Tangka umanong insertion na P8 Billion sa panukalang 2026 national budget for the procurement of firearms, pinaiimbestigahan

PORMAL na hiniling ni House Committee on Human Rights chair at Manila Rep. Bienvenido Abante Jr. ang Committee on Public Order and Safety na magsagawa ng imbestigasyon sa umano’y “attempted insertion” ng P8 billion sa panukalang 2026 national budget for the procurement of firearms.

Sa isang liham na may petsang September 3 at naka-address kay Manila Rep. Rolando Valeriano, chairman ng House Committee on Public Order and Safety, sinabi ni Abante na dapat mabusisi ang nasabing isyu upang mabatid ang halaga na sangkot at posibleng paglabag sa batas nito.

“I write to formally request for the House Committee on Public Order and Safety to initiate a formal investigation on the attempted insertion of P8 Billion Pesos in the PNP Budget for 2026 for the purchase of guns and ammunitions in violation of the procurement law, and RA No. 6975, as amended by RA No. 8551,” ani Abante sa kanyang kahilingan.

Tinukoy ni Abante ang naglabasang ulat sa online, kung saan isang liham na nagmula umano sa Philippine National Police para kay Interior Secretary Jonvic Remulla, na humihingi ng pagsama ng P8 billion sa 2026 budget “specifically for the procurement of 80,000 units of standardized caliber 5.56 mm basic assault rifles.”

Ang kopya ng naturang sulat ay kasama sa kanyang request bilang annex.

Ayon kay Abante, lumabas sa social media reports na ang liham ay dinala ng isa umanong Adrian Sanares, anak ng retired general at kasalukuyang DILG undersecretary for peace and order Nestor Sanares, kay noon ay PNP chief Nicolas Torre III para lagdaan.

Ang pagtanggi ni Torre na lagdaan ito ang siya umanong isang dahilan sa pagkakatanggal nito sa tanggapan.

Iginiit ni Abante na ang nasabing usapin ay dapat bigyan ng masusing pagsisiyasat.

“Why is a budget insertion request being facilitated by the son of an undersecretary of the agency that would approve such a request?” pagtatanong nito sa kanyang liham

Pinalilinaw din ng mambabatas kung may nilabag si Torre ang anumang batas na dahilan sa kanyang pagkakatanggal sa kanyang puwesto.

“What specific law or rule did PNP Chief Torre violate that led to his relief/removal?” nasaad pa sa sulat ni Abante,

Sa kahilingan na pagbili ng armas, ang P8B para sa 80,000 units ay lumalabas na nagkakahalaga ng P100,000 per unit.

“Also, the amount requested for the intended purchase of guns is quite staggering. P8 billion for 80,000 units is Php100,000 per unit. What is now the status of this requested budget insertion? These questions call for answers. The public has the right to know,” giit pa nito. (Vina de Guzman)
