DepEd bumili ng P2.4 bilyong halaga ng ‘pricey, outdated’ laptops para sa mga guro noong 2021

BUMILI ang Department of Education (DepEd) ng P2.4 bilyong halaga ng “outdated at pricey laptops” para sa mga guro para sa implementasyon ng distance learning sa gitna ng COVID-19 pandemic.

Sa annual audit report ng Commission on Audit (COA) para sa 2021, napuna ng komisyon ang ginawang pagbili ng DepEd ng P2.4 bilyong halaga ng laptops sa pamamagitan ng Procurement Service of the Department of Budget and Management (DBM-PS) gayong mayroong mas mura at mas maayos na opsyon sa pamilihan.

“The purchase of the more expensive laptops than the ones on budget resulted in the procurement of fewer units, depriving over 28,000 teachers of the benefit,” ayon sa COA.

“Based on the initial feedbacks we gathered from the auditors in the NCR and Cordillera Administrative Region (CAR), they stated that the delivered laptop computers by the winning bidder are too slow because the processor is …. outdated; and the price is too high based on the specifications as attached to the DepEd Memorandum,” ayon pa rin sa COA.

Sinabi ng state auditors na nakipag-ayos at pumayag ang DepEd sa presyo at technical specification na ibinigay ng DBM-PS.

“Per available documents, the Audit Team could not ascertain the DBM-PS’ basis for adopting the unit price of P58,300. Apparently, the supposed number of laptops to be procured of 68,500 units was significantly reduced to 39,583 units which was mainly due to the huge increase of estimated cost P35,046 to P58,300 anchored on the DBM-PS’ recommendation, which was duly accepted by the DepEd,” ang pahayag ng COA.

“The price per unit is pricey for an entry-level type of laptop which resulted in significant decrease in the number of units provided to intended users. The huge difference of P23,253 per unit price resulted in a significant decrease by 28,917 laptop computers. Consequently, an estimated 28,917 teachers were deprived of the possible benefits from the supposed provision of these laptops,” anito pa rin. (Daris Jose)

Inflation rate umariba sa 6.4% nitong Hulyo

NANANATILING mabilis ang pagtaas ng presyo ng mga bilihin nitong nakaraang buwan, ito kasabay ng pagtaas ng self-rated poverty ng mga Pilipino sa survey ng Social Weather Stations (SWS).

“The Philippine’s annual headline inflation continued its uptrend as it moved up further to 6.4 percent in July 2022, from 6.1 percent in June 2022,” ayon sa Philippine Statistics Authority (PSA), Biyernes.

“This is the highest recorded inflation since October 2018.”

Mas mataas ito kumpara sa 6.1% inflation rate nitong Hunyo, bagay na una nang kwinestyon ni Pangulong Ferdinand Marcos Jr.

Dahil dito, aabot na sa 4.7% ang average inflation mula Enero hanggang Hulyo ng taong kasalukuyan.

Ang pangunahing dahilan ng pagtaas na ito ay ang annual higher growth rate sa index ng food and non-alcoholic beverages sa 6.9%, mula 6.0% noong nakaraang buwan.

Sumunod diyan ang transport index sa 18.1% annual growth, mas mataas kumpara sa 16.1% nitong Hunyo.

Nangyayari ang lahat ng ito kasabay ng 48% self-rated poverty sa mga pamilyang Pilipino sa nakaraang SWS survey nitong Hunyo.

“At the national level, food inflation increased further to 7.1 percent in July 2022, from 6.4 percent in June 2022. Food inflation was lower in July 2021 at 4.2 percent,” sabi pa ng PSA. Matatandaang sinabi ni Marcos Jr. sa kanyang nakaraang State of the Nation Address na layon niyang pababain ang poverty rate sa single-digit o 9%.

Mayo lang nang tumalon sa 6% (katumbas ng 2.9 milyong katao) ang unemployment rate sa Pilipinas. (Daris Jose)

PBBM, personal na nakiramay sa pamilyang naulila ni dating Pangulong FVR

PERSONAL na nagpaabot ng pakikiramay si Pangulong Ferdinand Marcos Jr. sa pamilyang naulila ni dating Pangulong Fidel V. Ramos nang bisitahin ng una ang mga labi ng huli sa burol sa Heritage Park sa Taguig City.

Dumating si Pangulong Marcos sa lamay ng pasado alas- 10:20 ng umaga, araw ng Huwebes, Agosto 4, 2022.

Hulyo 31 naman nang mapaulat na namayapa na ang dating Pangulong Ramos sa edad na 94.

Base sa ulat, sumakabilang-buhay si Ramos habang naka-confine sa Makati Medical Center dahil umano sa kumplikasyon dulot ng COVID-19.

Sa kabilang dako, kinumpirma naman ng PTV sa pamamagitan ng social media na namaalam na nga ika-12 presidente ng Pilipinas pati na rin ng ilang government officials na nakiramay sa mga naulila ni Ramos.

