DOTr: 70 percent maximum kapasidad sa mga PUVs ipapatutupad pa rin

Inihayag ng Department of Transportation (DOTr) na mananatiling 70 na porsiento ang maximum na kapasidad ang ipapairal sa mga public utility vehicles (PUVs) ngayon nasa Alert Level 3 ang Metro Manila.

Mahigpit na pinagutos ng DOTr sa mga pampublikong sasakyan sa lupa at sa mga stakeholders na ipatupad ang nasabing batas sa National Capital Region.

Inutusan ng DOTr ang mga kumpanya ng mga buses at PUV operators kasama ang mga transport terminals sa NCR na mahigpit na ipatupad ang health protocols habang ang Metro Manila ay nasa Alert Level 3 hanggang January 15 dahil sa pagtaas ng mga kaso ng COVID-19.

“The 70 percent maximum passenger capacity would remain in the NCR to keep pace with the demand for public transport services,” wika ni DOTr Secretary Arthur Tugade.

Sinabi rin ni Tugade na kung magkakaron ng mga pagbabago sa pinayagang maximum na kapasidad sa pampublikong transportasyon, ang DOTr ay susunod pa rin sa pinatutupad na regulasyon ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF).

“With the continued rise of COVID-19 cases in NCR, the DOTr enjoins our land-based transport operators to remind passengers to strictly observe minimum health protocols and ensure that the maximum allowable passenger capacity is followed,” dagdag ni Tugade.

Ayon pa rin sa kanya na hindi dapat tayo maging kampante sa pagsunod sa mga pinatutupad ng pamahalaan na minimum health protocol dahil ito naman sa atin rin na ikabubuti. Dapat lang tayo ay maging mapagmatyag upang bumaba ang kaso ng COVID-19 sa bansa.

Kaya nagsimula na naman ang mga police at traffic enforcers na manghuli ng mga hindi sumunod sa nasabing patakaran. Noong Lunes pa pinatupad ang 70 porsiento na kapasidad sa mga PUVs.

Kamakailan lamang ay may nakitang video habang ang isang jeepney ay pinahihinto ng mga traffic enforcers subalit ito ay kumarepas ng takbo. Ang iba naman mga drivers ng buses, UV Express, at iba pang pampublikong sasakyan ay humihinto habang ang mga inspectors ay tinitingnan kung sila ay sumusunod sa 70 na porsientong kapasidad.

Sinasabi ng mga ibang drivers na hindi nila alam na 70 porsiento ang pinapayagan lamang na maximum na kapasidad ng mga PUVs.

Ang Land Transportation Franchising and Regulatory Board (LTFRB) ay nagbigay ng isang memorandum noong Jan. 2, sa mga land-based transportation stakeholders na dapat nilang subaybayan ang kanilang mga drivers at conductors upang masiguro na sila ay sumusunod sa minimum health protocols lalo na sa 70 na porsiento ng kapasidad ng mga PUVs.

“We warned that the non-observance of health protocols onboard PUVs or violation of 70% maximum passenger capacity order are considered violations of franchise conditions. Penalties for violating PUV franchise conditions range from hefty fines to the impounding of the involved PUV,” ayon kay LTFRB chairman Martin Delgra.

Face-to-face classes sa NCR, sinuspinde

Sinuspinde muna ng Department of Education (DepEd) ang pagdaraos ng pilot face-to-face classes sa National Capital Region (NCR), kasunod na rin nang pagsasailalim muli ng pamahalaan sa rehiyon sa Alert Level 3 status dahil sa muling pagtaas ng mga naitatalang bagong kaso ng COVID-19.

Sinabi ng DepEd na muli na lamang nilang ipagpapatuloy ang limitadong face-to-face classes sa sandaling maibalik muli sa Alert Level 2 ng NCR.

“Consistent with the recent memorandum of the IATF (Inter-Agency Task Force) for the Alert Level 3 protocols and considering the notable increase of Covid cases in NCR, DepEd, in consultation with DOH (Department of Health), confirms that face to face classes for pilot schools in NCR are suspended until the alert level reverts to Level 2,” anunsiyo pa ng DepEd.

Keanu Reeves, Donated Most Of His Matrix Salary To Leukemia Research

KEANU Reeves, continuing to prove himself as the nicest guy in Hollywood, reports say that the actor donated most of his Matrix salary to leukemia research.

