HB 9812, inaatasan ang mga local government units na umugnay sa pamantayan ng pagtatatag ng unibersidad o kolehiyo sa kanilang lugar

INAPRUBAHAN ng House of Representatives ang House Bill No. 9812 na naglalayong klaruhin at bigyan ng pamantayan ang mga local government units sa paglikha at operasyon ng mga local universities at colleges sa kanilang lugar.

“Local universities and colleges have opened doors for many students who otherwise might not have had the chance to pursue higher education. But access also comes with responsibility. We have to make sure these institutions are well-run, financially sustainable, and offering programs that will actually serve their students and their local communities,” ayon kay Tingog party list Rep. Jude Acidre, may akda ng HB 9812.

Batay sa HB 9812, inaatasan ang mga local government units na umugnay sa pamantayan ng pagtatatag ng unibersidad o kolehiyo sa kanilang lugar. Kabilang sa mga kinakailangan ay ang pagpapakita ng feasibility study na nagpapatunay na kailangan ang pagtatayo ng unibersidad o kolehiyo sa kanilang lugar kung papaano popondohan ito at preparasyon ng five-year institutional development plan na aprubado ng sanggunian. 

“A local college should not be created simply because an LGU can establish one. We have to ask whether it can sustain the institution, whether it can deliver quality education, and whether the programs it offers are relevant to the needs of its students and the community,” sabi ni Acidre.

Batay sa panukala, ang Commission on Higher Education (CHED) ang may supervision sa mga degree programs ng lokal na unibersidad o kolehiyo samantalang ang Technical Education and Skills Development Authority (TESDA) ang may awtoridad sa mga associate degrees, diploma programs, technical-vocational courses, at mga non-degree programs. 

Ang CHED at TESDA ay naatasan sa monitoring, inspection, evaluation, at technical assistance sa mga lokal universities at colleges. (VINA de GUZMAN)
