CHR, suportado ang electronic filing ng civil cases

SUPORTADO ng Commission on Human Rights (CHR) ang inisyatiba ng Korte Suprema sa transisyon ng electronic filing para civil cases sa trial courts.

 

 

“Digitalization streamlines court proceedings and reduces the physical and financial burdens associated with traditional filing methods,” ayon sa komisyon.

 

 

Nauna rito, sinabi ni SC spokesperson Camille Ting na ang trial courts ay aakto lamang sa mga pleadings at iba pang court submissions sa civil cases kung ang paghahain ay may kasamang electronic transmittal ng kaparehong dokumento sa PDF format sa pamamagitan ng email.

 

 

Sinabi pa ni Ting na ang electronic submissions ay dapat na makompleto sa loob ng 24 oras ng pangunahing paraan ng paglilingkod kabilang na ang ‘personal filing, registered mail o accredited courier.’

 

 

“The shift to electronic filing can democratize access to justice by making legal processes more accessible, especially for individuals and communities in remote or underserved areas,” ayon sa CHR.

 

 

Habang ang digitalisasyon ay nag-aalok ng mahalagang kalamangan sa paghahain ng mga kaso, sinabi ng CHR na ang ‘right to access justice’ ay hindi dapat na makompromiso para sa mga nahaharap sa mga hamon sa pag- adapt ng electronic filing.

 

 

“As the judiciary moves towards digital platforms, the protection of personal data and the right to privacy must be paramount,” anito.

 

 

Sa kabilang dako, binigyan naman ng mandato ng Data Privacy Act of 2012 ang lahat ng personal information controllers, kabilang na ang judicial bodies na tiyakin ang ‘security at confidentiality ng personal data collected, stored, at processed.’

 

 

Nakahanay din ito sa Article 17 ng International Covenant on Civil and Political Rights, nagbibigay proteksyon sa mga indibiduwal mula sa arbitrary o unlawful interference sa kanilang privacy.

 

 

Samantala, pinuri naman ng CHR ang Korte Suuprema para sa pagtiyak nito na ang robust cybersecurity measures ay nasa lugar para protektahan ang sensitibong impormasyon mula sa ‘unauthorized access at breaches.’

 

 

“These protections and safeguards must remain adaptive and responsive to emerging cyber threats to maintain public trust in the judiciary’s digital systems,” ang sinabi ng CHR. ( Daris Jose)

BINIGYANG-DIIN ni Pangulong Ferdinand R. Marcos Jr., araw ng Huwebes ang kahalagahan ng pagkakaisa sa pagitan ng mga political leaders para makamit ang mas masagana at progresibong Pilipinas.

Pondo para sa gov’t wage hike, ganap ng inilabas -DBM

GANAP nang inilabas ng Department of Budget and Management (DBM) ang pondo para sa agarang pagpapatupad ng umento sa sahod para sa mga manggagawa sa gobyerno.

 

 

Sa katunayan, sinabi ni Budget Secretary Amenah Pangandaman, nagpalabas ang DBM ng kabuuang P36.450 billion sa lahat ng 308 departamento at ahensiya ng pamahalaan, ‘as of Wednesday,’ Setyembre 25, sumasalamin ito sa ganap na pagpapalabas ng pondo para sa Salary Standardization Law VI.

 

 

“In light of this, I am appealing to the heads of the respective departments/agencies to hastily enforce the salary adjustments by taking necessary steps forward, including the process and issuance of the Notices of Salary Adjustment (NOSA), so that our government workers may start receiving their differential and salary increases,” ang sinabi ng Kalihim.

 

 

Sinabi pa rin niya na ang first tranche ng salary increases para sa mga government workers ay magsisimula sa retroactive mula January 1, 2024, kasunod ng kautusan na ipinalabas ni Pangulong Ferdinand Marcos Jr.

 

 

Ipinalabas noong August 2, 2024, sakop ng Executive Order 64 ang lahat ng civilian government personnel sa Executive, Legislative, at Judicial branches; constitutional commissions at iba pang constitutional offices, at maging ang mga manggagawa sa government-owned and -controlled corporations (GOCCs) at local government units.

