CITY OF MALOLOS – To guide the children in conflict with the law (CICL) towards a better future, the Provincial Government of Bulacan headed by Governor Daniel R. Fernando together with the Provincial Social Welfare and Development Office inaugurated the new Tanglaw ng Pag-asa Youth Rehabilitation Center (TPYRC) located at Brgy. Bulihan in this city yesterday.
The new rehabilitation center consists of new and improved facilities including ten dormitories, library, clinic, prayer room, isolation room, activity area/mess hall, basketball court, comfort rooms, and laundry area which can accommodate a maximum of 200 individuals aged 15 to 18.
According to TPYRC Head Jay Mark P. Chico, the different programs that were being implemented within the center are geared toward the achievement of treatment goals for individual youth and the group as a whole to help them develop their socially constructive and reproductive behavior, hence, the number of current youths staying at the rehabilitation center dropped down to 55 compared to year 2018 with 150 CICL through the combined efforts of the PGB and PSWDO.
In his message during the program, Bulacan Governor Daniel R. Fernando said that the PGB will continue to strive in giving psychosocial and therapeutic programs to the minor-aged law offenders or the CICL for them to be a functional member of the society.
“Sa loob ng mga nagdaang taon, pinatunayan ng Tanglaw Pag-asa ang pagbibigay proteksyon, paggabay at pag-aaruga at ‘di matatawarang dedikasyon upang hubugin ang mga kabataang nasa pasilidad na ito na maging produktibong miyembro ng ating pamayanan at lipunan. Patuloy rin po tayong nakatutok sa pagpapatibay ng mga psychosocial at therapeutic programs maging sa paghahatid ng mga livelihood training at alternative learning system (ALS) para sa ating mga CICL”, the governor said.
While under the care of TPYRC, the CICL were also given access to all needed services including education; moral development; legal assistance; health services; psychological services; nutrition services; spiritual and moral services; livelihood program; home life services; and provision of clothing and personal items which will help them to adjust while they are transitioning back into their communities for reintegration.
The Tanglaw ng Pag-asa Youth Rehabilitation Center is managed and funded by the PGB through the supervision of the PSWDO pursuant to Republic Act No. 9344 as amended by the Republic Act No. 10630, wherein throughout the whole region, only the Province of Bulacan has this kind of facility for the CICL.
