Administrasyon ni PBBM, humirit ng P31-B calamity fund para sa susunod na taon

HUMIRIT ang administrasyong Marcos sa Mababang Kapulungan ng Kongreso ng  P31 billion calamity fund para sa taong 2024.

 

 

Nais kasi ng gobyerno na mas maraming pondo ang maipamahagi sa panahon ng kalamidad.

 

 

Kilala rin bilang  National Disaster Risk Reduction and Management Fund (NDRRMF), ang panukalang  calamity fund ay mas mataas ng 51.2% kumpara sa kasalukuyang  P20.5-billion appropriation.

 

 

Saklaw ng P31 billion  ang  P17.9 billion na angkop para sa “aid, relief and rehabilitation services to communities/areas affected by calamities, including training of personnel, and other pre-disaster activities.”

 

 

Ang  pigura ay tumaas mula sa P12.3 billion na alokasyon ngayong taon.

 

 

Kabilang din ang  P13.05 billion, mula sa kasalukuyang  P7.1 billion,  para sa “repair and reconstruction of permanent structures, including capital expenditures for pre-disaster operations, rehabilitation and other related activities.”

 

 

Hindi naman kasama sa  panukala ng  NDRRMF ang ‘ line item’ para sa  Marawi Siege Victims Compensation Fund, na mayroong P1 billion alokasyon para ngayong taon.

 

 

Ang Republic Act 11696 o  Marawi Siege Victims Compensation Act ay nilagdaan upang maging ganap na batas noong April 2022, lumikha ng  Marawi Compensation Board.  Ang  board ay nakalista ng hiwalay sa ilalim ng “Other Executive Offices” at may panukalang budget na P1,117,555,000 para sa taong 2024.

 

 

Samantala, ang panukalang calamity fund ay naglalaman ng P7.425 billion Quick Response Fund (QRF) para sa “Department of Agriculture (P1 billion, kahalintulad ngayong 2023), Department of Education (P3 billion, tumaas mula sa  P2 billion ngayong taon), Department of Health  (P500 million, kapareho ngayong taong 2023), Department of Interior and Local Government (DILG)-Bureau of Fire Protection (P50 million, kaparehong ngayong taon),  DILG-Philippine National Police  (P50 million, kapareho ngayong taon), Department of National Defense-Office of Civil Defense  (P500 million, kaparehong ngayong 2023), Department of Public Works and Highways  (P1 billion, bumaba mula sa  P11 billion ngayong taon), Department of Social Welfare and Development  (P1.25 billion, bumaba mula sa  P1.75 billion ngayong taon) at  Department of Transportation-Philippine Coast Guard  (P75 million) (Daris Jose)

Klase sa public schools sa Agosto 29 na

PORMAL nang inanunsiyo ng Department of Education (DepEd) kahapon ang pagbubukas ng klase sa mga pampublikong paaralan sa bansa.

 

 

Sa abiso ng DepEd, magbubukas ang klase para sa School Year 2023-2024 sa lahat ng public schools sa Agosto 29, 2023.

 

 

Samantala, ipinauubaya naman ng DepEd sa mga pribadong paaralan ang pagtatakda ng petsa ng pagsisimula ng pasok ng kanilang mga mag-aaral.

 

 

Anang DepEd, maa­aring magbukas ng klase ang mga private school simula sa unang Lunes ng Hunyo, ngunit hindi dapat na lampas sa huling araw ng Agosto. (Daris Jose)

P215.64-B budget, inihirit para sa flood control projects sa 2024 – DBM

TINITINGNAN ng administrasyong Marcos ang budget allocation na P215.643 billion para pondohan ang  flood mitigation projects para sa taong 2024.

 

 

Sinabi ni Budget Secretary Amenah Pangandaman na ang panukalang budget ay kasama sa 2024 National Expenditure Program (NEP) para sa  Department of Public Works and Highways (DPWH) Flood Management Program.

 

 

“In 2023, for this year, we have a budget of P185 billion and for 2024, we proposed P215.643 billion under the Department of Public Works and Highways’ Flood Management Program,” ayon sa Kalihim.

