COA, hindi DPWH, ang dapat mag-audit ng flood control projects

SA KABILA na bukas ang ilang mambabatas sa pagsasagawa ng imbestigasyon at audit sa flood control projects matapos ang matinding pagbaha sa Metro Manila at kalapit na probinsiya kamakailan sa kanila ng bilyong pisong halaga ng alokasyon para sa flood mitigation ay hindi naman sila pabor na ipaubaya sa Department of Public Works and Highways (DPWH) na magsagawa ng sarili nitong pagbusisi.

“The DPWH cannot be trusted to investigate itself when it is neck-deep in these anomalies. This is like asking the fox to guard the henhouse,” ayon kay House Deputy Minority Leader at ACT Teachers Rep. Antonio Tinio.

“Ang DPWH ay kasama sa problema, hindi bahagi ng solusyon. Paano nila i-audit ang sarili nilang kapalpakan? It would be a whitewash, pure and simple,” dagdag naman ni Assistant Minority Leader at Kabataan Rep. Renee Louise Co.

Nanawagan naman sila sa Commission on Audit (COA) namagsagawa ng isang komprehensibong audit sa lahat ng flood control projects, kahalintulad sa pork barrel scam at confidential funds ni VP Sara Duterte.

Napatunayan anila ng ang pagiging independent at kapasidad na magbunyag ng government anomalies.

May technical expertise, independence, at constitutional mandate ang coa para magsasgawa ng masusing audits.

“They exposed the PDAF scam, they questioned the confidential funds—they can certainly uncover the truth behind these flood control failures even by just baimg.from their previous audit reports,” giit ni Tinio.
