PBBM, mas gustong mag-produce ang Pinas ng sarili nitong farm machineries

NAIS  ni Pangulong Ferdinand  Marcos Jr. na gumawa ang Pilipinas ng sarili nitong farm machineries. 
Napansin kasi ng Pangulo na masyado ng umaasa ang PIlipinas sa pag-angkat o importasyon.
Ayon sa Chief Executive, kailangan na i-develop ng bansa ang kakayahan nito na mag-produce ng sarili nitong farm machineries.
Tinukoy naman ng Pangulo ang mga nagawang trabaho ng Philippine Center for Postharvest Development and Mechanization (PhilMech) sa pakikipagtulungan sa mga  foreign partners.
Ang PhilMech aniya ay mayroong locally manufactured machineries para sa “planting, cultivation, harvesting, at maging iyong nakalaan para sa  post-production.”
Karagdagan aniya ito sa ibang serbisyo gaya ng loans at transport services sa mga magsasaka at consumers.
“[Mag-] manufacture tayo ng sarili natin nang sa ganun ay hindi na kailangan tayo umasa sa importation,” ayon sa Pangulo sa isinagawang pamamahagi ng tulong sa  Nueva Ecija, araw ng Lunes, Abril 24.
Sinabi ng Pangulo na “the country’s reliance to imports was felt during the pandemic lockdowns, stressing that with locally-manufactured equipment, the country is prepared to address food supply related problems in similar situation as the pandemic.”
“Ang lahat ay kailangan nating tingnan at pag-aralan para makahanda tayo. Na kung sakali ito’y mauulit ay tayo naman ay may gagawin. Mayroon tayong nakahanda at masasabi natin kahit hindi na tayo mag-import ay mayroon tayong sapat na supply na pagkain para sa ating mga mamamayan. ‘Yan po ang ating hangarin,” ayon pa rin kay Pangulong Marcos.
“Developing the Philippine agriculture sector to boost the economy and ensure food security is the overall goal not only of the Department of Agriculture, but the entire government,” dagdag na wika nito.
Sinabi pa ng Pangulo na patuloy na lumilikha ang pamahalaan ng mga plano para matiyak ang sapat na suplay ng tubig gaya ng “redesigning dam construction at solar power use.”
“The government is also looking at improving research and development to increase agricultural productivity depending on the season,” ayon sa Punong Ehekutibo.

TATLONG hinihinalang tulak ng ilegal na droga, kabilang ang 41-anyos na bebot ang nasakote sa magkahiwalay na buy bust operation sa Valenzuela City, kahapon ng umaga.
Sa kanyang ulat kay Northern Police District (NPD) Director P/BGen Ponce Rogelio Penones Jr, sinabi ni Valenzuela police chief P/Col. Salvador Destutra Jr na alas-10:30 ng umaga nang magsagawa ng buy bust operation ang mga operatiba ng Station Drug Enforcement Unit (SDEU) sa pangunguna ni P/Cpt Joel Madregalejo sa St. Lukes St., Brgy., Veinte Reales.
Kaagad inaresto ng mga operatiba si Rosie Atencio, 41, matapos bentahan ng P500 halaga ng shabu ang isang pulis na nagpanggap na buyer.
Nasamsam kay Atencio ang humigi’t kumulang 5 grams ng hinihinalang shabu na may standard drug price value na P34,000, buy bust money, cellphone at coin purse.
Nauna rito, natimbog naman ng kabilang team ng SDEU sa buy bust operation sa Kapisanan Anak Dalita, Brgy. Marulas dakong alas-3:15 ng madaling araw sina Jaidie Bacula, 30, at Juan JR Auzana, 35, kapwa construction worker.

Hundreds of Bulakenyos get jobs, livelihood packages on Labor Day Job Fair

CITY OF MALOLOS – In celebration of Labor Day, 79 Bulakenyo jobseekers were hired on the spot and 31 individuals received livelihood packages during the 2023 Labor Day Job Fair for Local and Overseas Employment spearheaded by the Provincial Youth, Sports and Public Employment Service Office in partnership with the Department of Labor and Employment held at Bulacan Capitol Gymnasium here yesterday.

 

 

Prior the job fair proper, an employment counseling was conducted to guide the jobseekers land on the apt job for them wherein out of the 544 registered jobseekers, 468 of them have been qualified for interview and 79 applicants were hired on the spot.

