Paghihigpit sa mga menor de edad na gumamit ng social media, panawagan ng mambabatas 

NANAWAGAN si 4Ps Party-list Rep. Marcelino “Nonoy” Libanan sa paghihigpit sa mga menor de edad na gumamit ng social media, rebyuhin ang juvenile justice law hinggil sa criminal responsibility ng mga minors at dagdagan ang mga lisensiyadong guidance counselors sa mga public schools.

Ayon kay Libanan, ito lamang ang mga paraan upang hindi maulit ang malagim na insidente sa San National High School sa Tacloban City kung saan tatlong estudyante ang namatay at mahigit sampu ang nasugatan.

Aniya, ang nangyaring trahedya noong June 22 ay hudyat sa mga awtoridad ng kakulangan sa implementasyon sa batas o polisiya sa mga “Children in Conflict with the Law” (CICL).

“We cannot ignore the possibility that unrestricted exposure to harmful online content and violent digital communities may be influencing vulnerable young minds. Congress, together with our internet regulators, should seriously study reasonable restrictions on social media access for minors, consistent with our Constitution and the protection of children’s welfare,” sinabi ni Libanan.

Inihalimbawa ni Libanan ang Australia kung saan mahigpit na pinagbabawal ang social media accounts sa mga bata na 16 years old pababa.

“We should explore whether similar safeguards may be appropriate here in the Philippines,” ani Libanan.

Sinabi ni Libanan na dapat repasuhin ang Republic Act No. 9344, o Juvenile Justice and Welfare Act, as amended. 

Ayon sa nasabing batas ang mga batang 15 years of age pababa ay exempt sa criminal liability, subalit ang mga 15 pataas at di hihigit sa 18 years of age ay maaring kasuhan kung naunawaan niya ang kanyang ginawa o paglabag.

“Congress has a responsibility to undertake a careful and evidence-based review of our juvenile justice law. We must continue protecting children while ensuring that our legal framework remains responsive to exceptionally grave offenses,” sinabi ni Libanan. 

Idinagdag ni Libanan ang kakulangan sa mga guidance counselors mga pampublikong paaralan ay dapat tugunan ng Kongreso at ng Department of Education (DepEd).

“Every public school should have adequate access to professional guidance counselors who can identify behavioral problems early, provide timely intervention, and help prevent violence before lives are lost. Prevention must always remain our first line of defense,” aniya. (Vina de Guzman)
