NATIONAL FUEL SUBSIDY PROGRAM PARA SA MGA MANGINGISDA, ISINUSULONG NI TIANGCO

ISINUSULONG ni Navotas Representative Toby Tiangco na i-institutionalize ang isang national fuel subsidy program para sa mga mangingisda sa munisipyo upang matulungan silang mabayaran ang mga gastusin sa gasolina para sa kanilang mga operasyon sa pangingisda.

Inihain ni Tiangco ang House Bill No. 8349, na naglalayong magtatag ng isang permanenteng national fuel subsidy program na nagbibigay ng nakapirming buwanang tulong na ₱2,000.00 sa mga kwalipikadong mangingisda anuman ang klasipikasyon ng barko.

“Fuel constitutes one of the largest expenses in small-scale fishing operations, often accounting for a substantial portion of daily production costs. Volatile fuel prices directly affect fishing frequency, access to productive fishing grounds, and income stability,” ani Tiangco.

“There is therefore a compelling need to institutionalize a nationwide fuel subsidy program that guarantees predictable and equitable assistance to registered municipal fisherfolk,” dagdag niya.

Binigyang-diin ni Tiangco na habang ang mga kasalukuyang programa ng Department of Agriculture at Bureau of Fisheries and Aquatic Resources (BFAR) ay nagbibigay ng tulong sa gasolina sa mga piling benepisyaryo, ang mga naturang programa ay higit na pansamantala lang, limitado ang saklaw, at nakadepende sa taunang paglalaan.

“Providing a uniform monthly fuel subsidy will help stabilize fishing operations, reduce vulnerability to fuel price fluctuations, support livelihoods, and sustain fish production for domestic consumption,” giit ng mambabatas.

“By reducing operational costs and strengthening livelihood resilience, this measure will help ensure a stable and affordable fish supply, alleviate poverty in coastal communities, and advance inclusive and sustainable economic development,” dagdag niya.

Nauna rito, namahagi si Navotas Mayor John Rey Tiangco ng fuel subsidy mula sa Bureau of Fisheries and Aquatic Resources para sa 68 Navoteño na nagmamay-ari ng bangka na kanilang makukuha sa mga piling gasoline stations para magamit nila sa kanilang operasyon sa pangingisda. (Richard Mesa)
