Pilipinas, dapat bumalik sa ICC, panukala ni Mamamayang Liberal (ML) Partylist Rep. Leila de Lima

NAGHAIN ng panukala si House Senior Deputy Minority Leader at Mamamayang Liberal (ML) Partylist Rep. Leila de Lima na humihikayat sa gobyerno ng Pilipinas na gumawa ng hakbang para makasali muli sa Rome Statute ng International Criminal Court (ICC). 

Sa House Resolution (HR) No. 1056, nanawagan ang mambabatas kay Pangulong Bongbong Marcos sa pamamagitan ng Department of Foreign Affairs (DFA), na simulan ang proseso nang pagbabalik ng membership ng Pilipinas sa ICC na naaayon sa konstitusyon at batas.

“The re-accession of the Philippines to the Rome Statute of the ICC is vital to reaffirm the country’s commitment to justice and accountability and to strengthen the protection of human rights and the rule of law, aimed at deterring the commission of grave international crimes and restoring public trust in institutions of justice,” ani De Lima. “This will also reinforce the Philippines’ standing in the international community as a State that upholds its obligations under international law and defends the dignity of every human person,” she added. 

Ang ICC ay isang permanenteng international criminal tribunal na binuo upang mag-imbestiga at maghatol sa indibidwal na responsable sa mga seryosong krimen kabilang na ang genocide, crimes against humanity, war crimes, at crime of aggression. 

Ang Pilipinas ay naging State Party sa ICC noong 2011 sa ilalim ng administration ni dating Presidente Benigno S. Aquino III, kasunod na concurrence ng senado.

Noong 2018, iniutos ni dating Presidente Rodrigo Duterte ang pag-alis ng Pilipinas mula Rome Statute.

“The Philippine must rejoin the ICC as a reaffirmation of our commitment to the rule of law, justice and accountability. Kailangan nating patatagin ang mga mekanismo ng pagpapanagot sa mga pasimuno ng mga karumal-dumal na krimen, at tiyakin na makakamit ng mga biktima at ng kanilang pamilya ang hustisya,” pahayag ni De Lima.
