Abalos, ipinag-utos sa LGUs na maghanda para sa posibleng epekto ng El Niño

IPINAG-UTOS ni Department of the Interior and Local Government (DILG) Secretary Benhur Abalos na maghanda para sa at pagaanin ang posibleng epekto ng El Niño  sa kanilang lugar. 
Ang kautusan ni Abalos ay  matapos na magpalabas ng El Niño alert  ang  state weather bureau  na Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)  na nagpapakita na maaaring lumutang at maramdaman ang  phenomenon sa susunod na tatlong buwan na maaaring pumalo sa 80% at puwedeng magtagal sa unang quarter ng susunod na taon.
Ayon sa DILG, dapat na ikonsidera ng  local government units (LGUs) ang mga mitigation efforts gaya ng “Urgent enactment of ordinances curbing illegal connections and encouraging prudent water usage, Allowing water concessionaires and water utilities to conduct emergency leak repairs, Lifting of number coding schemes for water tankers used by concessionaires, Implementing and updating existing contingency plans related to El Niño, Stockpiling of relief goods (food and non-food items) for immediate relief assistance at Information, education, and communication campaigns on water leaks, rainwater harvesting and storage, water conservation, and air-conditioning.”
Sinabi ni Abalos  na ang mga hakbang na ito ay maaaring magpagaan sa epekto ng  El Niño sa agrikultura,  water resources, marine resources, human health, at kapaligiran.
“Conserving water is one of the key actions needed to be taken to mitigate effects of El Niño and as public servants, we must set an example. These precautionary steps, albeit small, can make a big difference that can affect our communities,” ang paliwanag ni Abalos.
Hiniling naman ng Kalihim sa mga Alkalde na makipagtulungan sa regional offices ng  Department of Agriculture  para sa “cloud seeding, irrigation, water-saving technology,  paggamit ng  drought-resistant at early-maturing seed varieties, cropping calendar changes.”
Samantala, pinayuhan naman ni Abalos ang Bureau of Fire Protection (BFP)  na iwasan ang hindi kinakailangang pagkuha ng  tubig mula sa  fire hydrants at i-limit lamang ito sa pag-apula sa sunog.
Ang El Niño phenomenon ay  mailalarawan bilang ” abnormal warming of sea surface temperatures in the central and eastern equatorial Pacific Ocean and below-normal rainfall.”
“Recent conditions and model forecasts indicate that El Niño may emerge in the coming season (June-July-August) at 80% probability and may persist until the first quarter of 2024. With this development, the PAGASA El Niño Southern Oscillation (ENSO) Alert and Warning System is now raised to EL NIÑO ALERT,” ayon sa kalatas ng PAGASA.
“When conditions are favorable for the development of El Niño within the next two months at a probability of 70% or more, an El Niño ALERT is issued,” ang paliwanag ng PAGASA.

PBBM ADMIN NAGLAAN NG P2.39 BILYON PARA PONDOHAN ANG MALAWAKANG FOREST REHABILITATION PROGRAM

Para makamit ang sustainable, green, at climate-resilient economy, naglaan ang administrasyon ni Pangulong Ferdinand R. Marcos Jr. ng P2.39 bilyon para sa National Greening Program sa ilalim ng 2023 General Appropriations Act (GAA).
“Bilang mandato po ni Pangulong Ferdinand R. Marcos Jr., mananatili kaming nakatuon sa pagkamit ng inclusive at sustainable transformation patungo sa tinatawag na greener economy. Ngunit hindi po natin matatamasa ang layuning ito kung pababayaan natin ang ating kalikasan. Kaya sa pagbuo natin ng ating national budget, binigyang prayoridad po natin ang mga pondo sa pangangalaga sa kalikasan. Kaya naman ngayong taon, mas tinaasan pa natin ang budget para sa climate change programs and activities,” ayon kay Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman.
Isa sa mga pangunahing proyekto ng Department of Environment and Natural Resources (DENR), ang programa ay isang malawakang rehabilitasyon ng mga kagubatan na layong itaguyod ang sustainable development para mabawasan ang kahirapan, magkaroon ng sapat na pagkain, biodiversity conservation, matatag na kapaligiran, at tugunan ang climate change o pagbabago ng klima.
Sakop ng programa ang lawak ng kalupaan na nasa 13,565 ektarya; 7,249,642 na binhing itatanim; at 158,843 ektaryang lupa na pananatilihing alagaan.
“Kita naman po natin ngayon pa lamang, ramdam nating lahat ang epekto ng climate change, lalo na ang pagpasok ng El Niño. Kaya paulit-ulit din pong panawagan ng DBM sa bawat ahensya na maglaan sa kanilang budget proposal ng mga provision para sa pagtugon sa climate change,” dagdag pa ni Secretary Pangandaman.
Matatandaang para sa 2023, naglaan ang PBBM administration ng P464.5 bilyon para tugunan ang climate change. Higit na mas mataas ang naturang budget ng 60.1 porsyento kumpara sa 2022 budget nito na nasa P289.7 bilyon.