 

 

Also, 31 individuals were granted livelihood packages under the DOLE Integrated Livelihood Program or the Kabuhayan Program of DOLE.

 

 

In her message, DOLE Regional Director Geraldine M. Panlilio announced that DOLE will also be donating a total of P20 million to the Province of Bulacan which will be utilized for future implementation of DOLE programs through the PGB.

 

 

“Marami po kaming ibibigay na suporta dahil isa po ang Lalawigan ng Bulacan under the leadership of Governor Daniel R. Fernando na nag-iimplment po ng mga programa ng DOLE para sa ikabubuti ng mga Bulakenyo. Ito po ay ipinagpapasalamat namin dahil alam po namin na kapag Bulacan po ang kapartner ng DOLE, sigurado na maibibigay ang serbisyo para sa mga Bulakenyo,” RD Panlilio said.

 

 

John Manuel Martillano, 24 years old from the City of Meycauayan, thanked the PGB for being an instrument for jobseekers like him to find employment especially after the pandemic.

 

 

“Nalaman ko po sa Facebook, sa PESO Bulacan page at sabi ko, why not i-try ko na mag-apply and praise God naman at isa ako sa mga na-hired on the spot sa Chery Auto. Kaya po maraming, maraming salamat po sa DOLE at PGB sa pagbibigay ng opportunity sa bawat Bulakenyo lalo na ngayon na matapos ang pandemic, mahirap talaga maghanap ng trabaho. Maraming salamat po at God bless po,” Martillano said.

 

 

For his part, Bulacan Gov. Daniel R. Fernando acknowledged all the support that the province is receiving from the national agencies, especially from DOLE, for their unwavering support in providing livelihood programs for the Bulakenyos.

 

 

“Tandaan natin palagi na ang Panginoon ay may instrumento para sa pagtulong sa atin. Alam n’yo po ang Bulacan ay hindi pinapabayaan ng DOLE, at ngayon ay may ibibigay po sila atin para lalo pang matulungan ang ating mga kalalawigan sa kanilang hanapbuhay. Sa lahat po ng beneficiaries, palaguin natin ang mga ito at ipakita natin sa kanila na ito ay malaking tulong at ang mga ito ay may kahihinatnan,” the governor said.

ARTA, nag-level up sa business permitting process sa Pinas

NAGING  matagumpay ang  Anti-Red Tape Authority (ARTA) na i-streamline ang ilan sa permitting process  upang masiguro na maging magaan ang transaksyon o “doing business” sa Pilipinas.

 

 

Sinabi ni  Pangulong Ferdinand R. Marcos Jr. sa  US businesses na ang kanyang administrasyon ay “working hard”  para i-minimize ang red tape at  i-digitalize ang bureaucratic processes.

 

 

“They have done a very good job. They have reduced some of the permitting procedures from — for different industries from several months to just a few days,” ang pahayag ni Pangulong Marcos sa fireside chat sa  American business executives sa Blair House sa Washington.

 

 

“I really am confident that the authority, if it’s continued — if it can continue its work and if it is — it is well supported by legislation, by the bureaucratic procedures, we can cut down many of those unnecessary regulatory documentary requirements,” ayon kay Pangulong Marcos.

 

 

Sa kabilang dako, nagpahayag naman ng pagkasigasig ang US investors sa maraming pagbabago na inilagay sa Anti-Red Tape Law subalit maingat kung paano ito makatutulong na pabilisin ang foreign direct investment (FDI) at dalhin ang negosyo sa Pilipinas.

 

 

“The challenge is how to compete with other countries and how to shorten the business permitting process, which sometimes takes 36 months to secure in the Philippines,” ayon kay Pangulong Marcos.

 

 

“In other countries, documents are ready for signature after 24 hours,” diing pahayag ng Pangulo.

 

 

Ang iba pang lugar na tinatrabaho ng administrasyon ay ang “digitalizing government processes and transactions.”

 

 

“We always — that’s why digitalization has become such an important part of our effort because with digitalization, you remove as much of the discretion that we will have — that people have in actually processing these applications or these documents and hopefully the end result is that — we will be doing most of our business in government purely online, without speaking to a human being,” ayon sa Pangulo.

 

 

Samantala, base sa pag-aaral, ang 95% ng trabaho ngayon ay ginagawa na sa “online”, sinabi ng Pangulo na  “although digitalizing the bureaucracy may be an intimidating task the government must carry it out.”

