IRR para sa amnestiya sa mga dating rebelde, kulang pa rin ng pirma

HANGGANG ngayon ay hindi pa rin maipalabas ng gobyerno ang implementing rules and regulations (IRR) ng amnesty proclamations para sa mga dating rebelde dahil nananatiling kulang ng pirma mula sa mga kinauukulang opisyal ng gabinete ang dokumento.

 

 

Sinabi ng National Amnesty Commission (NAC) na hanggang ngayon ay hinihintay pa rin ang pirma nina Interior and Local Government Secretary Benhur Abalos at Defense Secretary Gilbert Teodoro Jr. sa nasabing dokumento.

 

 

“Adopted na natin iyong IRR by the majority members of the commission. Ang hinihintay na lang po natin, iyong signature ni Secretary Abalos, nasa kanya ngayon iyong ating IRR. After him, si Secretary Teodoro na naman ang hihintayin nating pipirma bago po namin i-publish, pero adopted na po namin,” ayon kay NAC chairperson Leah Armamento.

 

 

“Noong narinig namin iyong sinabi ni Presidente, biglang nataranta kami, kasi kailangan na naming habulin iyong mga qualified applicants for amnesty. Sa ngayon, wala pa pong nag-a-apply pero they are requesting for a dialogue, like the CPP-NPA-NDF, the former rebels are requesting for dialogue with the NAC because they wanted to understand the process and who are qualified,” dagdag na wika nito.

 

 

Aniya pa, nais kasing makita muna ng Moro Islamic Liberation Front (MILF) at Moro National Liberation Front (MNLF) ang opisyal na IRR bago pa ito ipatupad.

 

 

Sakop ng amnesty proclamations na ipinalabas ni Pangulong Ferdinand Marcos, Jr. at in-adopt ng Kongreso ang MILF; MNLF; Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade; at Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF). Chinese National na may kasong trafficking, naharang

HINARANG  ng mga opisyal ng Bureau of Immigration (BI) sa Ninoy Aquino International Airport (NAIA) ang isang Chinese national na pinaghahanap ng mga awtoridad sa Beijing dahil sa trafficking at pagre-recruit ng mga babaeng Filipina para iligal na magtrabaho sa China.

 

 

Kinilala ni Immigration Commissioner Norman Tansingco ang pasahero na si Tong Jialong, 35-anyos, na nahuli sa NAIA terminal 3 noong Abril 12 nang siya ay sasakay ng Air Asia flight papuntang Shanghai.

 

 

Sinabi ni Tansingco na ang pagkakakilanlan ni Tong ay nagbunsod ng isang hit sa Interpol derogatory system ng BI na nagpapakita na siya ay napapailalim sa isang red notice dahil sa pagiging isang takas mula sa hustisya sa kanyang bansa.

 

 

“He was, however, allowed to board his flight after the BI informed the Chinese police about his impending arrival in Shanghai,” sabi ng  BI chief .

 

 

Ayon kay BI-Interpol acting chief Jaime Bustamante, agad na inaresto si Tong pagdating sa Shanghai airport kung saan hinihintay na siya ng mga awtoridad ng China bago pa man lumipad ang kanyang flight mula Maynila.

 

 

“He is already in the custody of the Chinese police and is now behind bars pending his trial for the crimes he allegedly committed,” saad ni Bustamante.

 

 

Inihayag ng BI-Interpol na ang warrant of arrest laban kay Tong ay inisyu ng Yongjia public security bureau noong Disyembre 2018 matapos ang kasong trafficking of persons at illegal border crossing laban sa kanya.

 

 

Inakusahan ng mga tagausig ng China na sa pagitan ng Abril hanggang Disyembre 2018, nakipagsabwatan si Tong sa iba pang mga suspek sa pagpapadali sa paglalakbay sa Vietnam ng humigit-kumulang 40 kababaihang Pilipino na kalaunan ay dinala sa China sa pamamagitan ng ilegal na pagtawid sa boarder.

 

 

Nang maglaon, ang mga kababaihan ay nagtrabaho bilang mga sex worker o mga iligal service  worker s bahay na pinagkakakitaan ng kanilang mga recruiter.

 

 

Si Tong, gayunpaman, ay nakaiwas sa pagkakaaresto nang umalis siya sa China at nanatili sa Pilipinas mula nang dumating siya rito noong Marso 2018. GENE ADSUARA

Tsina, muling sinisisi ang Pinas sa tensyon sa South China Sea

SINISISI ng Tsina ang Pilipinas sa sinasabing non-adherence o hindi pagsunod sa kasunduan sa South China Sea dahilan ng pagtaas ng tensyon sa katubigan.

 

 

Kinuwestiyon kasi ni Pangulong Ferdinand Marcos Jr., ang umiiral na “gentleman’s agreement.”

 

 

Hindi naman direktang nag-komento ang Chinese Embassy in Manila sa tahasang pagtanggi ni Pangulong Marcos sa bisa ng sinasabing kasunduan sa pagitan nina dating Pangulong Rodrigo Roa Duterte at Chinese Communist Party na huwag magpadala ng kahit na anumang construction materials sa nakasadsad na BRP Sierra Madre sa Ayungin Shoal.

 

 

Subalit sinabi ng Embahada na ang Tsina “has been exploring, with previous administrations and the current government of the Philippines, the pragmatic way to effectively manage” ang sea row, at ang “understandings and agreements reached by the two sides” pinanatili ang overall “peace and stability” sa nakalipas na mga taon.

 

 

“And also because the understandings and agreements were no longer adhered to, the situation around Ren’ai Jiao became difficult and incidents happened once and again,” ayon pa rin sa Embahada.

