IPINAG-UTOS ng Malakanyang sa mga pinuno ng lahat ng ahensiya ng pamahalaan at instrumentalities ng executive branch, kabilang na ang government-owned and -controlled corporations, na mahigpit na ipatupad at i- monitor ang pagsunod sa lahat ng health protocols sa kani-kanilang tanggapan.
Nilagdaan ni Executive Secretary Salvador Medialdea, araw ng Martes ang Memorandum Circular 86, na nagsasaad ng pangangailangan na “to monitor compliance with health protocols in the workplaces of all government agencies and instrumentalities, to mitigate and suppress the spread of Covid-19 while ensuring the continuous delivery of public services.”
“Accountability for ensuring observance of such protocols shall rest jointly with such heads of agencies and the Committee,” ang nakasaad pa rin sa circular.
Ang mga ahensiya at instrumentalities ng executive branch ay inatasan na hikayatin ang mga employees’ associations sa kani-kanilang lugar ng trabaho na aktibong magpartisipa upang matiyak ang maagap na komunikasyon at mas malawak na pagsunod.
Inilarawan naman ng circular ang “temporary closure of premises” bilang “an extreme measure”, reserba para sa situwasyon kung saan ang pagkalat ng Covid-19 sa mga lugar na pinagta-trabahuhan ay napakalaki at hindi mapamahalaan.
“However, the head of an agency or instrumentality considering to temporarily close its main or central office shall submit to the head of the department exercising control or supervision over it, or to which it is attached, a request for clearance to shut down the premises,” ang nakasaad sa circular.
“The request shall state the proposed duration of the measure and must be supported by verified data and other documentation,” ang bahagi pa rin ng nilalaman ng circular.
“No closure” ang dapat at kailangang iimplementa hanggang hindi nakukuha ang clearance mula sa pinuno ng departamento.
Ang temporary closure ng sangay at regional o field offices ay maaaring desisyunan ng pinuno ng concerned department, agency, o instrumentality.
“In the case of agencies or instrumentalities, they shall notify the head of the department exercising control or supervision over them, or to which they are attached, of the temporary closure and the measures adopted to ensure the continuous and uninterrupted delivery of public service.
Agencies or instrumentalities not under the control or supervision of or attached to any department, as well as departments considering temporary closure of their main or central offices, shall submit their request for clearance to the Office of the President,” nakasaad pa rin sa circular.
Hindi naman papayagan ang Temporary closures para lamang makapagsagawa ng disinfection ng premises.
Sa halip, ang disinfection ay kailangang gawin matapos ang office hours o weekends.
Mahaharap naman sa administrative sanctions ang mga lalabag o mabibigo na maipatupad ang circular partikular na ang mga pinuno ng ahensiya at miyembro ng Safety and Health Committee.
“The offices of the legislative and judicial branches of government, independent constitutional commissions, and bodies, and local government units are strongly urged to adopt the applicable provisions of this circular,” ayon sa circular. (Daris Jose)