PH-US bilateral defense guidelines tugon sa mga hamon na ating kinakaharap – PBBM

TINIYAK ni Pangulong Ferdinand Marcos Jr., na ang bagong bilateral defense guidelines na pinagtibay ng Manila at Washington ay siyang tugon sa security challenges na kinakaharap ng dalawang magka-alyadong bansa.

 

 

Binigyang-diin ng Pangulo na layon ng nasabing guidelines ay ang pagtatanggol laban sa mga banta sa cyberspace, naglalayong “gabayan ang mga priyoridad na bahagi ng pakikipagtulungan sa pagtatanggol upang matugunan ang parehong conventional at non-conventional security challenges na kapwa ibinabahgi ng Estados Unidos at Pilipinas.

 

 

Ipinunto ni Marcos na ang “security and defense” issue ay hindi na maaaring maituring na isolated issue ngayon.

 

 

Binigyang-diin ng Pangulo ang kahalagahan na mag pokus sa bagong ekonomiya mula sa post-pandemic world.

Tiniyak ni US Defense Sec. Austin: Washington, palaging susuportahan ang Maynila

TINIYAK ni US Defense Secretary Lloyd Austin III kay Pangulong  Ferdinand Marcos, Jr. na palaging susuportahan ng Washington ang Maynila sa mga usapin na nakakapit sa  South China Sea, habang nagpapatuloy ang tensyon sa pinagtatalunang katubigan.

 

 

“Austin hosted Marcos at The Pentagon tackling recent developments on expanding and modernizing bilateral defense cooperation “in support of a vision for a free and open Indo-Pacific region and rules-based international order shared by both countries,” ayon kay Pentagon Press Secretary Brig. Gen. Pat Ryder.

 

 

Sinabi ng The Pentagon na kapuwa inihayag nina  Pangulong Marcos at Austin  na pinagtibay ng dalawang bansa ang kanilang commitments  sa ilalim ng Mutual Defense Treaty,  na ngayon ay sumasakop na sa  kani-kanilang  Coast Guards sa Pasipiko, kabilang na ang kahit saan sa South China Sea.

 

 

Ito’y base na rin sa  Bilateral Defense Guidelines,  itinatag noong May 3 ni  Acting Defense Secretary Carlito Galvez at Austin, makikita sa fact sheet.

 

 

Nakasaad sa Article V ng 1951 treaty  na  “any armed attack on either of the US and Philippines’ armed forces, public vessels or aircraft in the Pacific, will trigger the agreement.”

 

 

“President Biden has made clear our commitment to the defense of the Philippines is ironclad. And let me tell you once again that our Mutual Defense Treaty applies to armed attacks on our armed forces, coast guard vessels, public vessels, or aircraft in the Pacific including anywhere in the South China Sea,” ang sinabi ni Austin kay Pangulong Marcos sa naging talumpati nito.

 

 

“So, make no mistake Mr. President, we will always have your back in the South China Sea or elsewhere in the region,” dagdag na pahayag nito.

 

 

Para naman kay Pangulong Marcos, “this development heeded the call of the times.”

 

 

“And the call of the times unfortunately is asking for us to meet these challenges — new challenges that perhaps we have not faced before,” aniya pa rin.

 

 

Tinukoy ng Pangulo ang kahalagahan ng mga nakalipas na pagpupulong kasama sina  US Vice President Kamala Harris at Secretary of State Antony Blinken, kung saan ang kanyang pagbisita ay bahagi ng nagpapatuloy na pagpapalitan ng posisyon at pananaw  na kanilang nasimulan.

 

 

Ang pulong ay nagtapos sa pagtatatag ng bagong bilateral defense guidelines, kung saan inilatag ang mga plano para gawing modernisado ang  alliance cooperation para sa  “shared vision for a free and open Indo-Pacific region” ng dalawang bansa.  (Daris Jose)

‘Wag mag-panic sa tumataas na COVID-19 cases – DOH

NANAWAGAN sa publiko ang Department of Health (DOH) na hindi dapat mag-panic kasunod ng tumataas na mga bagong kaso ng COVID-19.

 

 

“We don’t need to panic. Ang tinitignan na natin kasi po ngayon ‘yong healthcare system capa­city, if it’s manageable then we are good,” ayon kay DOH Officer-in-Charge Maria Rosario Vergeire.

