terrifying experiences of the characters to the audience.

“The lion is always seen from the perspective of the characters,” Kormákur says. “You always feel it coming to them. You can’t cut away. You are stuck in the shot. I knew that I wanted all the big action scenes to be done like that. That increases the suspense and the excitement of being trapped in this situation.”

All involved in the production spent a great deal of time paying attention to the dynamics of what lion would actually feel like—especially as it attacked.

“Baltasar and I talked about the massive Barbary lion, which is almost extinct, as a reference,” Idris Elba says. “When this thing hits the car, you feel the car move. This is not your average lion; this lion is huge. We spend a lot of time giving the audience a sense of this lion’s scale and its power. As well, it’s an incredibly smart and calculating predator.”

It was also critical to director Kormákur to bring the realistic version of South Africa such that the it was number one on the list for filming locations. “Touching ground here and scouting in the region and seeing what South Africa’s film community could offer, we knew we made the right decision,” producer James Lopez says.

The team protected the natural environments in which they were filming. For one scene where Idris is in a watering hole, the production built an actual watering hole, so as not to disturb an existing one used by animals. The team also used actual town names and included South African cast, used dialects and filmed architecture of the villages to stay true to the story.

A Universal Pictures International film “Beast” opens in local cinemas nationwide on August 24. Rated R-13 by the MTRCB.

OES, iniimbestigahan ang di umano’y sugar hoarding kaugnay ng lumabas na “import order”

MASUSING iniimbestigahan ngayon ng Office of the Executive Secretary (OES) ang mapanlinlang na kautusan na mag-angkat ng 300,000 metric tons (MT) ng asukal para pagtakpan ang “hoarding” na ginawa ng ilang sugar traders.

Sa ulat, sinabi ni Executive Secretary Atty. Vic Rodriguez na tinitingnan ng kanyang tanggapan ang reports hinggil sa unlawful importation order na “being pushed aggressively” ng ilang mangangalakal o negosyante na nais na ipalabas ang asukal na kanilang itinago matapos mag-hoard.

Sinabi pa niya na hindi mailabas ng hindi pinangalanang mga sugar traders ang itinago nitong asukal dahil “this would depress prices.”

Matatandaang, makikita sa official website ng Sugar Regulatory Administration (SRA) na naka-upload ang nilagdaang kopya ng Sugar Order (SO) 4 na may petsang Agosto 9.

Sinabi ni Rodriguez na ipinag-utos na niya sa SRA na alisin ang posting ng SO 4 dahil hindi naman ito inaprubahan at nilagdaan ni Pangulong Ferdinand Marcos Jr., pinuno ng Department of Agriculture (DA) at chairperson ng SRA Board.

Pinabulaanan din ni Rodriguez na binigyan si DA Undersecretary Leocadio Sebastian ng awtorisasyon na lumagda ng kontrata kabilang na ang sugar orders, “on behalf of the President.”

“No, we even sent him a list of his ‘authorities’ that didn’t include signing for the President as his representative in the SRA,” ang pahayag ni Rodriguez.

Tinuran pa rin nito na walang advisory na ipinadala sa kanya o kay Pangulong Marcos ukol sa Sugar Regulatory Board’s meeting para sa sa approval ng SO 4.

“We found out about it only when my staff reported that the SRA posted the order on its website,” aniya pa rin sabay sabing “I thought that this was clear for Sebastian when he officially asked the President through my office for ‘guidance’ on an issue that was less important than the importation of 300,000 MT of sugar.”

Tinukoy ni Rodriguez ang July 29 memorandum ni Sebastian na humihingi kay Pangulong Marcos ng “guidance” hinggil sa reclassification ng imported sugar mula “C” o Reserve Sugar at gawing “B” o Domestic Sugar.

Sa ilalim ng memorandum, sinabi ni Sebastian na ang total volume ng asukal para reclassification ay may kabuuang 62,826.60 MT ng asukal.

Bahagi ito ng 200,000 MT importation na awtorisado ng SO 3.

“His request was made July 29, and we haven’t acted on it, so the SRA hasn’t released those sugar stocks,” ayon kay Rodriguez.

Pinanindigan naman ni Rodriguez na nag-convene ng meeting si Sebastian kasama ang SRA board nang walang pahintulot mula kay Pangulong Marcos.

“As late as August 7, there was no clearance to do what they did. Sebastian knows from several instances in the past that when he asked for clearance for some decision from the President, and if I don’t reply on his request, it means the President hasn’t decided yet,” aniya pa rin. (Daris Jose)

PARAMOUNT Pictures’ terrifying new horror feature “Smile” is set to make its world premiere as the Opening Night Film at the Fantastic Fest 2022, running from September 22^nd – 29^th in Austin, Texas.

To mark the announcement, Paramount has unveiled the main poster art for Smile.

Smile has been described as the intensely creepy debut feature from Parker Finn that’ll have even the seasoned Fantastic Fest crowd gripping their armrests in genuine fright.

PBBM, ikakasa ang malawakang balasahan sa SRA sa gitna ng sugar import mess, ipinaubaya na sa Kongreso ang imbestigasyon

MAGSASAGAWA si Pangulong Ferdinand Marcos Jr. ng malawakang balasahan sa Sugar Regulatory Administration (SRA) kasunod ng pagbibitiw sa tungkulin ng mga key officials nito dahil sa kontrobersiyal na sugar import resolution.

Sinabi ni Pangulong Marcos, pinuno ng Department of Agriculture, na ang nakaambang na reorganisasyon sa ahensiya, may layong i-promote ang paglago ng sugar industry ng bansa ay maaaring matapos ngayong linggo.

Layon din ng nasabing hakbang na malaman kung Ilan ang suplay ng asukal sa bansa at kung kinakailangan pa na mag-angkat nito sa panahon ngayon.

“We’ll reorganize the SRA and then we will come to an arrangement with the industrial consumers, with the planters, the millers, suppliers of the sugar to coordinate para talaga kung ano ’yung mayroon, kung ano ’yung available, mailabas na sa merkado,” ani Pangulong Marcos.

” ’Yung kulang, eh kunin na natin, kunin na natin. Mag-import na tayo. Mapipilitan talaga tayo, ” dagdag na pahayag nito. (Daris Jose)