US firms, magha-hire ng 75K pinoy seafarers

NAKATAKDANG mag-hire ang isang US firms ng 75,000 Filipino seafarers sa susunod na tatlo hanggang apat na taon. 
Sa isang pulong kasama si Pangulong  Ferdinand R. Marcos  Jr. sa Washington,  sinabi ni John Padget, presidente at CEO ng Carnival Corp.  na ang  kanyang “group of companies” ay nakatakdang mag-hire ng  mga Filipino seafarers.
Si Padget, kumakatawan din sa Carnival Cruise Line, Holland American Airlines and Seaborn,  pinuri ang mga manggagawang filipino para sa kanilang “hospitality at competitiveness” sa  global workforce.
“It doesn’t matter whether it’s the marine, deck, hospitality, restaurant…everything is based on the happiness, the smile, and the greatness of the Filipino employees,” ani Padget.
Sa nasabi pa ring pulong, inilatag naman ni  Department of Migrant Workers (DMW) Secretary Susan Ople sa US firms “the interest of 200,000 Filipinos”  na  “adhere to fair and ethical standards and principles.”
Pinasalamatan naman ni Pangulong Marcos ang  US employers para sa kanilang patuloy na kumpiyansa sa mga Filipino professionals at skilled workers.
“When you say that the — the ladies and gentlemen that we have here today represent 200,000, you do not represent 200,000 employees, you represent 200,000 families and you represent 200,000 communities in the Philippines,” ang sinabi ni Pangulong Marcos sa mga  employers.
Sa ulat, tinatayang mahigit na apat na milyong  Filipino immigrants (temporary at permanent) ang nasa Estados Unidos, kumakatawan sa  4th largest immigrant group matapos ang  Mexicans, Indians at Chinese.
Sa pamamagitan ng kanilang remittances, ang mga Filipino workers ay  nakapag-ambag sa  economic development, kapuwa sa Estados Unidos at Pilipinas, gamit ang kanilang  “kasanayan, talento at kadalubhasaan.”
Samantala, sa nasabi pa ring miting kasama ang mga  employers, kasama ng Pangulo sina  Ople, Speaker Ferdinand Martin Romualdez, Trade Secretary Alfredo Pascual, Philippine Ambassador to the US Jose Manuel G. Romualdez, at Department of National Defense Officer-in-Charge, Senior Undersecretary Carlito Galvez, Jr.

QUEZON CITY AT MWSS LUMAGDA SA 3 MOA

LUMAGDA sa tatlong Memorandum of Agreement o MOA ang pamahalaang lungsod ng Quezon City sa katauhan ni Mayor Joy Belmonte at Metropolitan Waterworks and Sewerage System o MWSS na kinatwan naman ni Administrator Leonor Cleofas kahapon sa punong tanggapan ng MWSS sa Katipunan, Quezon City.
Kabilang sa mga napagkasunduan ng QC at MWSS ang pag renew ng Usufruct Agreement sa paggamit ng mahigit 10,000 square meter na property ng MWSS na kasalukuyang ginagamit ng Balara Elementary School at Balara High School, pagtatayo ng multi-purpose gymnasium sa Brgy. Pansol, at pagbigay ng right of way access sa Bistekville 5.
Nakipagpulong din si Mayor Joy sa pamunuan ng MWSS, Mr. J. V. Emmanuel De Dios ng Manila Water, Mr. Ramoncito Fernandez ng Maynilad, Rep. Franz Pumaren ng District 3, at mga kinatawan ng QC Government sa pangunguna ni City Administrator Michael Alimurung upang talakayin ang iba’t ibang proyekto para sa pagpapaunlad ng La Mesa Eco Park at conservation efforts para sa La Mesa Watershed.
Makakaasa ang mga mamamayan ng Quezon City na walang patid ang pakikipag-ugnayan ng QC, MWSS, at mga water concessionaires para makapagbigay ng sapat at ligtas na inuming tubig, mahusay at maayos na serbisyo para sa mga mamamayan. (Paul John Reyes)

Walang sektor ang hindi napag-usapan sa PH-US partnership-PBBM

WALANG SEKTOR ang hindi nabanggit sa “partnership” sa pagitan ng Pilipinas at Estados Unidos.