 

 

Ayon kay Vergeire, nag-a-average sa 822 kaso kada araw ang mga kaso ng COVID-19, 79 porsiyento na mas mataas sa nakalipas na 2 linggo. Sa kabila nito, karamihan pa rin sa mga ito ay mild at asymptomatic, at wala ring masyadong nao-ospital.

 

 

Sa kabila ng pagsasabi na walang masyadong na-oospital, inabisuhan na rin ang mga pagamutan na ihanda ang COVID beds sakaling tumaas pa ang mga kaso.

 

 

Ipinaliwanag ni Vergeire na posibleng tumataas ang mga kaso dahil sa mga variant ng COVID-19, “mobility” ng populasyon, at vulnerability ng indibiduwal.

 

 

Ngunit ayon kay Dr. Tony Leachon, dating ta­gapayo ng pamahalaan, dapat tutukan pa rin ang positivity rate kahit pa mild ang mga kaso ng COVID-19.

OCD, hinikayat ang publiko na pakinggan at sundin ang El Niño advisories, warnings

PINAALALAHANAN ng Office of Civil Defense (OCD) ang publiko na pakinggan at sundin ang mga advisories  ng  awtoridad hinggil sa El Niño at magpatupad ng kinakailangang hakbang bilang paghahanda para sa epekto ng nasabing  phenomenon.

 

 

Ito’y matapos na itaas ng Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) ang  monitoring status  mula sa  El Niño watch sa El Niño alert, araw ng Martes.

 

 

Sa isang memorandum, may petsang  May 3, inatasan ng National Disaster Risk Reduction and Management Council (NDRRMC) ang  regional DRRMCs at OCD regional offices na magpatupad ng “preparedness actions” kabilang na ang mahigpit na pagmo-monitor sa warnings mula sa  PAGASA, pagpapalabas ng mga paalala ukol sa water at energy conservation,  pagpapanatili ng water distribution systems para maiwasan ang pag-aaksaya.

 

 

“This also includes the strengthening of risk communication and localization of warnings and reminders to communities, adherence to the public health advisory for El Niño and minimum health standards for Covid-19 issued by the Department of Health, and the submission of regular reports to NDRRM Operations Center,” ayon sa ulat.

 

 

Ang  interagency meeting ay idinaos noong Abril  24 kung saan pinamunuan ni OCD Administrator Undersecretary Ariel Nepomuceno.

 

 

Binigyang diin ni  Nepomuceno ang pangangailangan na kilalanin at pagsama-samahin ang short term solutions, medium term at long term solutions ng mga concerned government agencies para sa  El Niño phenomenon.

 

 

Ang komposisyon ng panukalang  El Niño team na pangungunahan ng  Department of the Interior and Local Government, ay ipinresenta ng  OCD,  magsisilbi rin  bilang  team co-chair, kasama ang Department of Agriculture, Department of Environment and Natural Resources, Department of Energy, Department of Health, Department of Science and Technology, National Economic and Development Authority, National Irrigation Administration at Metropolitan Waterworks and Sewerage System bilang mga miyembro.

 

 

Maroon itong support team na binubuo naman ng Presidential Communications Office, Department of Trade and Industry, National Water Resources Board at Armed Forces of the Philippines.

 

 

Araw ng Miyerkules, Abril 3, nagpulong ang iba’t ibang ahensiya ng pamahalaan para pag-usapan ang mga paraan tungo sa paghahanda para sa  El Niño.

 

 

“Let’s work together to make sure that we will be able to comply with the President’s (Ferdinand R. Marcos Jr.) guidance and do what is expected from us in the first place,” ang pahayag ni  OCD deputy administrator Assistant Secretary Bernardo Rafaelito Alejandro IV sa  isang panayam.

 

 

Ang  El Niño Watch ay naging epektibo mula Marso 23 hanggang Mayo 1 bago pa itaas ng PAGASA ang monitoring status sa  El Niño Alert.

 

 

“PAGASA has been continuously monitoring the developing El Niño conditions in the tropical Pacific. Recent conditions and model forecasts indicate that El Niño may emerge in the coming season (June-July-August) at 80 percent probability and may persist until the first quarter of 2024. With this development, the PAGASA El Niño Southern Oscillation (ENSO) Alert and Warning System is now raised to El Niño Alert,” ang sinabi ng  state weather bureau sa isang  advisory nito.
