NTF-ELCAC exec, NegOr guv, Palace photog officers nag-oath taking sa harap ni PBBM

PINANGUNAHAN ni Pangulong Ferdinand Marcos Jr.  ang panunumpa sa tungkulin  ni retired Lt. Gen. Emmanuel Salamat bilang  executive director ng  National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

 

 

Ibinahagi ni Pangulong Marcos  ang ilang larawan ng mass oath-taking ceremony na isinagawa sa President’s Hall sa Malacañan Palace sa Maynila.

 

 

Buwan ng Hulyo nang italaga ni Pangulong Marcos si Salamat  bilang  executive director ng  NTF-ELCAC National Secretariat.

 

 

Ang NTF-ELCAC,  itinatag sa bisa ng Executive Order 70 na nilagdaan ni dating  Pangulong  Rodrigo Roa  Duterte sa 2018,  ay may mandato  na isulong ang  “whole-of-nation approach to counter communist insurgency and attain inclusive and sustainable peace.”

 

 

Bago pa ang kanyang bagong posisyon,  nagsilbi si Salamat  bilang board member  ng  Metropolitan Waterworks and Sewerage System  sa ilalim ng  administrasyong Duterte.

 

 

Si Salamat, bago pa ang kanyang  retirement mula sa military service, ay nanguna sa Tarlac-based Northern Luzon Command.

 

 

Maliban kay Salamat, nanumpa rin sa kanyang tungkulin si Negros Oriental Governor Roel Degamo.

 

 

Si Degamo,  isang reelectionist governor ay pinroklama bilang duly-elected governor ng Negros Oriental province matapos na ang  boto ng dating proklamadong nanalo na si Pryde Henry Teves ay inilipat sa kanya (Degamo) at ibinilang pabor sa kanya.

 

 

Samantala, pinangunahan din ni Pangulong Marcos ang  oath-taking ng  “new set of officers” ng Malacañang Cameramen Association (MCA) at Presidential Photojournalists Association (PPA).

 

 

Sa isang Facebook post, kumpiyansang inihayag ni Pangulong Marcos  na  magagampanan nina Salamat, Degamo, at mga  opisyal ng  MCA at PPA ang kani-kanilang mga tungkulin  “with excellence and integrity.”

 

 

“Nagpapasalamat tayo sa kanilang dedikasyon at umaasang buong husay at katapatan nilang gagampanan ang kanilang tungkulin para sa bayan,” aniya pa rin. (Daris Jose)

NANGAKO si Pangulong  Ferdinand Marcos Jr.  na susuportahan at  poprotektahan ng kanyang administrasyon ang karapatan ng mga mamahayag sa ilalim ng kanyang administrasyon.

 

 

Tinukoy ng Pangulo ang kanyang  kahandaan na pakinggan ang lahat ng hinaing ng mga ito.

 

 

“Under my lead, we will support and protect the rights of the media as they efficiently perform their duty. Whatever difficulties we may encounter from this point on, the government will always be ready to lend an ear and to listen to your concerns and to answer all that you may want to know,” ang bahagi ng talumpati ng Pangulo sa idinaos na President’s Night  na inorganisa ng Manila Overseas Press Club sa  Sofitel Plaza sa Pasay City.

 

 

Ang nasabing event ay dinaluhan ng mahigit sa 400 media professionals at top executives ng mga malalaking kumpanya sa bansa.

 

 

Batid ng Pangulo ang mahalagang papel ng mga mamamahayag sa paghulma ng  aktibong mamamayan na nakapag-aambag sa pag-unlad ng lipunan.

 

 

“The nation counts on media in improving access to information and increasing awareness on issues that affect our country and the world,” wika ng Pangulo.

 

 

Tinukoy din ng Chief Executive ang kahalagahan ng  ”proactive participation” ng media  na panatilihing ipabatid sa mamamayan ang   “forms part of our collective goal to empower Filipinos and establish a more robust Philippines.”

 

 

Nangako rin ang Pangulo  na ipaaalam  niya sa  mga miyembro ng media ang plano ng kanyang administrasyon.

 

 

“As I share your club’s conviction in the importance of upholding the universal right of free speech and press freedom, as well as giving and receiving accurate information, I’m committed to remain open with you, constantly communicating our progress as we move forward,” dagdag na pahayag nito.