Reeves, who rose to prominence in the 1990s off the back of his performances in films like Bill and Ted’s Excellent Adventure, Point Break, Bram Stoker’s Dracula, and Speed, was cast in as Neo in 1999’s The Matrix after the role was turned down by Will Smith.

Considered one of the most influential films of the 20th century, the original Matrix earned multiple awards and was openly praised by big-name filmmakers such as James Cameron, Quentin Tarantino, and Christopher Nolan for its inventive storytelling and groundbreaking visual effects.

Reeves, who in more recent years has continued his run as a fan-favorite action hero in the John Wick franchise, recently returned to the Matrix franchise in the series’ fourth installment, The Matrix: Resurrections. Despite having his character killed off at the conclusion of 2003’s The Matrix: Revolutions, writer and director Lana Wachowski reunited Reeves with his original co-star, Carrie-Ann Moss, in a new film that takes place 60 years after the events of the original trilogy.

Since its December 22 release, the franchise’s latest entry has already managed to gross over $105 million in worldwide box office and is also set to release in China later this month.

Now, new reports currently sweeping the web say that Reeves gave 70 percent of his $45 million salary for playing Neo in the original film to leukemia research. According to Lad Bible (via the NY Post), Reeves received $10 million upfront and a further $35 million after the film’s release, and he later quietly donated $31.5 million out of his Matrix paycheck.

According to these reports, Reeves had a personal connection with the cause, as his younger sister Kim had been battling the disease since 1991 and had spent a decade undergoing treatment before entering remission in 2001. The star would also go on to quietly set up his own non-profit foundation which supported children’s hospitals and cancer research.

This latest news of Reeves’ continuing benevolence probably comes as little surprise for fans of the beloved actor. Well known for his generosity and casual manner, Reeves has repeatedly earned himself a reputation as one of the nicest guys in Hollywood with a long list of good deeds to his name.

From stories of him helping John Wick crew members shift heavy film equipment, to tales of him renting a minibus to help out his fellow stranded passengers, it seems that new accounts of Reeves’ good heart and warm nature make their way out into the world every other day.

As far from the stereotypical image of Hollywood prima-donna as one could get, probably the best part of this latest story is the simple fact it is only just now coming to light after two decades. Clearly not feeling the need to draw attention to or advertise his donations, the actor’s astounding generosity is matched only by his continued sense of humility.

Reeves’ enormous fanbase will probably be the first to suggest that for every good news story people hear about The Matrix star, there are probably many, many more which he has chosen to keep quiet. (source: screenrant.com)

Mga residential gatherings sa ilalim ng Alert level 3, hindi dapat daluhan

DAPAT na maging ekslusibo na lamang para sa mga nakatira sa isang tahanan ang alinmang isasagawang gathering o pagtitipon at hindi na maaari pa ang pagtanggap ng bisita.

Ito ang inihayag ni IATF at Acting Presidential Spokesperson at Cabinet Secretary Karlo Alexei Nograles sa gitna ng ipinatutupad na mga restriksiyon sa kasalukuyan sa ilalim ng Alert Level 3 dito sa NCR.

Ani Nograles, ang pagbabawal ay ginawa para na rin mabigyan ng proteksiyon partikular ang mga senior citizen at persons with comorbidities.

Ibang usapan naman na aniya na magkakasama ang magkakaibigan o magkakamag- anak sa iisang lugar halimbawa sa restaurant.

Maaari naman aniya ito gayung ang mga magkakasama ay maaaring masita kahit mismo ng management ng establisyemento at hindi kagaya ng residential gatherings na maaari pang gamitin ang right to privacy.

“Bawal na po iyon because you know may voice and of course hindi na puwede iyon. Then most importantly, gatherings in residences with individuals not belonging to the same household, hindi na pupuwede,” anito.

“Pagdating sa private places, hindi kasi. At dahil hindi natin ma-enforce iyan, the safest measure is to not allow itong gatherings in residences, kapag hindi ka nakatira doon sa bahay na iyon. Also remember ang pino-proteksyunan natin dito are senior citizens, persons with comorbidities, especially ‘no. So, this is something that’s very important to us,” dagdag na pahayag ni Nograles.

“Pagdating naman sa mga restaurants, di ba, we can already enforce na dapat fully vaccinated ka. By the way, strictly speaking under alert 3, we’re back to that system na person with comorbidities and senior citizens cannot leave the house uncles essential activities,” aniya pa rin sabay sabing “At least sa restaurant kasi we can enforce. Ang problema sa bahay kapag nakapasok na sa bahay, hindi na natin ma-enforce kasi siyempre iyong privacy, Right to Privacy na iyan eh, so we cannot check. At the restaurants at least the government is able to check ‘no.”