 

Sa katunayan ayon kay Pangulong Ferdinand Marcos Jr., sa pulong kasama ang United States-Philippines Society (USPS), ikinatuwa niya ang  makabuluhang progreso na nagawa kapuwa ng Maynila at Washington para mas palakasin ang security alliance.

 

“Yes now, prominent are the security defense issues, but if you look at what do we do in partnership, in coordination with the United States, and there’s no part of—there’s no sector that isn’t touched by that partnership,” ayon sa Pangulo.

 

Winika pa ng Punong Ehekutibo na ang pagpapalakas at pagpapalalim sa relasyon ng dalawang bansa ay  “a big step forward with all the developments that have been happening.”

 

“It has been terribly useful for us to talk about redefining our Mutual Defense Treaty and this, I think, has given us the opportunity to layout as you say that roadmap for the economy and for another big issue in the Philippines – climate change and all the other big issues,”  aniya pa rin.

 

Sa kabilang dako, nangako naman ang USPS para sa  “greater cooperation and partnership in the development and economy of the Philippines.”

 

Ito’y non-profit, bi-national organization ng prominenteng civic at business leaders ng Estados Unidos at Pilipinas.

 

Samantala, binigyang diin naman ni Pangulong Marcos ang papel ng pribadong sektor sa economic development kung  saan  umaasa siya na “to see more engagements involving both the government and the private sector, especially in mobilizing financial resources for investments in key areas.”

 

Sinabi naman ni Top IBM executive Michael DiPaula Coyle na  sila ay  “very, very bullish” sa  Philippine economy at “looking forward” na makatrabaho ang gobyerno para mamuhunan sa digitalization.

 

“We’re also very heavily invested in helping grow your talent pool through skills development programs, we’ve had a number of partnerships with the US government with your government to improve skills development particularly in areas like… AI and cybersecurity where I think the Philippines has an enormous opportunity to position yourselves as very competitive economy particularly in the IT services sector,” ani Coyle.

PBBM, BIDEN pinalawak ang security, environment protection, trade ties; pinagtibay ang commitment sa international law