 

 

Sinabi pa ni Pangandaman na sa ilalim ng panukalang 2024 project ng  Metropolitan Manila Development Authority (MMDA), tinatayang may P1.3 billion ang gagastusin para sa  flood mitigation projects.

 

 

Mayroon din aniyang  “foreign-assisted” projects gaya ng Pampanga Integrated Disaster and Risk Resiliency Project at ang  Bulacan Angat Water Transmission Project.

 

 

“For Pampanga, it’s a loan so we just funded the government counterpart. So for the Pampanga, it’s P1.397 billion and for Bulacan, it’s P7.4 billion,” dagdag na wika ni Pangandaman.

 

 

Samantala, humirit  naman ang administrasyong Marcos ng P543.45 billion para sa implementasyon ng climate change mitigation at adaptation projects at mga programa para sa susunod na taon.

 

 

Ang panukalang budget para sa  climate change expenditure tagging ay katumbas ng 9.4% ng kabuuang panukalang budget, lampas sa  commitment  ng gobyerno na 8% share sa ilalim ng Philippine Development Plan 2023-2028.

 

 

“Much of the projects is for water sufficiency (P294.46 billion); for sustainable energy (P180.72 billion); for climate-smart industries and services (P6.02 billion); for ecosystem and environmental sustainability (P5.95 billion),” ayon pa rin sa Kalihim.

 

 

“Another P12.97 billion [will be] for knowledge and capacity development; food security (P40.18 billion); human security (P2.58 bilion); and cross cutting actions (P550 million),” dagdag na pahayag nito. (Daris Jose)

MAYROON nang bagong tagapagsalita ang Phi­lippine Health Insurance Corporation (PhilHealth).

 

 

Sa abiso ng PhilHealth kahapon, nabatid na ito’y sa katauhan ni Dr. Israel Francis A. Pargas na siyang Senior Vice President ng Health Finance Policy Sector.

 

 

“Please be informed that effective immediately, PhilHealth’s new spokesperson is Dr. Israel Francis “Doc Ish” A. Pargas, Senior Vice President, Health Finance Policy Sector,” abiso ng PhilHealth.

 

 

Ang pagkakatalaga kay Pargas ay isang buwan lamang matapos na unang maitalaga si Dr. Albert Domingo bilang tagapagsalita ng PhilHealth.

 

 

Kaugnay nito, sinabi ng PhilHealth na ipagpapatuloy naman ni Domingo ang kanyang gampanin bilang PhilHealth Vice President for Primary Care at Head Executive Staff ng Chairman of the Board.

Nasawi sa bagyong ‘Egay’ sumirit sa 29; Nasalanta lagpas 3-M na — NDRRMC

PAPAAKYAT pa rin ang bilang ng mga binawian ng buhay buhat ng nagdaang Super Typhoon Egay at pinalakas nitong habagat, ito habang aabot na sa halos 300,000 ang lumilikas mula sa kanilang mga tahanan.

 

 

Ito ang ibinahagi ng National Disaster Risk Reduction and Management Council ngayong tumabo na sa 3.02 milyon ang naaapektuhan ng bagyo kabilang ang:

nawawala: 11

lumikas: 287,057

nasa loob ng evacuation centers: 57,226

nasa labas ng evacuation centers: 229,831

 

 

Nakapagtala ng 1,062 insidente ng pagbaha, pagguho ng lupa, atbp. sa sari-saring bahagi ng bansa buhat pa rin ng sama ng panahon.

Inilagay na sa state of calamity ang nasa 232 lungsod at munsipalidad buhat ng bagyo, bagay na nagbibigay sa pamahalaan ng kapangyarihang magpatupad ng price free sa mga nasabing lugar.

 

 

Umabot na sa P3.63 bilyon ang halaga ng pinsalang iniwan ng bagyo sa imprastruktura, maliban pa sa 56,694 kabahayang nasira nito.

 

 

Samantala, nasa P1.95 bilyong halaga ng pinsala naman na ang naitatamo ng bagyo sa sektor ng agrikultura na siyang nagpapaaray na ngayon sa nasa 117,033 magsasaka at mangingisda.