 

 

Samantala, hinikayat naman ni Pangulong Marcos ang  mga mamahayag na epektibong iparating sa publiko ang ginagawang pagsisikap ng pamahalaan at inisyatiba nito tungo sa pag-unlad ng bansa.

 

 

“It is the job of our media practitioners to not only analyze, not only give their opinion, but to also inform and let our people know what the government is doing and how it will help their lives, and how they can be part of that process of progress that we have started,” aniya pa rin.

 

 

Sa halip na maging lider,  magiging katuwang rin aniya siya ng mga mamahayag sa pagsisikap na pamunuan ang bansa na mapagtanto ang “shared aspirations” nito.

 

 

Sa  nasabi pa ring event,  inulit ng Punong Ehekutibo ang panawagan nito na pagkakaisa tungo sa pag-unlad at pagbuti ng buhay ng mga filipino.

BI, NAGBABALA KONTRA PEKENG SOCIAL MEDIA ACCOUNTS

NAGBABALA ang Bureau of Immigration (BI) hinggil sa paglaganap ng mga pekeng social media accounts sa Facebook ang mga larawan at impormasyon ng kanilang mga empleyado gamit ang official seal ng ahensiya upang mahikayat ang publiko na makipagtransaksyon sa kanila.

 

 

Ginawa ni BI Commissioner Norman Tansingco ang babala kasunod ng mga ulat na ginagamit ng mga scammers ang social media accounts na nagpapanggap silang mga empleyado ng ahensiya.

 

 

“These scammers reportedly disguise as immigration lawyers and legal officers. They create profiles using photos of our employees, their badges, and even the logo of the bureau,” ayon kay Tansingco .

 

 

Kasunod nito, ipinaalala ni Tansingco sa lahat ng empleyado na makipag-transaksiyon sa labas ng pasilidad o tanggapan ng ahensiya.

 

 

“There have been reports in the past where fake social media profiles have fueled scams and have gotten people duped out of money,” ayon pa Tansingco.

 

 

Ikinadismaya rin ni Tansingco ang paglaganap ng bilang ng mga pahina ng social media. “It is illegal to assume the identity of others, more so to demand money from anyone using the government’s name,” sinabi ni Tansingco. “The BI strongly warns the public against internet acquaintances. Remain keen to avoid being victimized,” dagdag pa nito.

 

 

Nakipag-usap na rin sila Cybercrime Investigation and Coordinating Center (CICC) upang upuan ang isyu na nakakaapekto sa operasyon ng BI.

16 DILG regional offices, ISO-certified na-DILG

TINATAYANG may  16 regional offices ng Department of the Interior and Local Government (DILG) ang pinagkalooban ng International Organization for Standardization (ISO) 9001: 2015 certification.

 

 

Ito’y bunsod na rin ng pagtalima ng 16 DILG regonal offices sa quality management system standards.

 

 

Sa isang kalatas, sinabi ni  Interior Secretary Benjamin Abalos Jr.  na ang pagkakaloob ng ISO certification sa mga  regional offices (RO) ay isang patunay ng commitment ng departamento na ipagpatuloy na itaas ang tinatawag na “bar of quality services” sa local government units (LGUs) at mga komunidad.

 

 

“The DILG central and regional offices have worked so hard for the alignment of the QMS (Quality Management System) at the central and regional offices. This milestone is a welcome recognition of the department’s unparalleled dedication to our quality policy and client satisfaction, being matino, mahusay, at maaasahang kagawaran,” ayon kay Abalos.

 

 

Ang pagkakaloob ng ISO certificate of registration sa  DILG ay nagpapahiwatig na nago- operate ito ng management system na in-assessed  bilang pagtalima sa ISO 9001: 2015 certification para sa mga sumusunod na “scope of activities” gaya ng  “public administration covering policy formulation, provision of technical and administrative services, performance oversight, and rewards and incentives.”

 

 

Ang mga regional offices naman aniya ay  Regions 1 (Ilocos), 2 (Cagayan Valley), 3 (Central Luzon), 4-A (Calabarzon), 4-B (Mimaropa), 5 (Bicol), 6 (Western Visayas), 7 (Central Visayas), 8 (Eastern Visayas), 9 (Zamboanga Peninsula), 10 (Northern Mindanao), 11 (Davao region), 12 (Soccsksargen), 13 (Caraga), National Capital Region, at Cordillera Administrative Region.