 

 

Nauna rito, sinabi ng DBM na ang first tranche ng salary increases ay popondohan sa pamamagitan ng miscellaneous personnel benefits fund (MPBF) at unprogrammed appropriations, mayroong average increase na 4.41% para sa salary grades (SGs) 1 hanggang 31.

 

 

“This will bring the minimum basic salary under SG1 up by P530 to P13,530, with the increase for SG1 to SG10 between 4% and 5.20%,” ayon sa DBM.

 

 

Para naman sa professional level o SG11 to SG24, kabilang ang mga manggagawa na ni-require ng ahensiya na isagawa ang kanilang mandato, ang umento ay mula 4.50% hanggang 5.60%.

 

Sa Managerial levels o SGs 25 to 28, mayroon itong umento sa sahod mula 4.15% hanggang 4.40%, executive levels o SGs 29 hanggang 31 na may 2.65% hanggang 3.90%, at top leaders o SGs 31 hanggang 33 na may 2.35% hanggang 2.40%.

 

 

Samantala, sinabi ng DBM na naglaan ito ng P70 billion sa panukalang national budget para sa 2025 para ipatupad ang unang two tranches ng umento sa sahod ng mga government worker, sakop ang mga taon na 2024 at 2025. ( Daris Jose)

Alegasyon ni dating DepEd Usec. Mercado, pinalagan ni VP Sara

PINALAGAN at sinagot na ni Vice President Sara Duterte ang mga alegasyon sa kanya ni dating DEPED Undersecretary Doctor Gloria Jumamil-Mercado.

Sa press briefing sa Office of the Vice President (OVP), mariing itinanggi ni VP Sara ang mga alegasyon ni Mercado at tinukoy ang iba’t ibang bersyon kung bakit pinalayas ito sa DepEd.

 

Ibinunyag ni VP Sara na ginamit ng dating opisyal ang pangalan niya nang walang authorization para lamang mag-solicit ng P16,000,000 mula sa isang kumpanya.

 

“She is a disgruntled former employee of the Department of Education. She was let go because of a loss of trust of the Office of the Secretary,” ayon kay VP Sara.

 

Matapos ang press briefing, inilabas ng tanggapan ni VP Sara ang “unauthorized” solicitation letter na sinasabing ginamit ni Mercado.

 

Sinabi pa ni VP Sara na nagdala si Mercado ng isang teaching staff member mula sa Region VII para magsilbi bilang kanyang executive assistant sa Central Office.

 

Umapela rin aniya si Mercado sa kanya na payagan siya na mag- early retirement sa halip na harapin ang terminasyon.

 

“Puwede ba mag-retirement na lang ako kaysa paalisin ninyo ako?” ang sinabi ni VP Sara, inalala ang kanilang naging pag-uusap ni Mercado.

 

Sa ulat, sinabi ni Mercado na nakatanggap siya ng limang sobre, na naglalaman ng P50,000 bawat isa noong nakaraang taon.

 

Mariing pinabulaanan ito ni VP Sara. hinamon niya si Mercado na malabas ng pruweba na magpapatotoo sa kanyang alegasyon. Nang malaman ni Mercado ang bagay na ito, habang nakasalang sa ginagawang pagsisiyasat ng Kongreso, ipinakita ni Mercado ang mga envelopes na kanyang natanggap mula kay VP Sara.

 

Sa pangalawang araw ng congressional probe, hindi lamang hinimay kung paano ginastos ni VP Sara ang pondo ng OVP kundi kung paano niya ginampanan ang kanyang papel bilang Kalihim ng DepEd.

 

Makailang ulit namang iginiit ni VP Sara na hindi niya ginamit sa maling paraan ang public funds.

 

Nauna rito, sa ulat, isiniwalat ni dating Education undersecretary Gloria Mercado sa pagdinig sa Kamara de Representantes na namumudmod umano ng pera sa ilang opisyal ng kagawaran na aabot sa P50,000 kada buwan si VP Sara.

 

Sa pagdinig ng komite sa Kamara tungkol sa paggamit ng pondo ng OVP, sinabi ni Mercado, dating pinuno ng Procuring Entity (HoPE) sa DepEd, na nangyari ang pamimigay umano ng pera ni Duterte sa mga undersecretaries at assistant secretaries na nasa envelope noong 2023.