Nagsilbing Pangulo ng bansa si FVR mula 1992 hanggang 1998. Pero bago naging politiko at public servant nagsilbi muna siya bilang sundalo hanggang sa hiranging deputy chief staff ng Armed Forces noong 1981.

Nagtapos din ang dating pangulo sa U.S. Military Academy sa West Point, N.Y., at sa University of Illinois sa Amerika. Kasunod nito pumasok din siya sa Philippine Army, at nagsilbi bilang sundalo sa Korea at Vietnam.

Noong 1972 in-appoint siya ni President Ferdinand Marcos Sr. bilang hepe ng Philippine Constabulary at noong nagkaroon ng martial law, isa si Ramos sa mga nagpatupad nito.

Bago siya hirangin bilang pangulo ng Pilipinas, nagsilbi muna siya bilang miyembro ng gabinete ng dating Pangulong Cory Aquino.

Una bilang chief-of-staff ng Armed Forces of the Philippines (AFP) at Secretary of National Defense mula 1986 hanggang 1991.

Kung matatandaan, nakumpleto pa ni FVR ang kanyang first at second dose ng anti-COVID-19 vaccine noong nakaraang taon sa Del La Salle Santiago Zobel campus sa Muntinlupa City.

Samantala, kabilang naman sa mga nagpunta sa lamay ni FVR sina Executive Secretary Atty. Victor Rodriguez, Energy Secretary Rafael Lotilla, Labor Secretary Bienvenido Laguesma, Speaker Martin Romualdez, Special Assistant to the President Antonio Lagdameo Jr., Senator Francis Tolentino, Senator Ramon Revilla Jr. at may-bahay na si Cavite Rep. Mula sa luggage hanggang restrooms: DOTr chief Bautista, isiniwalat ang mga problema sa NAIA

TINAPIK at binigyan ng listahan ni Transportation Secretary Jaime Bautista ang Manila International Airport Authority (MIAA) hinggil sa masasabing overall passenger experience sa Ninoy Aquino International Airport (NAIA).

Isa na ayon kay Bautista ang “delayed release” ng mga luggages.

Tinukoy nito ang nangyaring insidente sa Terminal 2 kamakailan matapos makatanggap ng text messages na inirereklamo ang terminal dahil overcrowded na sa mga byahero na naghihintay ng kanilang mga bagahe sa conveyor belt.

“Pumunta ako sa arrival and I saw many people complaining kasi medyo mabagal iyong paglabas ng bagahe kasi nagkasabay-sabay iyong flights… Sabi ko sa service providers kahit hindi n’yo trabaho iyon, tumulong na kayo sa baggage handling para bumilis ang paglabas ng bagahe,” anito

Kaagad namang humingi ng paumanhin ang Philippine Airlines sa usaping ito.

Samantala, sa kabila ng malinis ang mga comfort rooms ng airports, binigyang diin ni Bautista na kulang naman sa amenities ito.

Patunay dito ay nang bisitahin ni Bautista ang Terminal 2, ang Pasay at Parañaque City, ay nakaranas ng 24-hour water service interruption dahil sa emergency leak repair sa Roxas Boulevard at Opena Street sa Pasay.

May isang video ng berdeng tubig na lumalabas sa gripo ng NAIA T2 ang nag-viral sa Twitter.

“During that time walang tubig ang buong Pasay City so ang ginagawa ng NAIA, nag-iigib sila,”ayon kay Bautista.

Dahil dito, isasailalim ang NAIA sa assessment ng transport security ngayong buwan.

“I talked to the passengers. Talagang they don’t want the screening procedures being implemented at the airport but because it is in compliance with the requirements of TSA in the US, iyong screening doble-doble talaga. Sabi ko sa security ng airport, let’s do something about it.” aniya pa rin.

Bukod sa mga nasabing concerns, inilatag rin ni Bautista ang “inadequate lighting, unreliable free internet connection, and tight space for flights and passengers.” (Daris Jose)

Joker 2 Teaser Trailer Reveals Lady Gaga’s Harley Quinn Dances With Joaquin Phoenix

THE first Joker 2 teaser trailer reveals Lady Gaga’s Harley Quinn dancing with Joaquin Phoenix’s Joker and teases the film’s musical element.

Lady Gaga shares a quick tease of Joker 2 – officially titled Joker: Folie à Deux – that hints at her Harley Quinn look opposite Joaquin Phoenix’s Joker. Warner Bros. made the bold move a few years ago to push its DC content in a different direction and make a solo Joker movie.

Directed by Todd Phillips and starring Phoenix as Arthur Fleck, Joker became a massive hit – grossing over $1 billion worldwide and earning a Best Picture nomination. Unsurprisingly, Warner Bros. did not wait long to begin developing Joker 2, which was always meant to see Phoenix return as the Clown Prince of Crime.

The development of Joker 2 took some major steps forward earlier this year. Phillips revealed the movie’s title Joker: Folie à Deux in a picture of Phoenix reading the script, which sparked speculation that a second Joker or Harley Quinn could be involved. The latter was then confirmed when it was reported that Lady Gaga joined Joker 2 to play Harley Quinn. Her addition came with news that the sequel would have musical elements to it.

