Mas mataas na honoraria para sa mga guro sa election, hiling ng mambabatas

HINILING ni ACT Teachers Representative at Deputy Minority Leader Antonio Tinio sa Commission on Elections (COMELEC) na pormal na mangako na taasan ang honoraria ng mga guro at iba pang election workers.

Ginawa ito ni Tinio sa ginanap na interpolasyon sa panukalang 2027 budget ng komisyon sa House Committee on Appropriations.

Sinabi ng mambabatas na sa kabila na malabo pa ang isyu kung matutuloy o hindi ang barangay at Sangguniang Kabataan elections na nakatakda ngayong Nobyembre dala na rin sa mga isinusulong na panukalang ipagpaliban muli ito, dapat na tugunan ang usapin sa honoraria kahit ano pa ang kalalabasan ng mga panukalang postponement.

“Whether or not the barangay elections push through, the issue of teachers’ honoraria will remain on the table. If the elections are postponed, the demand for just compensation for our teachers does not disappear. It is far better that this be funded now, in the 2027 budget,” ani Tinio.

Iniulat ng Comelec na nagdagdag na sila ng P2,000 across the board sa honoraria ng election workers, o umabot sa current rates na P12,000 para sa chairman ng Board of Election Inspectors (BEI), P11,000 para sa vice-chair, at P10,000 para sa third member, at kaukulang increase sa Department of Education Supervising Officials (DESOs) at support staff.

Bukas naman ang komisyon sa panukala ni Tinio na itaas pa ang honoraria, na nagpanukalang gawing P15,000 para sa BEI chairpersons, P14,000 sa mga vice-chairpersons, at P13,000 sa miyembro.

Tinataya ng Comelec na karagdagang P2-P2.5 billion ang kinakailangan para sa pagtaas sa honoraria.

“There is unity between this representation, ACT Teachers, and COMELEC Chair Garcia on the urgent need to raise the honoraria of our teachers and other election workers. The Commission itself acknowledges that our teachers deserve more, especially amid the crisis that ordinary Filipinos are enduring,” pahayag ni Tinio.

Idinagdag nito ang mahirap na kondisyon na kinakaharap ng mga guro tuwing manual elections, mula sa pagbibilang ng balota sa barangay at SK elections na inaabot ng hatinggabi at pag-abot ng umaga para lang madala ang election materials.

“Our teachers render service far beyond an ordinary day’s work. They count ballots by hand until nine in the evening or later, and in many precincts, until dawn. This is precisely why their honoraria must reflect the true burden of election service,” giit ni Tinio.