 

Naging kalihim ng DepEd si Duterte mula July 2022 hanggang sa magbitiw siya sa puwesto noong July 2024.

“Between February 2023 to September 2023, I received a total of nine envelopes labelled HoPE, my concurrent position in DepEd during that time. These envelopes were handed to me monthly by Assistant Secretary Sunshine Fajarda which she says came directly from the office of Vice President Sara Duterte,” ayon kay Mercado.

 

“Galing kay VP [Sara], is what she would typically say as she hands the envelopes. It would appear that I received these envelopes by virtue of my office as HoPE. Atty. Sunshine Fajarda is the wife of Edward D. Fajarda who is the Special Disbursement Officer,” patuloy niya.

 

Sinabi rin ni Mercado na nagtanong umano si Fajarda tungkol sa bank accounts ng ilang tao.

 

“My office confirmed that it was upon the instruction of the Office of the Secretary. Evidently, it would appear that regional directors and other employees on the field would also receive sums on top of their regular salaries,” dagdag niya.

 

Ayon kay Mercado, pinagbibitiw siya noon sa kanyang puwesto ni Atty. Zuleika Lopez, chief of staff ni Duterte at undersecretary sa Office of the Vice President, nang tutulan niya ang umano’y negotiated procurement para sa DepEd Computerization Program.

 

“I was informed that I should tender my resignation effective that day. I refused to resign and insisted on departing from the service through voluntary retirement,” pahayag niya Mercado.

 

Ayaw naman sabihin ni Mercado na panunuhol ang intensyon sa ibinibigay na pera umano na galing sa opisina ni Duterte sa OVP.

 

“Uhm, it’s kind of a harsh word to use…[the word] bribe,” tugon ni Mercado sa tanong ni Batangas Representative Gerville Luistro.

 

“Is it meant to influence your decision being the HoPE?,” sabi pa ng kongresista.

 

“It could be,” sabi naman ng dating opisyal ng DepEd. ( Daris Jose)

2025 Senatorial Slate ng administrasyon inanunsyo na

 

INANUNSYO ni Pangulong Ferdinand R. Marcos Jr., araw ng Huwebes ang 12 prospektibong senatorial candidates ng administrasyon para sa 2025 midterm elections.

 

 

Isiniwalat ang 2025 senatorial slate sa idinaos na Alyansa Para sa Bagong Pilipinas Convention 2024 sa Philippine International Convention Center sa Pasay City.

 

 

Ang lineup ay kinabibilangan ng mga kandidato mula sa iba’t ibang political party kabilang na ang Partido Federal ng Pilipinas (PFP), Lakas-Christian Muslim Democrats (Lakas-CMD), Nationalist People’s Coalition (NPC) at Nacionalista Party (NP).

 

 

Kabilang dito ang kapatid ng Pangulo na si reelectionist Senator Imee Marcos mula NP, kasama ang kanyang mga party mates na sina Senator Pia Cayetano at Deputy Speaker at Las Piñas City Rep. Camille Villar.

 

 

Inanunsyo rin ni Pangulong Marcos ang kanyang suporta para kay dating senador Manny Pacquiao, Local Government Secretary Benjamin Abalos Jr. at Senate Majority Leader Francis Tolentino pawang mga miyembro ng PFP.

 

 

Inendorso rin niya sina Senador Ramon “Bong” Revilla Jr. at ACT-CIS Party-list Rep. Erwin Tulfo ng Lakas-CMD.

 

 

Kasama rin sa senatorial ticket ng administrasyong Marcos sina Senador Manuel “Lito” Lapid, dating Senate President Vicente Sotto III, at dating Senador Panfilo Lacson at Makati City Mayor Abby Binay ng NPC.

 

 

Sinabi naman ni Navotas City Rep. Toby Tiangco, magsisilbi bilang Senate slate’s campaign manager, na ang pangunahing konsiderasyon sa pagpili ng mga ‘administration’s bets’ ay ang kanilang suporta para sa legislative agenda nito na naglalayong paunlarin ang buhay ng mga Filipino.

 

 

“So,ang mahalaga dito ay talagang susuporta at naniniwala sila na ang plataporma ng Bagong Pilipinas, iyan ang magpapaunlad sa buhay ng bawat Pilipino,” ang sinabi ng Pangulo.