Bulacan, Cavite at Rizal, alert level 3 na rin

BUNSOD ng pagsirit ng COVID-19 cases sa ilang lokalidad, inaprubahan ng Inter-Agency Task Force (IATF), araw ng Lunes ang rekomendasyon ng kanilang sub-Technical Working Group on Data Analytics na itaas ang Bulacan, Cavite, at Rizal sa Alert Level 3.

Sinabi ni acting Presidential Spokesperson at Cabinet Secretary Karlo Nograles, epektibo ngayong araw, Enero 5 hanggang Enero 15, 2022 ang alert level 3 sa mga nasabing lugar.

Matatandaang, isinailalim sa Alert Level 3 ang National Capital Region (NCR) mula ika-3 hanggang ika-15 ng Enero dahil sa biglaang pagsipa ng mga kaso ng COVID-19 kasabay ng banta ng mas nakahahawang Omicron variant.

Sinabi naman ng Metropolitan Manila Development Authority (MMDA), nagkaisa ang mga alkalde ng Metro Manila na ‘wag munang palabasin ng bahay — “in principle” — ang lahat ng hindi pa nababakunahan laban sa COVID-19, habang nasa ilalim ng Alert Level 3 ang rehiyon.

“Ito’y in principle napag-agreehan nila [Metro Manila mayors], ‘yung mga walang bakuna [laban sa COVID-19]… they shall remain in their residences at all times except for the procurement of essential goods and services,” ani MMDA chair Benhur Abalos.

“[The latter includes], but [are] not limited to food, water, medicine, medical devices, public utilities and energy, work and medical and dental necessities.”

Sa kabila nito, papayagan pa rin naman daw ang individual outdoor activities at exercise sa labas ng “general area of residence” o sa loob ng sumusunod na lugar alinsunod sa guidelines ng Metro Manila local government units:

Kaugnay pa rin kasi ito ng katotohanang karamihan ng mga nahahawaan ng COVID-19 sa Pilipinas ay panay mga hindi pa nakakukuha ng kumpletong primary series ng bakuna, dahilan para hindi sila magkaroon ng karagdagang proteksyon laban sa nakamamatay na sakit.

“Para ano rin ito, para kang nag-[Enhanced Community Quarantine] only for the unvaccinated, for their own protection,” ani Abalos sabay sabing “Dapat nasa bahay lang sila. Pwede silang lumabas kung bibili lang sila ng goods and services.”

Papayagan pa rin naman daw ang interzonal at intrazonal movement sa ilalim ng Alert Level 3 ayon sa panununtunan ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases, ngunit pwedeng magpatupad ng “reasonable restrictions” ang mga local government units basta’t hindi ito mas strikto sa mas mataas na Alert Level systems.

Samantala, para sa mga wala pang 18-anyos o mga bulnerable ang kalusugan, ay papayagan din namang makakuha ng essential goods and services o para makapagtrabaho sa mga pinapayagang industriya o opisina basta’t alinsunod ito sa mga existing rules and regulations.

“Individual outdoor exercises shall also be allowed for all ages regardless of comorbidities or vaccination status,” pahayag ni Abalos sabay sabing “So covered pa rin tayo nitong IATF [policies]. Ang ginawa lamang nito… mas hinigpitan lang nating mga mayors ang mga unvaccinated. It is also for their own protection habang nasa Alert Level 3.”

“For all you know, after two or three weeks tapos na tayo so balewala na po ito. It is only during Alert Level 3, dahil pinapakita naman ng siyensya na karamihan naman ng tinatamaan ng severe at fatality ang mga unvaccinated,” dagdag na pahayag nito.

Sa kabila nito, wala pa rin naman daw nakikitang rason ang mga LGU na ire-impose ang mga curfews habang nasa Alert Level 3 ang NCR.

Maliban pa rito, suspendido raw muna ang mga face-to-face classes mula ngayong araw hanggang ika-15 ng Enero. (Daris Jose)

Bata Reyes dadayo sa Amerika

Muling ilalabas ni legendary cue master Efren “Bata” Reyes ang mahika nito sa isang US tour na idaraos sa iba’t ibang bahagi ng Amerika.

Nakalinya na ang mga gagawin ni Reyes sa oras na tumuntong ito sa Amerika.