 

 

“Now that the alignment of all 16 ROs is complete, we are looking forward to bringing the ISO certification down to our provincial and field offices. This is to ensure that quality processes and programs within the DILG are documented and synchronized with the processes at the central office,” wika ni  Abalos.

 

 

“The ISO certification certifies that a management system, manufacturing process, service, or documentation procedure has all the requirements for standardization and quality assurance. ISO is an independent, non-governmental, international organization that develops standards to ensure the quality, safety, and efficiency of products, services, and systems,” ayon naman sa ulat.

 

 

Samantala, pinuri naman ni Abalos  ang   overall deputy quality management representative ng DILG, Assistant Secretary Ester Aldana, ang mga  process owners, at ang lahat ng  DILG central at regional personnel sa pagtiyak na mapananatili ng departamento ang  ISO certification  nito at may taglay na “global standards of quality.”

 

 

Sa ulat, itinatag ng DILG central office ang QMS noong  2015 bilang pagtalima sa Executive Order 605  na “directing all government offices to implement QMS that will institutionalize structures, mechanisms, and standards in government to ensure quality in systems and processes in government operations.”

 

 

Matapos ito ay nakatanggap na ang DILG ng unang  ISO certification noong 2016 at sumunod naman ay  ISO 9001: 2015 certification noong  2019 para sa  80 QMS enrolled processes.

 

 

“Since then, the DILG has been taking strides to replicate the best practices of ISO standards from the central to the regional offices,” ayon sa ulat.

 

 

Kabilang naman sa itinuturing na certified sites sa central office ay ang  Bureau of Local Government Development, Bureau of Local Government Supervision, Office of Project Development Services, National Barangay Operations Office, Administrative Service, Information Systems and Technology Management Service, Financial and Management Service, Internal Audit Service, Legal and Legislative Liaison Service, Planning Service, Public Affairs and Communication Service, Project Management Offices, Office of the Assistant Secretaries, Office of the Undersecretaries, at Office of the Secretary.  (Daris Jose)

P11.5 bilyong One COVID-19 allowance, inilabas ng DBM

INAPRUBAHAN  ng Department of Budget and Management (DBM) ang pagpapalabas ng P11.5 bilyon para sa One COVID-19 Allowance/Health Emergency Allowance (HEA) claims ng mahigit sa 1.6 milyong kwalipikadong public at private health care at non-health care workers (HCWs).

 

 

Sakop ng Special Allotment Release Order (SARO) ang hindi napondohang OCA/HEA claims ng mga health care at non-health care workers para sa Enero hanggang Hunyo 2022.

 

 

Sinabi ni DBM Secretary Amenah Pangandaman na nararapat lamang na suportahan at tulungan ng pamahalaan ang mga manggagawa sa pangangalagang pangkalusugan dahil inilalagay nila sa panganib ang kanilang buhay sa gitna pa rin ng umiiral na pandemya.

 

 

Una nang inilabas ng DBM nitong Oktubre 3 ang P1.04 bilyon na nakalaan para sa pagbabayad sa nalalabing 55,211 na hindi nababayarang Special Risk Allowance (SRA) ng mga kuwalipikadong HCW at non-HCWs mula Setyembre 2020 hanggang Hunyo 2021.

 

 

Kaugnay nito, inuumpisahan nang iproseso ng Department of Health (DOH) ang pamamahagi ng P1.04 bilyon at P11.5 bilyong inilabas ng DBM para sa benepisyo ng mga healthcare workers.

 

 

Inihahanda na ang DOH ang mga panuntunan para sa “sub-allotment” at ipinaalam na sa mga “regional counterparts” sa Centers for Health Development (CHDs) na maghanda na ng mga kaukulang dokumento para mapabilis ang disubursement ng mga pondo.

 

 

Sa kabila nito, nangangailangan pa rin ang DOH ng dagdag na pondo para mabigyan ng alokasyon ang mga serbisyo na naisagawa ng mga HCWs mula ­Hulyo 2021 hanggang sa kasalukuyan.

 

 

Base ito sa Republic Act No. 11712  o ang “Public Health Emergency Benefits and Allowances for Health Care Workers Act”. (Daris Jose)

‘Deadpool 3’ Can Finally Give Hugh Jackman’s Wolverine A Comic Accurate Yellow Suit

NOW that Hugh Jackman is returning for Deadpool 3, the new movie could finally be where he gets Wolverine’s comic accurate yellow suit.

