Fulll-blown investigation sa Davao flood control scandal

NANAWAGAN si ACT Teachers Party-list Representative at Deputy Minority Leader Antonio Tinio sa Ombudsman na i-fast track ang imbestigasyon sa flood control scandal sa Davao City, kasunod ng matinding pagbaha kamakailan na nakaapekto sa mga residente.

“Davao residents were hit again by massive flooding the other day, devastating residents and their property. This catastrophe could have been prevented if billions in public funds were not squandered on ghost and questionable flood control projects. I hope that the Ombudsman can fast track its investigation on this and file appropriated charges against the culprits,” ani Tinio.

Matatandaan na nitong Mayo, hiniling ni Tinio sa Ombudsman na imbestigahan ang Davao at Matina River flood control projects, sa inihain nitong House Resolution, dokumento at findings sa P4.44 bilyong red flags.

Sa liham nito kay Ombudsman Jesus Crispin C. Remulla, hinikayat ng mambabatas ang agarang imbestigasyon sa alegasyon ng anomalya.

Nirebyu ng ACT Teachers ang nasa 121 flood control projects sa Davao at Matina Rivers mula 2019 hanggang 2022.

Sinabi ni Tinio na nasa 80 kontrata na nagkakahalaga ng P4.44 billion ang nired-flagged ng partylist dahil sa ilang iregularidad kabilang na ang total overlap of contracts on identical river sections (P135M); double funding kung saan parehong project ang dobleng lumabas sa 2020 GAA at naibigay sa iba’t ibang contractors (P115M); location changes at shortened project lengths sa kabila ng near-full payment (P425M); contracts lacking specifications tulad ng station numbers o defined lengths (P3.56B); contracts with no corresponding GAA line item (P623M); at incomplete projects long past expiry dates (P713M), kabilang na yaong nabigyan ng “100% complete” habang “On-Going,” at isang project na nai-ulat na nakumpleto lamang ng 64% matapos ang limang taon.

“These red flags strongly point to possible ghost projects, double payment, illegal expenditures, and systematic shortchanging—enabled by the absence of verifiable specifications. That is why we are urging the Ombudsman to prioritize physical verification along the Davao and Matina rivers and establish clear accountability,” sabi ni Tinio.

“Lahat ng sangkot, dapat managot!” ani Tinio. “Unahin dapat ang aktuwal na beripikasyon sa Davao River at Matina River. Ilantad dapat ang mga ghost project, dobleng pondo, at pagkukulang sa proyekto. Panagutin dapat ang mga opisyal at kontratistang kumita habang nalalagay sa peligro ang mga taga-Davao.”

Umapela pa si Tinio sa Ombudsman na bigyan ng priority attention ang mga incomplete projects at na-tag na “100% complete” ngunit namarkahan ng “On-Going.”
