TINIYAK ng Department of Budget and Management (DBM) na matatapos sa unang bahagi ng taon ang “comprehensive study” ukol sa potensiyal na salary adjustment para sa mga manggagawa sa gobyerno.

Sinabi ni Budget Secretary Mina Pangandamanan, layon ng Inisyatiba ang tiyakin ang “competitive at equitable compensation package” para sa mga government workers.

Pinangungunahan ng DBM at Governance Commission for Government-Owned or -Controlled Corporations (GCG), ang Compensation and Benefits Study ang susuri sa iba’t ibang aspeto ng kasalukuyang compensation system, kabilang na ang sahod, benepisyo at allowance, para matukoy ang mga lugar na kalangang pagbutihin.

“We recognize that the rising cost of the basic commodities and services in the country highlights the need to review the current state of compensation of government employees,” ayon sa Kalihim.

“It is for this reason that the DBM and the GCG engaged the services of a consultancy firm this year to conduct a Compensation and Benefits Study in the Public Sector with the end in view of setting a competitive, financially sustainable, and equitable compensation package for government personnel,” aniya pa rin.

“The proposed compensation adjustment must be within the government’s financial capacity and should consider not only the inflation rates and cost of living adjustments, but also standard market practices to ensure that working in government remains desirable and comparable to working in the private sector,” ayon naman sa departamento.

Ani Pangandaman, ang resulta ng pag-aaral ay magsisilbi bilang basehan para sa paggawa ng mahalaga at kinakailangang pagbabago sa Total Compensation Framework ng civilian government personnel para matiyak ang patas at napapanahon na salary adjustment para sa government workers.

“Our civil servants are the backbones of our nation, and it’s our priority to provide them with a fair and motivating compensation system. This study marks a crucial step towards a civil service that is not only efficient and productive but also just and rewarding,” ang pahayag ng Kalihim.

“As we anticipate the completion of this pivotal compensation and benefit study, our resolve remains firm: To uphold the dignity of public service by ensuring our civil servants are rewarded in a manner that truly reflects their worth to the nation,” dagdag na wika nito.

Ang resulta ng pag-aaral ay gagamitin para gawing pulido at itaas ang kompensasyon ng civilian government personnel.

“Such improvements and enhancements may be in the form of salary increases, adjustment in the rate of benefits and allowances, rationalization of benefits, or fine tuning of the current Total Compensation Framework of government,” ang tinuran ng DBM.

Ang halaga para sa implementasyon ng compensation adjustment, ay huhugutin mula sa ‘available appropriations’ sa ilalim ng Fiscal Year 2024 General Appropriations at sa mga sumusunod na annual appropriations. (Daris Jose)

TINATAYANG 56% ng mga Filipino ang naniniwala na ang komplikadong “rules and regulations” gaya ng red tape at pagbabago sa mga government policies and regulations, ang mga pangunahing dahilan kung bakit dismayado ang mga dayuhan na mamuhunan sa Pilipinas.

Ito ang lumabas sa ginawang survey ng Pulse Asia noong nakaraang March 6 hanggang 10, nakasaad na ang pangalawang dahilan ay ang ‘restrictive rules’ sa foreign ownership na may 55%, sumunod ang korapsyon sa public sector na may 46%.

Ang iba pang dahilan na tinukoy ng mga respondent ay kinabibilangan ng kakapusan ng transport infrastructure na may 40%, mataas na singil sa kuryente na may 37%, hindi sapat na telecommunications infrastructure na may 32%, at kulang na insentibo para sa mga investors na may 21%.

Tanging 2% naman ng mga respondent ang tumanggi na magbigay ng kanilang sagot.

Gayundin, 64% ng mga respondent ang naniniwala na ang pag-alis sa restriksyon sa mga foreign investments ay magreresulta ng pagtaas ng “high quality jobs na may mataas na sweldo at magandang benepisyo.”

Samantala, 56% naman ng mga respondent ang nagsabi na ang dagdagan ang foreign capital ay makakapag- improve sa serbisyo sa iba’t ibang sektor habang 55% ang nagsabi na magreresulta lamang ito ng foreign capital na madodominahan ang local investors at mga negosyo.

Mayroon namang 54% ang nagsabi na ang pag-alis sa restriksyon laban sa foreign investors o businesses ay makapagbabawas sa presyo ng mga kalakalan aht serbisyo habang 43% naman ang nagsabi na hindi malayong maglagay sa panganib ang national security.

Sa kabilang dako, mayroon namang 5% ang hindi masabi kung ano ang magiging resulta ng pagdaragdag sa foreign capital.

Ang mga resulta na inilabas ng Pulse Asia ay kahalintulad sa March 2024 poll na kinomisyon ng Stratbase-Albert del Rosario Institute na naghahayag na 88% ng mga filipino ay kontra sa 1987 Constitution “ngayon mismo.”

Samantala, sa ipinalabas na kalatas ng Pulse Asia, araw ng Martes, na ang mga kaakibat na tanong sa mga dahilan na humahadlang sa foreign investment at posibleng may kinalaman sa pagtaas ng foreign capital ay idinagdag ng tratbase-Albert del Rosario Institute bilang karagdagan sa tanong ng Pulse Asia sa kasalukuyang panukala para sa pagbabago sa Saligang Batas.

“We offer a brief description of the results of these rider questions since they have been publicized or were partially cited in a commentary by a Stratbase-ADRI official. The results of the Stratbase-ADRI rider questions clearly indicate that the public has a much more nuanced view of issues relating to the lifting of the restrictive provisions of the 1987 Constitution,” ayon sa Pulse Asia.

“The above results indicate that the public is keenly aware of the factors that deter the entry of foreign capital, including those that have nothing to do with the lifting of the restrictive  provisions in the Constitution,” dagdag na pahayag ng Pulse Asia.

Dagdag pa rito, tinuran ng Pulse Asia na ang resulta ng survey ay nagpapatunay lamang na nakikita ng publiko ang negatibo at positibong kahihinatnan ng pag-alis ng restriksyon sa foreign investors na nakapaloob sa ilalim ng Konstitusyon.

“Together, these results explain the unfavorable position of a significant majority of Filipinos to the moves to remove the provisions in the 1987 Constitution that  limit foreign involvement in specific economic and social sectors,”ayon sa Pulse Asia.

Ang Pulse Asia poll ay ginawa gamit ang face-to-face interviews sa 1,200 respondents na may 18 taon at pataas. Mayroon itong ± 2.8% error margin na may 95% confidence level.

“Subnational estimates for the geographic areas covered in the survey have the following error margins at 95% confidence level: ± 5.7% for Metro Manila, the rest of Luzon, Visayas, and Mindanao,” ayon sa Pulse Asia. (Daris Jose)
