PBBM, ipinag-utos ang konsolidasyon ng mga pag-amyenda sa procurement law

IPINAG-UTOS ni Pangulong Ferdinand R. Marcos Jr. ang konsolidasyon ng panukalang pagbabago o amiyenda sa decades-old Republic Act (RA) 9184 o  Government Procurement Reform Act (GPRA).

 

 

Nagbigay ng direktiba ang Pangulo ayon kay Budget Secretary Amenah Pangandaman sa sectoral meeting sa Palasyo ng Malakanyang kasama ang mga miyembro ng gabinete.

 

 

“During our meeting with the President, we were directed to have a consolidated amendments to the existing GPRA that we will present to House and the Senate,” ani Pangandaman sa press briefing sa Malakanyang.

 

 

“Isusulat lang po namin ng maayos ito in a form of an amendment doon sa mga provision, sa mga  existing provisions and then we will sit down with the House and Senate counterparts,” dagdag na wika nito.

 

 

Ani Pangandaman, ang “specific  amendments” sa umiiral na probisyon ng  GPRA ay ipalalabas sa loob ng dalawang linggo.

 

 

Binigyang diin na  “a lot of amendments” ay gagawin,  sinabi ni Pangandaman na ang panukalang revisions ay hahatiin sa anim na items, ito ay ang “innovative procurement methods; efficiency in the procurement process; procurement planning and budgeting; digitalization and innovation; green procurement; at amendments to miscellaneous provisions.”

 

 

Ang panukala aniyang pag-amiyenda ay naglalayong tugunan ang usapin na nakasasakit sa  public service delivery at tugunan ang underspending ng ilang  government agencies.

 

 

“We have also been hounded by controversies linked to the Philippine procurement system. That’s why our President is correct that we need to make government procurement more attuned to our changing times. Procurement affects us everyday, not just us in the government but the Filipino people,”ayon sa Kalihim.

 

 

“Of our total national budget, up to 25 percent po diyan  is done to procurement. So, for this year, our total budget is PHP5.268 trillion so it’s roughly PHP1.3 trillion. So, it’s quite a huge amount. These are the reasons that these reforms have become necessary albeit tedious,” dagdag na wika nito.  (Daris Jose)