 

 

Samantala, “very confident” naman si House Speaker Martin Romualdez, sa ukol sa winnability ng senatorial bets ng kasalukuyang administrasyon.

 

 

Ang election period ay magsisimula sa paghahain ng certificates of candidacy sa Oktubre 1 hanggang 8.

INAPRUBAHAN na ng House of Representatives ang P6.352-trillion national budget ng taong 2025.

 

 

Ang nasabing pag-apruba ay isang araw matapos sertipikahan ito Pangulong Ferdinand Marcos Jr na urgent.

 

 

Mayroong kabuuang 285 na kongresista ang bumuto na pumabor sa House Bill 10800 o kilala bilang “An Act Appropriating Funds for the Operation of the Government of the Republic of the Philippines”.

 

 

Habang mayroong tatlong kongresista naman ang bumuto laban sa nasabing panukalang batas.

 

 

Sa kaniyang talumpati ay pinasalamatan ni House Speaker Ferdinand Romualdez ang kapwa mambabatas dahil sa pagpasa na ng budget.

 

 

Giit nito na mahalaga ang nasabing budget para sa pagpondo sa mga pangunahing proyekto ng gobyerno gaya sa imprastraktura, human at social development, environmental protection, technological innovations at sustainable development.

Health Forum Identifies Collaboration and Innovation as Key to Drive in Cancer Care

THE fight against cancer in the Philippines is evolving, thanks to the collective efforts of healthcare providers, government agencies, local government units, and patient advocates. The media forum titled ” Synergizing strengths and collaborative efforts to drive progress and innovation in cancer care” organized by the Philippine Society of Oncologist (PSO) and advocacy program Hope From Within, highlights the need to strengthen collaboration across sectors to drive progress and innovation in cancer care.

 

 

Effectively navigating the cancer journey requires different sectors coming together to provide comprehensive support for patients. The health Forum spotlights efforts from the national government through the leadership of the Department of Health ( DOH), local government units (LGUs)and even from the private sector, that stand out as best practices in cancer care. These initiatives show how working together broadens access, improve outcomes and strengthens community support in the fight against cancer.

 

 

Dr. Herdee Luna, President of the Philippine Society of Oncologist, underscores the importance of collaboration in the ongoing fight against cancer.

“True progress in cancer care comes when we unite across sectors– healthcare providers, local governments, patient advocates, and the private sector — all working toward a shared goal. The commitment to collaboration enables us to push boundaries, innovate, and create solutions that ensure no one is left behind in the fight against this disease.”

 

 

Best Practices in Cancer Care

The Department of Health leads the way with the National Integrated Cancer Control Act (NICCA), a landmark legislation that aims to provide timely access to optimal cancer treatment and care. The law established the Cancer and Supportive -Palliative Medicines Access Program (CSPMAP) and the Cancer Assistance Fund ( CAF). CSPMAP provides free medication to cancer patients, while CAF offers financial help for treatments and diagnostics. Together, these programs reduce the financial strain on patients and ensure timely, affordable care.

 

 

The ACT NOW: Prime Care for Breast Cancer is an example of a community organized screening and patient navigation program that highlights the importance of early detection. Since breast cancer is one of the most common but treatable cancers in the country, this program focuses on organized screening. It uses online education, self-exams, and mobile clinic breast exams to connect patients to treatment. This approach helps detect cancer early, improving survival rates and access to medical resources.

 

 

Improving access to cancer care

A key theme at this health forum is providing equitable access to cancer care for all Filipinos. The Z Benefits package addresses patients with catastrophic illnesses, identified as childhood acute lymphotic leukemia (ALL), breast cancer, prostate cancer, cervical cancer, colon cancer, rectal cancer, among others.

 

 

Initially covering P210, 000 of the cost for ALL and P100,000 each for breast and prostate cancer, the Z Benefits package for breast cancer was recently raised to P1.4 million, a 1,400 percent increase.

 

 

Precision medicine is also a major focus, thanks to initiatives like the Hit the Mark campaign. This program ensures lung cancer patients receive targeted treatment through accurate, timely biomarker testing. In terms of access to biomarker testing, three biomarkers – PD-L1, EGFR, and ALK — have been unified in a lung panel test to benefit cancer patients for the first time, through the initiative of diagnostics laboratories.