Now, Lady Gaga has shared a quick Joker 2 teaser trailer that includes Harley Quinn and Joker dancing together. Joaquin Phoenix and Lady Gaga’s notoriety helps headline the teaser, as the red background is met with black silhouettes of Joker and Harley Quinn. They are featured individually and then dance together. The Joker 2 teaser trailer provides the first glimpse at what Lady Gaga’s Harley Quinn will look like.

This announcement video marks the official confirmation that Lady Gaga is playing Harley Quinn in Joker 2. It also comes on the heels of Warner Bros. announcing that Joker 2 will release in 2024, almost five years from the date when the first movie arrived. The sequel is expected to begin filming this December, meaning it still be a while before audiences get to see Phoenix’s Joker and Gaga’s Harley Quinn together on screen. This new Joker 2 teaser at least provides audiences with a quick tease of what is to come in the highly-anticipated DC project.

There will hopefully be many more glimpses of Joker 2 to come on social media. Phillips and Phoenix used social media repeatedly to share the first glimpses of the original movie. This included the still memorable first look at Phoenix’s Joker makeup.

Now that Joker 2’s online marketing has already started thanks to this video, there is hope that an official look at Lady Gaga’s Harley Quinn will come later this year. P154 B railway project bukas sa PPP

MULING naging interesado ang mga pribadong sektor na mag-invest sa dalawang proyekto sa railways na nagkakahalaga ng P154 billion sa ilalim ng public-private partnership (PPP).

“The policy shift to PPP could pave the way for private proponents of the East-West rail project and the Metro Rail Transit Line 11 (MRT-11) project to pursue their plans,” wika ni Department of Transportation (DOTr) undersecretary Cesar Chavez.

Ayon kay Chavez wala pa naman approval ang National Economic and Development Authority (NEDA) para sa nasabing 2 proyekto sa rail.

“These projects are unsolicited proposals so we have two PPPs already. Of course, we have so many in the pipeline,” dagdag ni Chavez

Ang proyekto sa East-West railway ay nagkakahalaga ng P72.08 billion kung saan kasama dito ang financing, design, construction, operation at maintenance ng elevated railway na may habang 9.4 kilometro.

Ito ay magdudugtong sa Diliman, Quezon City papuntang Lerma sa Manila at magsisibling interconnecting facilities sa iba pang railways tulad ng MRT 3, LRT 2 at LRT1.

Ang proponents sa nasabing proyekto ay ang East-West Rail Corp at AlloyMTD na siya naman ipatutupad ng Philippine National Railways (PNR).

Habang ang MRT-11 ay nagkakahalaga naman ng P81.79 billion kung saan gagawin ang 18 kilometrong railway mula sa Balintawak, Quezon City hanggang San Jose del Monte sa Bulacan.

Ayon sa proposal, ang nasabing railway ay magkakaron ng passenger transfer facility malapit sa estasyon ng Balintawak ng LRT Line 1.

Ang proponents naman ng nasabing railway project ay ang Aerorail Integrated Transport Services Inc. at ang supervision ay sa ilalim ng Department of Transportation (DOTr).

Nakikitang ang railway project na ito ay makakatulong upang gumanda ang transport system sa northern Metro Manila tulad ng lugar sa Quezon City, Caloocan at Bulacan.

At ang maganda pa, hindi lang pang-local ang market niya, pang-international din. Gusto raw niyang ituloy ang legacy ng kanyang ama na si Fernando Poe Jr., ang dating Hari ng Pelikulang Filipino na may FPJ Films.

This time, tinawag ng actress na “C’est Lovi Productions” ang kanyang sariling production company.

At tila pa-advance birthday gift na raw niya ito sa namayapang ama. Na sigurado, kung nabubuhay ito ay masaya at very proud sa mga career development ng anak.

Ayon sa Instagram post ni Lovi, “This is it! I’m excited to share the news of finally launching C’est Lovi Productions. It’s been a passion of mine to be in the business of making films in front of the camera for a number of years already, and as I continue to do that, I’d like to be behind the camera too and develop projects from the beginning.

WNBA star Brittney Griner hinatulang makulong ng 9 taon sa Russia

HINATULANG makulong ng siyam na taon ng korte sa Russia si WNBA star Brittney Griner.

Bukod pa dito ay pinagbabayad pa si Giner ng 1 milyon rubies o katumbas ng $16,300.

Nakita kasi ng judge sa Russia na guilty si Griner sa kasong kinakaharap nito.

Naging emosyonal si Griner ng humarap ito sa korte at humingi ito ng kapatawaran dahil sa pagdadala ng hashish oil sa kaniyang bagahe noong Pebrero.

Unang humiling din Griner sa judge na kung maari ay huwag siyang patawan ng mabigat na parusa.

Nauna ng naghain ng guilty plea si Griner noong nakaraang buwan kung saan tiniyak ng kaniyang mga abogado na kanilang iaapela ang kaso.

Magugunitang nag-alok si US President Joe Biden ng prison swap subalit naging malamig ang tugon dito ng Russia.
