Metro Manila, 47 probinsiya, posibleng makaharap sa water shortages sanhi ng El Nino

NANAWAGAN si House Minority Leader at 4Ps Party-list Rep. Marcelino “Nonoy” Libanan sa mga local government units (LGUs) at community organizations na maghanda sa napipintong El Niño-induced dry weather conditions sa pamamagitan ng paggamit sa P1-billion People’s Survival Fund (PSF) para sa climate adaptation projects, kabilang na ang rainwater harvesting systems.

Ayon sa mambabatas, nakapaloob sa 2026 General Appropriations Act ang P1 billion para sa People’s Survival Fund upang mapondohan ang mga climate adaptation initiatives, kabilang na ang installation ng rainwater collection at storage systems na magpapalakas sa paghahanda ng komunidad kapag nagkaroon ng freshwater shortages.

Aniya, maaaring i-access ng LGUs at community organizations ang PSF financing para sa mga eligible projects na naglalayong mabawasan ang panganib na dala ng matinding epekto ng klima.

Ang panawagan ay ginawa ng mambabatas kasunod ng babala ng Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) na ang Metro Manila at 47 probinsiya ay maaaring dumanas ng below-normal rainfall sa mga darating na buan dahil sa El Niño.

“We should make rainwater harvesting a regular practice so communities can build up additional freshwater reserves before severe dry periods set in. Every liter of rainwater captured and stored today can help cushion households and communities from water shortages tomorrow. Investing in rainwater harvesting is one of the simplest, most practical, and most cost-effective climate adaptation measures available to us,” dagdag nito.

Sa forecast ng PAGASA, ang Metro Manila at mga probinsiya sa Luzon ay maaaring dumanas ng “dry condition” pagdating ng Nobyembre. Kasama na dito ang Abra, Albay, Apayao, Aurora, Bataan, Batangas, Benguet, Bulacan, Camarines Norte, Catanduanes, Cavite, Ifugao, Ilocos Norte, Ilocos Sur, Isabela, Kalinga, La Union, Laguna, Marinduque, Masbate, Mountain Province, Nueva Ecija, Nueva Vizcaya, Occidental Mindoro, Oriental Mindoro, Palawan, Pampanga, Pangasinan, Quezon, Quirino, Rizal, Romblon, Sorsogon, Tarlac, at Zambales.

Sa Visayas, ang probinsiya ng Aklan, Antique, Biliran, Eastern Samar, Guimaras, Iloilo, Northern Samar, Samar, at Southern Leyte ay inaasahan din na sasailalim sa matinding init sa November.

Habang sa Mindanao, ang probinsiya ng Dinagat Islands at Surigao del Norte ay posible ding tamaan ng dry condition sa Nobyembre.

Inihayag ng PAGASA na ang “dry condition” ay dalawang magkakasunod na buwan ng below-normal rainfall, katumbas ng 21%-60% bawas sa average na ulan.

Ang People’s Survival Fund ay pinangangasiwaan ng board na binubuo ng kalihim mula sa Department of Finance, Department of Budget and Management, Department of the Interior and Local Government, at Department of Economy, Planning and Development; ang chairperson ng Philippine Commission on Women; vice chairperson ng Climate Change Commission; at representatives mula sa scientific community, business sector, at non-governmental organizations.