 

It was thought that Jackman was done with his iconic Marvel role after 2017’s Logan killed Wolverine, but Ryan Reynolds and the Deadpool franchise have changed that. The sequel comes from Marvel Studios and takes place in the Marvel Cinematic Universe, but the franchise’s usual R-rated humor and violence will remain.

 

After making jokes about Hugh Jackman in the previous installments, Ryan Reynolds now gets his wish of Wolverine and Wade Wilson teaming up thanks to Deadpool 3.

 

Hugh Jackman’s Wolverine return in Deadpool 3 comes over two decades after he first debuted as the Marvel superhero. Jackman first played the mutant in 2000’s X-Men. While some might have lamented the idea of having a tall Wolverine, Jackman proved to be the perfect choice to play the character.

 

Despite his tall stature, Jackman did his best to match Wolverine’s comic book look, including having his usual hairdo and ripped physique throughout his tenure. However, Fox’s X-Men movies never gave Wolverine a comic accurate costume.

 

The original movies put him and the X-Men in black leather suits, while X-Men: Days of Future Past was the closest audiences came to seeing Hugh Jackman’s Wolverine in a costume with any color.

 

Deadpool 3 is now the perfect opportunity for Hugh Jackman’s Wolverine to get a comic accurate suit. Audiences were teased with the idea of Jackman suiting up in Wolverine’s traditional yellow costume at the end of The Wolverine, but his future appearances never made good on that setup.

 

It would not have worked in Logan, but the brightly colored suit can easily be incorporated into Wolverine’s Deadpool 3 story. Not only would it finally give Hugh Jackman a chance to wear the character’s iconic costume that has evaded him for over two decades, but it could also help the 53-year-old star by giving him a break from needing to be in Wolverine’s ripped physique for the production.

 

Fox’s X-Men movies never giving Hugh Jackman’s Wolverine a yellow suit is often viewed as a major missed opportunity. The reason that he did not start out with the comic accurate look is that Fox and director Bryan Singer thought that audiences might not accept the traditional X-Men comic costumes. Budgetary restrictions also were partially a factor behind X-Men’s black leather outfits.

 

Neither of these should have been much of a concern as the franchise moved forward due to its established success. However, Fox’s X-Men franchise still shied away from giving characters more comic accurate looks until much later on. While the younger cast for the prequels got to wear suits closer to the source material, Jackman never got that opportunity.

 

With Fox routinely opting against having comic accurate costumes in the X-Men movies, the studio unknowingly left the door open for Deadpool 3 and the MCU to benefit from this mistake. Seeing Hugh Jackman’s Wolverine in a comic accurate suit – even if it is only for a moment – is something that would delight fans around the world.
It would also fit Marvel Studios’ trend of including comic accurate suits for characters in Phase 4, even when they were previously thought to be unadaptable for live-action. Seeing Hugh Jackman’s Wolverine in a yellow suit in Deadpool 3 would be the ultimate move. (source: screenrant.com)

SABI ng National Artist for Film and Broadcast Arts na si Ricky Lee dumami raw ang mga imbitasyon sa kanya para maging commencement speaker since he was named National Artist.

 

Mas marami rin ang nakakakilala sa kanya. Kaya lang hindi siya sanay sa ganitong situation kasi napopokus ang atensiyon sa kanya.

 

Mas gusto raw niya ‘yung hindi siya masyadong napapansin tulad ng dati.

In fairness kay Sir Ricky, napaka-low profile niya.

 

“Iniisip ko na lang na ‘yung atensiyon na nakukuha ko ngayon ay makatutulong para makilala ang nga writers,” pahayag ng multi-awarded na screenwriter.

 

Masaya si Sir Ricky Lee sa collaboration nila ni Direk Mac Alejandre dahil kilalang-kilala na nila ang isa’t-isa.

 

Mas madali raw silang magtrabaho kasi they understand each other so well.

 

“Working with Mac is both easy and difficult. If we find the script easy, mas nagagawa niya itong complicated with his inputs kaya mas lalong gumaganda sng finished product,” sabi pa ni Sir Ricky.

 

Napanood na niya ang latest collaboration nila ni Direk Mac, ang relationship drama na ‘May-December-January’ at happy siya how it turned out. Nagawa raw nila na sa movie na maglahad ng kwento ng simplemg tao na marami ang makaka-relate sa kwento.