PINAGTIBAY nina Pangulong Ferdinand R. Marcos Jr. at US President Joseph Biden ang serye ng “partnerships” na naglalayon na palakasin ang alyansa ng Maynila at Washington. 
Sa isang joint statement, kapuwa pinuri nina Pangulong Marcos at Biden ang  “remarkable ties of friendship, community, and shared sacrifice that serve as the foundation of the U.S.-Philippines alliance.”
“In efforts to promote inclusive and broad-based prosperity, invest in the clean energy transition and the fight against climate change, uphold international peace and stability, and ensure respect for human rights and the rule of law, the United States and the Philippines will remain the closest of allies, working together to deliver a better future for our citizens and tackle the emerging challenges of the twenty-first century,” ang nakasaad sa joint statement.
Sa kabilang dako, kapuwa naman winelcome nina Pangulong Marcos at Biden ang  identification o pagkakakilanlan sa  mga bagong  sites sa ilalim ng  US-Philippines Enhanced Defense Cooperation Agreement (EDCA).
Sa joint statement, kapuwa sinabi ng dalawang lider na “this will strengthen Philippine security and support the Armed Forces of the Philippines’ modernization goals, while driving US investment to local communities across the Philippines and improving our shared ability to rapidly deliver humanitarian assistance and disaster relief.”
Kapuwa binigyang diin ng dalawang lider ang kanilang  “unwavering commitment” sa freedom of navigation at overflight sa South China Sea, at maging ang kahalagahan ng paggalang sa sovereign rights ng estado sa loob ng exclusive economic zones (EEZ) nito alinsunod sa  international law.
“The leaders support the right and ability of Filipino fisherfolk to pursue their traditional livelihoods. The leaders note the ruling of the 2016 arbitral tribunal, constituted pursuant to the United Nations Convention on the Law of the Sea (UNCLOS),” ayon sa kalatas.
Pinagtibay din ng mga ito ang kahalagahan na panatilihin ang kapayapaan at katatagan sa kabilang panig ngTaiwan Strait, kung saan  inilarawan ito bilang  “indispensable element of global security and prosperity.”
Kapuwa naman ipinaabot nina  Biden at Pangulong Marcos ang kanilang suporta para sa  Ukraine sa laban nito sa  Russia para sa sobereniya, independence, at territorial integrity sa loob ng  “internationally recognized borders, “noting that the conflict (with Russia) has adversely affected food and energy security in the Indo-Pacific.”
Sa kabilang dako, kapuwa naman nilutas nina Pangulong Marcos at Biden ang “expand cooperation on environmental protections,  kabilang na ang pinalakas na domain awareness, marine conservation, at pagprotekta sa  coastal areas mula sa  environmental degradation.
Kapuwa naman nangako sina Pangulong Marcos at Biden  na “to promote increased cooperation and knowledge sharing between the United States and the Philippines through the Science and Technology Agreement (STA). They also  welcomed US plans to establish an Open-RAN Interoperability Lab in Manila.”
Pareho namang binigyang diin nina Pangulong Marcos at Biden ang pangangailangan  na palakasin ang “democratic institutions, rule of law, at paggalang sa human rights, kabilang na ang freedom of expression, press, at association.”
Binigyang diin din ng dalawang lider ang pangangailangan na kontrahin o tutulan ang anumang uri ng karahasan gaya ng laban sa  sambayanan, kababaihan, kabataan at  marginalized groups.
Samantala, winelcome naman ng mga lider ang paglikha sa  bilateral Labor Working Group bilang bahagi ng  US-Philippines TIFA, nakikitang makapagbibigay ng mahalagang oportunidad para sa Estados Unidos  at Pilipinas  para “work together on implementation of internationally recognized labor rights,” at pabilisin ang pagpapalitan at dayalogo sa hanay ng  US at Philippine governments at labor unions, at maging ang  employer organizations.

OIL SPILL, PINAGHAHANDAAN NA NG PCG

PINAGHAHANDAAN na ng Philippine Coast Guard (PCG) para sa contingency measures matapos makakita ang Coast Guard Sub-Station Tubbataha ng oil sheen malapit sa baybayin kung saan lumubog ang  dive yacht noong Linggo ng umaga, Abril 30.

 

 

Sinabi ni PCG spokesperson Rear Admiral Armand Balilo na patuloy ang monitoring sa sitwasyon sa lugar kung saan lumubog ang M/Y Dream Keeper upang agad na matugunan.

 

 

Aniya nasa lugar na ang oil spill response team at nagsimula nang maghanda sakaling magkaroon ng pagtagas ng langis upang agad itong mapigilan.

 

 

Angpil sheen ay naisapatab umano apat na milyaula sa Tubbataha Reefs na kilala sa malinis na coral reef na may perpendicular wall, malawak na lagoon at dalawang coral islands.

 

 

April 27 nang umalis ang yate sa San Remigio ,Cebu City at dumating sa Tubbataha Reef alas 10 ng gabi noong April 29.

 

 

Sakay nito ang 32 katao , at 28 sa mga ito ang narescue habang apat pang iba pa ang nanatiling missing at pinaghahanap.

 

 

Sa inisyal na imbestigasyon, sinabi ni Balilo na tinitignan dahilan ng paglubog ng yate ang na-encounter nito na tinatawag na localized thunderstorm .

 

 

 

Sa ngayon may mga divers mula sa 10 yate ang tumutulong sa search and rescue .

 

 

Samantala, sinabi ni Balilo na itinigil na nila ang search and rescue sa dalawang nawawalang crew ng isang dredger at isang oil tanker na nagbanggaan sa karagatan ng Corregidor Island.

 

 

Hindi bababa sa tatlong tao ang kumpirmadong namatay sa nangyaring Maritime incident .

 

 

Itinigil na aniya ang search and rescue matapos na hindi mahanap ng kanilang mga diver ang dalawang nawawalang crew sa kabila ng masinsinang paghahanap.  GENE ADSUARA
