OSAPIEA, opisyal nang binuwag ni PBBM; mga tungkulin sasaluhin ng OES

OPISYAL nang binuwag ni Pangulong Ferdinand Marcos Jr., ang Office of the Special Assistant to the President for Investment and Economic Affairs (OSAPIEA).

Sa pahintulot ni Pangulong Marcos, nilagdaan ni Acting Executive Secretary Ralph G. Recto ang Executive Order No. 108 may petsang Enero 26, 2026, ang pagbuwag sa OSAPIEA.

Dahil dito, ang lahat ng tungkulin ng OSAPIEA ay inilipat na sa Office of the Executive Secretary (OES).
“There is a need to further streamline the initiatives of the OP on investment and economic affairs to further establish a robust monitoring system and ensure a more holistic and cohesive approach to address the diverse economic challenges currently confronting the nation,” ang nakasaad sa EO 108.

“The OSAPIEA is hereby abolished. The powers, duties, and functions of OSAPIEA, except those that are within the powers, duties, and functions of other concerned agencies in accordance with their respective mandates, shall now be integrated into the Office of the Executive Secretary (OES),” ang dagdag na EO 108.
Nauna rito, ginawang simple ni Pangulong Marcos ang inisyatiba ukol sa ‘investment at economic affairs’ ng Office of the President (OP) para palakasin ang monitoring system at i-promote ang isang komprehensibong approach para tugunan ang kasalukuyang mga hamon sa ekonomiya.
Taong 2023, ipinalabas ni Pangulong Marcos ang EO 49 na nagtatag sa OSAPIEA sa ilalim ng Office of the President (OP) upang tiyakin ang epektibong ‘integrasyon, koordinasyon, at implementasyon ng ‘investment at economic policies and programs ng gobyerno.
Base sa EO No. 49, ang Special Assistant to the President for Investment and Economic Affairs (SAPIEA) ay nagsilbi bilang Chairman Economic Development Committee (EDCom) at bilang miyembro ng pinakamahalagang Economic Development Council (EDC) committees.
Sa ilalim ng pinakabagong EO No. 108, ang Kalihim ng Department of Finance ay magsisilbi ngayon bilang chairperson ng EDCom, habang ang Kalihim naman ng Department of Economy, Planning and Development ay magsisilbi bilang Vice Chairperson ng EDCom.
Sa nakaraan, ang SAPIEA ay nagsilbi bilang Chairperson ng Semiconductor and Electronics Industry Advisory (SEIA) Council, ang pinakamahalagang advisory body ng Pangulo sa semiconductor at electronics industry, base sa Administrative Order No. 31 na ipinalabas noong 2025.
Sa ilalim ng EO No. 108, ang Executive Secretary ay magsisilbi ngayon bilang Chairperson ng SEIA Council. ( Daris Jose)
