PBBM, nagpalabas ng EO 114 na nagsususpinde sa excise tax sa LPG, kerosene

NAGPALABAS si Pangulong Ferdinand Marcos Jr. ng executive order (EO) ukol sa suspensyon ng excise tax sa liquefied petroleum gas (LPG) at kerosene.
Ito’y matapos na ianunsyo ni Pangulong Marcos noong Abril 13 na ang excise tax sa mga petroleum products ay mababawasan.
Ang EO 114, tinintahan noong Abril 16 at isinapubliko, araw ng Biyernes, nagsasaad na ang suspensyon ay tatagal ng tatlong buwan at magiging subject sa monthly review ng Development Budget Coordination Committee (DBCC).
Irerekomenda naman ng komite sa Pangulo kung ang suspensyon ay palalawigin, babaguhin o tatapusin.
“The excise tax shall automatically revert without the need for further issuance upon the occurrence of any of the following, whichever comes first: one week after the one-month average Dubai crude oil price falls below USD 80 per barrel or upon the expiration of the three-month suspension,” ayon sa EO 114.
“The DOE and the Department of Finance (DOF), through the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC), are directed to conduct an inventory of existing stocks of LPG and kerosene as of the effectivity of this Order. The BIR and the BOC shall likewise submit to Congress monthly information on the declared value and volume of petroleum products covered by this Order,” ang nakasaad pa rin sa EO 114.
Idagdag pa rito, inatasan ang DOE na hilingin sa mga oil companies na magsumite ng monthly reports ukol sa cost components ng petroleum products na saklaw ng kautusan sa panahon ng suspensyon ng excise taxes. Ang DOE ay magsusumite ng impormasyon sa DBCC at Kongreso.
“The DOF, through the BIR and the BOC, and the DOE, may issue such rules, regulations, and guidelines, as may be necessary, to effectively implement this Order and ensure compliance with the requirements of RA No. 12316,” ang mababasa pa rin sa EO 114.
Ang suspensyon ng excise taxes ay ang pagbabawas sa presyo ng LPG tank ng P37 at tatapyasan naman ng P5.65 kada litro sa presyo ng kerosene.
Samantala, wala namang rekomendasyon mula sa DBCC para sa suspensyon ng excise taxes sa diesel at gasolina. (Daris Jose)