 

Pinuri din niya ang mahusay na pagganap ng mga lead stars na sina Andrea del Rosario, Gold Azeron at Kych Minemoto.

Sa presscon ng ‘Pabuya’ ay sinabi ni Jela na inaalok naman daw siya na magbida kaya lang ‘di raw kaya ang roles being offered to her.

 

“Naghihintay lang po ako ng tamang project na babagay sa akin,” sabi ni Jela.

 

Masaya naman daw sa mga projects na ibinigay sa kanya ng Viva dahil ‘di naman siya nababakante.

 

Hindi man siya bida, okey din naman ang roles na nakukuha niya.

 

Sa movie, Jela plays the ex-girlfriend of Diego Loyzaga na nag-betray sa binata kaya lalo itong napahamak.

Priority bills ng administrasyong Marcos, nasa 23 na —PLLO chief

TINATAYANG nasa 23 na ang priority bills ng administrasyong Marcos.

 

 

Matatandaang unang inilatag ni Pangulong Ferdinand Marcos Jr. ang listahan ng kanyang mga priority bills sa kanyang State of the Nation Address.

 

 

“As of today your honor, we have 23 (priority) measures,”   ayon kay Presidential Legislative Liaison Office Secretary Mark Llandro “Dong” Mendoza  sa Senate hearing bilang tugon sa tanong ukol sa mga priority measures ng Chief Executive.

 

 

Ang mga bagong batas na nadagdag sa priority list  ay ang “2023 General Appropriations Act, the bill strengthening the regulatory functions of Maritime Industry Authority (MARINA), the bill for the condonation of unpaid amortization, interest of loans of agrarian reform beneficiaries, and the Medium-Term Fiscal Framework (MTFF).”

 

 

Bagama’t ang MTFF ay hindi bill o batas na nangangailangan ng pagsasabatas, ang dalawang Kapulungan ng Kongreso ay in-adopt ang magkahiwalay na resolusyon na nagpapahayag ng pagsuporta para sa six-year fiscal plan ng administrasyong Marcos.

 

 

Sa kanyang  kauna-unahang SONA, hiniling ni Pangulong  Marcos sa Kongreso na kagyat na ipasa ang 19 bills sa ilalim ng kanyang administrasyon.

 

 

Kabilang na rito ay ang National Government Rightsizing Program (NGRP), Budget Modernization Bill, Valuation Reform Bill, Passive Income and Financial Intermediary Taxation Act (PIFITA), E-Governance Act, Internet Transaction Act or E-Commerce Law, Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery (GUIDE), Medical Reserve Corps at National Disease Prevention Management Authority.

 

 

Kasama rin ang Creation of the Virology Institute of the Philippines, Department of Water Resources, Unified System of Separation, Retirement and Pension, E-Governance Act, National Land Use Act, National Defense Act, Mandatory Reserve Officers’ Training Corps (ROTC) and National Service Training Program (NSTP), Enabling Law for the Natural Gas Industry, Amendments to the Electric Power Industry Reform Act or EPIRA (Republic Act No. 9136) at Amendments to the Build-Operate-Transfer (BOT) Law.

 

 

Tinanong naman ni Senador JV Ejercito  ang plano ng  PLLO para mapigilan ang posibleng pag-veto  sa batas na ipinasa ng Kongreso.

 

 

Bilang tugon, sinabi ni Mendoza na  nagsasagawa sila ng  inter-agency consultative meetings para i- “fine tune” ang batas  na inisa-isa ni Pangulong Marcos sa kanyang  SONA.

 

 

“I think we already had around five consultative meetings with different agencies with regard to the SONA measures…So far sir, nafa-fine tune na po natin…para pagdating po dito sa both chambers–sa Senate and sa Lower House, fine-tuned na po siya…Naalis na po namin ‘yung mga contentious issues with the departments,” wika ni  Mendoza.

 

 

Samantala, inaprubahan naman ng Senate panel ang panukalang budget ng PLLO para sa taong 2023.

 

 

Maliban sa PLLO, inaprubahan din ng Senate finance subcommittee  ang panukalang  P193 million budget ng Philippine Racing Commission at panukalang P191.26 million budget ng Authority of the Freeport Area sa Bataan para sa taong 2023. (Daris Jose)
