Disturbing assessment o anomalyang proyekto ayon sa Pangulo… 20% ng kabuuang P545-B flood control projects napunta lang sa 15 contractors – PBBM

HAYAGANG kinuwestiyon ni Pangulong Ferdinand Marcos, Jr. kung bakit 15 kontratista lamang ang nakasungkit ng 20% ng halos 10,000 flood control projects simula 2022.

Sinabi ni Pangulong Marcos sa press conference sa Kalayaan Hall, sa Palasyo ng Malakanyang, araw ng Lunes, mahigit sa kalahati government-funded infrastructure ay hindi nagbigay ng detalye sa kung ano ang uri ng istraktura ang itinayo.

Isiniwalat ni Pangulong Marcos na ang P545.64-billion flood control projects budget ng Department of Public Works and Highways (DPWH) mula July 2022 hanggang May 2025, tinatayang P100 billion o 20% ng mga kontrata ang in-award sa mga sumusunod na kontratista:

Pinuna rin ang Pangulo ang ilang proyekto sa iba’t ibang lokasyon na may kaparehong halaga, na maaaring ang ibig sabihin ay pareho ng disenyo, materyales at haba na ginamit sa kabila ng pagkakaiba sa lokasyon o terrain.

Sa kabilang dako, may 6,021 proyekto na nagkakahalaga nang mahigit sa P350 billion na “do not specify the exact type of flood control structure built or rehabilitated.”

“This is another disturbing assessment… This is the first step, we have to keep on going. We have to clean up nice,” ani Pangulong Marcos.

“It might be a little painful, baka masangkot diyan ‘yung mga taong malapit sa atin pero kahit na malapit sila sa atin, mas malapit naman sa puso natin ang ating mga kababayan,”aniya pa rin.

Kinuwestiyon din ng Pangulo kung bakit karamihan ng flood control projects ay matatagpuan sa mga lugar na hindi naman kabilang sa ‘most flood-prone places” sa Pilipinas.

Sa datos mula Malakanyang, makikita na top 10 provinces na may ‘most number’ ng flood control projects mula July 2022 hanggang May 2025 ay Bulacan (668), Cebu (414), Isabela (341), Pangasinan (313) Pampanga (292), Albay (273), Leyte (262), Tarlac (258), Camarines Sur (252) at Ilocos Norte (224).

Habang ang ‘most flood-prone provinces ay ang Pampanga, Nueva Ecija, Tarlac, Bulacan, Metro Manila, Maguindanao, North Cotabato, Oriental Mindoro at Ilocos Norte.

“I think you will notice they do not necessarily match. I’m sure there are explanations for that. We have to study this further but you could intuitively say… na ‘yung pinaka-flood prone, ‘yun dapat ang may pinakamaraming projects. Kailangan natin tingnan bakit naging ganyan,” ang sinabi ng Pangulo.

“Many projects also in different locations have exactly the same contract cost… It is impossible for one barangay to have the same projects, with the exact same amount, with the exact same contractor… Imposible yan,” dagdag na pahayag ng Chief Executive. (Daris Jose)