Una na ang pagdayo nito sa Red Dragon Billiards Club and Training Center sa Harvard, Masachusetts sa Enero 15.

Mananatili naman ito ng dalawang araw sa Maine sa Enero 16 (American Pool & Billiards sa Portland) at Enero 17 (TJ’s Classic Billiards sa Waterville) kung saan makakasagupa nito si Mike Dechaine sa exhibition games.

Ang huling araw ng tour ni Reyes ay gaganapin sa Enero 19 sa Yale Billiards sa Wallingford kung saan makakaharap nito si Lukas Fracasso-Verner sa isa pang exhibition match.

Maliban sa exhibition games, posibleng sumabak si Reyes sa ilang torneong nakalinya sa Amerika.

Kabilang na rito ang Derby City Classic 2022 na magtatampok ng apat na events — ang 10-Ball, 9-Ball, Bank Pool at One Pocket na gaganapin sa Horseshoe Southern Indiana.

Ilang torneo rin ang lalaruin sa Pebrero gaya ng Wisconsin Open, Texas Open 10-Ball Championship, Jay Swanson Memorial Tournament at Northeast 9-Ball Open.

4,084 bagong pasyente na tinamaan ng COVID-19 sa PH; 21 labs bigong magsumite ng datos sa DOH

Maraming mga COVID laboratory ang nabigong makapagsumite ng kanilang mga datos na umaabot sa 21 dahil sa pagiging holiday nitong nakalipas na wekeend.

Meron ding dalawang mga laboratoryo ang hindi operational.

Kaya naman ang datos sa bagong mga kaso na nahawa sa coronavirus sa boung Pilipinas sa daily tally ng Department of Health (DOH) ay mas mababa kumpara sa nakalipas na araw ng Linggo na 4,600.

Naitala ng DOH ang nadagdag na bilang ng mga pasyente sa 4,084.

Ang kabuuang mga dinapuan ng COVID-19 sa Pilipinas mula noong nakaraang taon ay umaabot na sa 2,855,819.

Samantala, mayroon namang naitalang 497 na mga bagong gumaling.

Ang mga nakarekober sa virus ay umaabot na sa 2,779,241.

Habang may nadagdag na 16 na mga pumanaw na pasyente.

Ang death toll sa bansa dahil sa deadly virus ay umaabot na sa 51,586.

Nagpaliwanag naman ang DOH na batay sa datos sa nakaraang 14 na araw, ang kontribusyon ng nabanggit na 23 laboratoryo ay humigit kumulang 5.1% sa lahat ng samples na nai-test at 5.2% sa lahat ng positibong mga indibidwal.

Iniulat naman ng ilang eksperto na napansin ang patuloy na pagtaas ng ICU bed occupancy sa NCR na ngayon ay nasa 29 percent, samantalang noong December 26 ng nakalipas na taon ay nasa 17 percent lamang. (Daris Jose)

PDu30, bineto ang budget provision hinggil sa exlusion ng SUC lands mula sa agrarian reform

BINETO (veto) ni Pangulong Rodrigo Roa Duterte ang exclusion ng lupaing pag-aari at inookopahan ng state colleges and universities (SUCs) mula sa Comprehensive Agrarian Reform Program (CARP) sa ilalim ng P5.024-trillion budget law para sa 2022.

Ang ginawang pag-reject o hindi pagtanggap ng Pangulo sa probisyon ay nakasaad sa kanyang veto message ukol sa Republic Act 11639 o General Appropriations Act of 2022 na ipinalabas ng Department of Budget and Management, araw ng Lunes, Enero 3.

“I am constrained to veto SUC Special Provision(s) Applicable to the SUCs, Special Provision No. 17, “Exclusion of Lands Owned and Occupied by State Universities and Colleges from the Comprehensive Agrarian Reform Program,” Volume I-A, page 789, since it does not relate to any appropriation in the budget for the SUCs,” ayon sa Pangulo.

“It is further noted that the subject matter of such provision is already covered by a separate substantive law,” dagdag na pahayag nito.

Tinukoy ng Chief Executive ang Section 10 ng Republic Act 6657 o Comprehensive Agrarian Reform Law of 1988 na nagsasaad na “lands actually, directly and exclusively used and found to be necessary for parks, wildlife, forest reserves, reforestation, fish sanctuaries and breeding grounds, watersheds, and mangroves, national defense, school sites and campuses including experimental farm stations operated by public or private schools for educational purposes, seeds and seedlings research and pilot production centers, church sites and convents appurtenant thereto, mosque sites and Islamic centers appurtenant thereto, communal burial grounds and cemeteries, penal colonies and penal farms actually worked by the inmates, government and private research and quarantine centers and all lands with 18% slope and over, except those already developed, shall be exempt from the coverage of the Act.”

