Mas ligtas na Digital Space sa mga kabataan sa ilalim ng ‘Digital Safety of Minors Act’

INIHAIN ni Deputy Speaker David “Jay-Jay” Suarez ang House Bill No. 9825, o “Digital Safety of Minors Act,” na nagsusulong na magkaroon ng mas ligtas na paggamit ng digital media sa mga batang pinoy sa pamamagitan ng paghihigpit sa pagbuo at maintenance ng social media accounts sa mga edad 16 anyos pababa.

“We are not banning technology or restricting children’s rights to learn and express themselves. We are simply making sure that digital spaces are designed with children’s developmental needs and safety in mind,” paliwanag ng Deputy Speaker. 

Nire-require sa panukala na magpatupad ang mga social media platforms ng resonable at naaayon, privacy-preserving age-assurance mechanisms mula sa pagbuo ng account at pagsasagawa ng peryodikong pagrebyu.

Mandato rin ang paglalagay ng safety-by-default settings sa mga users na 16 o 17 taong gulang , pagbabawal sa behavioral and targeted advertising na natuon sa mga users na mababa sa 18 taon gulang at pagkakaroon ng limitadong exceptions kapag mayroong verifiable parental o guardian consent.

“This bill ensures that the platforms profiting from our children’s attention finally take real responsibility through age assurance, safety-by-default settings, and strong privacy protections,” anang mambabatas.

“Social media and the internet have opened up tremendous opportunities for Filipino youth to learn, create, connect with others, and access information that can enrich their lives and future prospects. However, these same platforms also expose our children to serious risks that can harm their mental health, development, and safety. This bill ensures we protect them from those risks without taking away the genuine benefits of the digital world.” (Vina de Guzman)