 

 

Apektado nito sa ngayon ang nasa 143,429 mahigit na ektaryang taniman. Bukod pa ito sa nasa P173.86 milyong cost of damage na naitamo sa livestock, poultry at mga palaisdaan.

 

 

Nakatanggap naman na ng P248.32 milyong halaga ng ayuda ang naibibigay sa mga nasalanta, bagay na inihanda ng Department of Social Welfare and Development, local government units, non-government organizations, Office of Civil Defense, mga pamahalaang panlalawigan atbp.

FROM TRACK TO SCREEN: DIRECTOR NEILL BLOMKAMP TALKS ABOUT MAKING “GRAN TURISMO: BASED ON A TRUE STORY”

“GRAN Turismo has all the qualities of a great underdog sports story,” says producer Doug Belgrad of the film based on the true story of Jann Mardenborough, one of the unlikeliest racecar drivers of all time. 

 

 

 

Director Neill Blomkamp, whose credits include District 9 and Elysium, says that Jann makes a compelling character because his real-life story is an unbelievable series of dreams coming true. Like a lot of young adults, Jann seems more interested in playing videogames than with making something of his life, until he’s given a chance to play for real. “Jann is playing ‘Gran Turismo’ in his parents’ house when all of a sudden – after years – he sees the option for GT Academy,” Blomkamp explains. “Only then did he learn how to drive proper cars – how to hit an apex and exit a corner – everything he’d done intuitively inside the game, but had never been taught.”

Blomkamp’s way into the film was through a longtime love of cars—the merging of mechanics, engineering, art, and design—and that meant the exciting possibility of showing what these cars can do. “With a movie like this one, sometimes the temptation is to go all-digital. Shoot some background plates, do digital cars, drop your actors in from a virtual production environment. But in this case, everything is real, and I mean literally everything is real. When we portray an actor driving the car, they are actually going around the track pretty close to the speed that they should be going.”

 

 

 

Part of doing it for real was getting the real cars and shooting on the real tracks, including the Slovakia Ring in Slovakia, the Dubai Autodrome, the Nurburgring, the Red Bull Ring in Austria, and the Hungaroring; this latter track doubles for both the GT Academy (loosely based on Silverstone, the home of UK auto racing) and Le Mans.

 

 

 

And in the driver’s seat, Blomkamp had one other secret weapon in showing what it was like for Jann Mardenborough behind the wheel – and that was Jann Mardenborough himself, who served as the film’s stunt driver for the character of Jann. “The story is based on him, Archie Madekwe portrays him, and he’s the stunt driver who drives Archie’s car as the character based on him,” says Blomkamp. “It’s amazing – some very interesting meta thing happening there.”

 

 

 

“It’s so surreal,” says Mardenborough. “The last time I was in Hungary, the track was packed with trucks for a race. This time, it was packed with trucks for a film being made about me. That blew my mind.”

Sa ulat ni Caloocan police chief P/Col. Ruben Lacuesta kay Northern Police District (NPD) Acting Director P/BGen Rizalito Gapas, nagsagawa ang mga operatiba ng Warrant and Subpoena Section (WSS) ng Caloocan police sa pangunguna ni P/Major Jeraldson Rivera, katuwang 3rd MFC, RMFB-NCRPO ng joint manhunt operation kontra wanted persons.

 

 

Nadakip sa naturang operation si Elvie Cruz, 49, dakong alas-5:20 ng hapon sa kanilang lugar sa Waling-waling St., Area C, Barangay 174, Camarin, na may warrant of arrest na inisyu ni Hon. Manuel I.R.A. Barrios, Presiding Judge, RTC Branch 126, Caloocan City noong July 27, 2023, para sa Attempted Murder.

 

 

Nauna rito, nasakote din ng mga operatiba ng WSS, sa tulong ng 4th MFC RMFB-NCRPO sa joint manhunt operation, dakong alas-3:00 ng hapon sa Libis Espina St., Barangay 16, ang magkapitbahay na sina John Paul Pagulayan, 21 at Billie Alfaro, 29, kapwa ng Libis Espina St., Brgy. 16.