“I hereby veto certain provisions and proviso introduced in this budget which do not relate to particular appropriations or those that would effectively amend existing laws. Such provisions or proviso are considered “inappropriate provisions” which are derogations to the power to legislate substantive laws, thus, have no place in this GAA,” ayon sa Punong Ehekutibo.

“Matters of general legislation are more appropriately dealt with in separate enactments,” aniya pa rin.

Gayundin, bineto (veto) ng Pangulo ang 2022 budget provision na nagpapalawak sa authorized credit facilities na siyang mamamahala sa Agro-Industry Modernization Credit Financing Program sa ilalim ng Republic Act 8435 o Agriculture and Fisheries Modernization law.

Giit ng Pangulo, “expanding such authority to thrift banks and universal/commercial banks, and Non-Bank Financial Institutions such as cooperatives, farmers or fisherfolk organizations or associations, agri fishery-based corporations is not needed because the Agriculture and Fisheries Modernization law already vested this power to cooperative banks, rural banks, government financial institutions and viable non-governmental organizations.”

“The provisions of RA 8435, being a substantive law, shall prevail,”ayon kay Pangulong Duterte. (Daris Jose)

Mga laro sa PBA kanselado matapos ilagay sa Alert Level 3 ang NCR

Kinansela ng Philippine Basketball Association (PBA) ang mga laro ngayong linggo mataposilagay sa Alert Level 3 ang Metro Manila dahil sa pagtaas ng kaso ng COVID-19.

Muli kasi sanang itutuloy ang mga laro ng 2021 PBA Governor’s Cup sa Miyerkules.

Nagsumite na ang PBA ng sulat sa Games and Amusement Board (GAB) ukol sa nasabing usapin.

Kailangan din aniya ng approval mula sa local government units (LGU) na siyang magiging host ng mga laro.

Kabilang din na nakansela ang mga full-team practices at ibalik ng bawat koponan ang small groups subalit walang mga exhibition games.

Pagdeklara kay PATAFA Prexy Philip Juico na persona non grata,’null & void’ at wala sa POC jurisdiction -PATAFA chairman

Tiniyak na Philippine Athletics Track and Field Association (PATAFA) na hindi nila palalagpasin ang ginawang hakbang ng Philippine Olympics Committee kung saan kinatigan ang umano’y ‘harassment case’ na idinulog ni Olympian pole vaulter EJ Obiena laban sa kanilang presidente na si Philip Juico.

Ito’y mayroong kaugnayan sa POC ethics committee investigation findings na umano’y tahasang ginigipit ni Juico si EJ ukol sa sports funding liquadation dahilan na napatawan ng ‘persona non grata’ decision noong nakaraang linggo.

Sa panayam,inihayag ni PATAFA chairman at Deputy House Speaker Rep.Rufus Rodriguez ng segundo distrito ng Cagayan de Oro City na nakakatawa ang ginawa ng POC dahil nasa internal investigation pa lamang sana sila akusasyon ni Juico kontra Obiena subalit inaagahan ang persona non grata findings.

Sinabi ng kongresista na maituturing na walang silbi ang desisyon ng POC dahil hindi pa nga sila tapos intra-national sports association (NSA) isyu ay hinatulan na nila si Juico na pilit lang isalba ang pinagdududahang milyong halaga ng pondo na bigong ma-liquadate sa kampo ni Obiena.

Banggit ni Rodriguez na dahil null and void at wala sa hurisdiksyon ng POC ang kanilang ginawa ay maglalabas na ang PATAFA ng kanilang findings ukol sa budget issue na kinaharap ni EJ.

Magugunitang itinigil pa ng isang komitiba ng Kamara ang imbestigasyon ukol sa nabanggit na sigalot dahil sa apela ni Philippine Sports Commission chairman Butch Ramirez subalit nabigla ang PATAFA sa persona non grata issuance ni POC laban Juico.

Una nang pinagpaliwanag si EJ sa umano’y falsified liquadations ukol sa bayarin na P4.8 milyon para sana kanyang Ukrainian coach na si Vitaly Petrov dahil nagre-reklampo ito subalit mariing itinanggi at sa halip dumulog sa tanggapan ni POC chairman Abraham Tolentino.
