PARA sa transparency at accountability, naghain si Akbayan Partylist Rep. Chel Diokno ng resolution na nag-aatas sa Secretary General ng House of Representatives na gawing bukas sa publiko ang Statements of Assets, Liabilities, and Net Worth (SALNs) ng lahat ng mga miyembro ng Kamara.
Nakapaloob ito sa House Resolution No. 271, na inihain ng mambabatas kaama sina Akbayan Reform Bloc members Akbayan Party-list Reps. Percival Cendaña, Dadah Kiram Ismula, at Dinagat Islands Rep. Kaka Bag-ao.
“The Constitution is clear: public office is a public trust. If we truly want to weed out corruption, lawmakers must first open themselves to scrutiny. By making our SALNs open to public scrutiny, we are showing the people that we have nothing to hide and everything to account for,” ani Diokno.
Inihain ng mambabatas ang resolusyon kasunod na rin sa nagaganap na imbestigasyon sa kontrobersiyal na flood control projects, kung saan naglipana ang alegasyon ng korupsyon, ghost projects, at irregular contracts.
“Recent flooding has raised serious concerns about irregularities in the implementation of flood control projects, including allegations of ghost projects, overpriced contracts, questionable bidding practices, and the involvement of relatives or close associates of public officials,” nakasaad sa resolution.
Sa Republic Act No. 6713 o Code of Conduct and Ethical Standards for Public Officials and Employees kung saan nakamandato na ang SALNs ay available para sa inspection sa reasonableng oras at ang pagkopya ay maaaring makuha matapos ang 10 working days mula sa araw na inihain ang request.
Ngunit, ni-restrict ng Office of the Ombudsman ang public access sa SALNs sa pamamagitan ng Memorandum Circular No. 1, s. 2020 na inisyu sa panahon ng Duterte administration.
Upang masiguro naman ang kaligtasan at seguridad ng mga mambabtas, nakapaloob sa resolusyon ang mandato na ang mga sensitibong personal information tulad ng addresses, signatures, at ID details ay dapat na alisin.
Una ng hinikayat ni Diokno ang miyembro ng InfraCom na nagiimbestiga sa flood control issue na “make a full disclosure of financial, business, or pecuniary interest that may be directly or indirectly affected by any investigation into the government’s past or present flood control projects.”
“I believe we need to assure the public that this investigation will not be a whitewash and that no members of the three committees conducting this investigation have a conflict of interest,” pahayag ni Diokno.
Hinamon din ng mambabatas ang mga opisyal ng Department of Public Works and Highways (DPWH) na sangkot sa flood control controversy na magsumite ng kanilang SALNs at lumagda sa bank secrecy waivers upang masiguro na mayroong full accountability.
