PLLO, muling aayusin; presidential legislative affairs adviser, inalis

BIBIGYAN ng bagong bihis ni Pangulong Ferdinand R. Marcos Jr. ang Presidential Legislative Liaison Office (PLLO).

Sa katunayan, nagpalabas ang Pangulo ng Executive Order (EO) 90, na nagsasad na ire-reorganisa ang PLLO at gawing simple at makatwiran ang trabaho nito alinsunod sa ‘rightsizing policy’ ng administrasyon.

Ayon sa EO 90 na nilagdaan ng Pangulo noong July 16, ang PLLO ay ilalagay sa ilalim ng superbisyon at kontrol ng Office of the Executive Secretary (OES) bilang isa sa delivery units ng Office of the President (OP) Proper.

Dahil dito, inaalis na ng kautusan ang posisyon ng Presidential Adviser on Legislative Affairs (PALA).

“The PLLO shall be headed by an Undersecretary who shall be assisted by two Assistant Secretaries, one for the Senate and one for the House of Representatives,” ang nakasaad sa EO.

Tinukoy ng EO 90 ang pangangailangan na i-reorganize ang PLLO upang magawa ng tanggapan na “to more effectively and efficiently deliver the President’s legislative agenda for the country.”

Ang makabuluhang mandato ng Administrative, Financial, and Management Division ng PLLO ay gagawin ng Office of the Deputy Executive Secretary for Finance and Administration (ODESFA) at ng Office of the Deputy Executive Secretary for Support Services and Auxiliaries (ODESSSA), sa oras na maging epektibo na ang kautusan.

“For this purpose, and in accordance with their respective mandates, the ODESA and ODESSA shall ensure the proper turnover of records, properties, and resources of the PLLO to the OP Proper, subject to relevant laws, rules, and regulations,” ang sinabi ng kautusan.

Pinahihintulutan naman ng EO 90 ang Executive Secretary na i- assess at suriin ang ‘organizational structure, staffing pattern, at corresponding qualification standards” para sa lahat ng posisyon sa PLLO.

Maaari ring magpatupad ang Executive Secretary ng ‘personnel actions at reorganization measures’ at maging lumikha ng ‘organizational structure at staffing pattern’ ng PLLO.

Magpapatuloy naman ang PLLO at mga nananatiling tauhan nito na mag-operate at kumilos sa ilalim ng umiiral na mandato, “in the exigency of service, and pending approval of the new organizational structure and staffing pattern,” base sa EO 90.

Ang pondong kailangan para sa implementasyon ng Kautusan ay huhugutin mula sa budget ng PLLO, “subject to relevant budgeting, accounting, and auditing rules and regulations.”

Ang susunod na funding requirements ay isasama sa budget proposal ng OP, isasailalim sa karaniwang budget preparation process.

Ang PLLO ay itinatag noong 1987 para i-promote ang presidential initiatives, umakto bilang conduit o daluyan sa pagitan ng OP at mga indibiduwal na miyembro ng Kongreso, magsilbi bilang Presidential Adviser on Legislative Affairs, at i-monitor ang progreso ng Administration bills.

Sa bisa ng Memorandum Order 3 na ipinalabas noong 1998, ang PALA, may ranggo na Kalihim, ay nilikha para pamunuan ang PLLO.

Taong 2022, ipinalabas ang EO 11, inilagay ang PLLO sa ilalim ng superbisyon at kontrol ng Special Assistant to the President bilang bahagi na gawing simple ang administrative structure ng OP.

Sa kabilang dako, ang pinakabagong direktiba ay inilabas matapos na magsumite ng kanyang resignation letter si PLLO head at PALA Secretary Mark Llandro Mendoza noong Mayo ngayong taon, sa gitna ng pagsisikap na i-recalibrate ang administrasyong Marcos.

Ang EO 90, isinapubliko araw ng Biyernes ay kaagad na magiging epektibo.