 

 

Nauna rito, bago pa ang kanyang departure para sa Washington, sinabi ni Pangulong Marcos na ang “gentleman agreement” ay hindi “officially exist” dahil “there is no documentation,” at walang record nito.

 

 

Bagama’t pinawalang-bisa na ng gobyerno ang anumang kasunduan na may kinalaman sa West Philippine Sea, hinikayat pa rin ng Embahada ang Pilipinas na “to value and honor their commitments.

 

 

“It also called on Manila to abide “by the consensus, and return as soon as possible to the right track of properly managing the situation through dialogue and consultation.” ayon pa rin sa Embahada. (Daris Jose)

Gentlemen’s agreement sa pagitan ni dating Pangulong Rodrigo Roa Duterte at ng Tsina ,“constitutionally void”

“CONSTITUTIONALLY void” ang gentlemen’s agreement sa pagitan ni dating Pangulong Rodrigo Roa Duterte at ng Tsina para sa BRP Sierra Madre na nasa Ayungin Shoal sa West Philippine Sea (WPS).

 

 

Ayon kay House Deputy Majority Leader at Mandaluyong Rep. Neptali “Boyet” Gonzales II, chairman ng House Special Committee on the West Philippine Sea, tulad ni Presidente Bongbong Marcos ay “kinilabutan” siya sa ideya na ikompromiso ang karapatan ng Pilipinas sa WPS.

 

 

“Like the President, I am truly horrified by the idea that our country’s territory, sovereignty and sovereign rights may have been compromised by a deal guised as an “agreement” to maintain the peace and status quo in the WPS,” ani Gonzales.

 

 

Ang sinasabing kasunduan, kung mayroon man, ay ‘constitutionally void’ dahil parang isinusuko ng bansa ang sovereign rights nito sa sariling EEZ.

 

 

Sinabi ng mambabatas na ang ganitong kasunduan ay katumbas ng pagkakaroon ng bagong National Policy, na kailangang nakapasok sa isang tratado na isusumite sa senado para ratipikahan bago ito umepekto.

 

 

Iginiit ni Gonzales na ang Ayungin Shoal ay bahagi ng exclusive economic zone (EEZ) ng Pilipinas na kinumpirma ng 2016 arbitral ruling sa South China Sea arbitration case.

 

 

Kung sakali man aniya na nagkaroon ng kasunduan sa pagitan nina Duterte at Tsina ay hindi ito maaaring ipatupad.

 

 

“There are still some necessary criteria that we should satisfy before it is considered legally binding here in the Philippines. First, for the alleged ‘agreement’ to be enforceable, it must be in the form of an Executive Agreement.  Since there is no official record under our records, the alleged ‘agreement’ may not be considered an Executive Agreement,” paliwanag ni Gonzales.

 

 

Dahil hindi aniya isang uri ng tratado o treaty o isang Executive Agreement, ang naturang “secret pact” ni Duterte sa Tsina ay hindi rin kikilalanin sa Pilipinas. (Vina de Guzman)

Japan, kinokonsidera ni PBBM na isama sa Balikatan drills kasama ang Estados Unidos

KINOKONSIDERA ni Pangulong Ferdinand Marcos Jr., na isama ang Japan sa nalalapit na Balikatan Exercises, isang taunan na military activity sa pagitan ng armed forces of the Philippines (AFP) at Estados Unidos.

 

 

“Now with the inclusion of Japan into some of these exercises that we have been doing—not only Balikatan but others—I do not see any reason why Japan should not be part of those exercises in the future,” ayon kay Pangulong Marcos sa isinagawang Foreign Correspondents Association of the Philippines’ (FOCAP) presidential forum sa Manila Hotel.

 

 

“That again is, I think, is a good move for us to make simply because it will make it easier for us to work together and to coordinate together,” dagdag na wika nito.

 

 

Inurirat kasi ang Pangulo kung may plano na isama at pasalihin ang Japan sa Balikatan Exercises sa susunod na taon, ang tugon ng Pangulo ay “we will see about that” at sinabi pa na “maybe something that we can study.”

 

 

“We will look again how the trilateral agreement has allowed more options to include Japan and we will see. I, for one, have no objection to such an idea,” diing-pahayag ng Punong Ehekutibo.

 

 

Nakaugalian na ang Balikatan Exercises sa pagitan ng Pilipinas at Estados Unidos sa ilalim ng Mutual Defense Treaty (MDT), subalit ang trilateral summit na isinama ang Japan sa Washington D.C. noong nakaraang linggo ang nagbukas ng oportunidad sa papel ng Tokyo sa annual defense exercises.

 

 

Ang Japan, kasama ang Australia, Pilipinas at Estados Unidos ay bahagi rin ng four-state military drills sa South China Sea bago pa ang trilateral meeting sa pagitan nina Pangulong Marcos, US President Joe Biden, at Japanese Prime Minister Fumio Kishida.

 

 

Ngayong taon, ang Balikatan ay nakatakdang tumakbo mula Abril 22 hanggang Mayo 8, at napaulat na isasama ang drills sa kahabaan sa ‘outer edge’ ng South China Sea waters na nasa loog ng exclusive economic zone (EEZ) ng Pilipinas, itinuturing na “highly contested region” na inangkinn naman ng Tsina ng buo.

 

 

Ang joint military exercises sa pagitan Pilipinas at Estados Unidos ay bunsod ng patuloy na agresibong aksyon ng Tsina sa South China Sea.

 

 

Sinabi ni Pangulong Marcos na “working together with Japan and the United States will help the Philippines focus “where the problems are,” as well as “maximize the resources that we have so that we can maintain the peace and stability and the freedom of navigation and adhere totally and completely and constantly to the rule of international law, specifically the UNCLOS.” (Daris Jose)
