Interim guidelines sa papel ng civil society sa budget deliberations

NAGPALABAS ang Kamara, Lunes, ng interim guidelines para sa partisipasyon ng people’s organizations at iba pang civil society groups sa legislation at oversight ng national budget habang nagsasagawa ng permanenteng House rules o law.

“The national budget is our clearest statement of priorities. At kapag kasama natin ang mga CSOs at POs sa pagbuo nito, mas masisiguro natin na ang bawat piso mapupunta sa tunay na pangangailangan ng bansa’t mamamayan. Sa bawat pisong ilalaan sa programa’t proyekto, may kasamang partisipasyon ng mamamayan. The national budget should truly reflect the people’s dreams and aspirations,” pahayag ni Speaker Ferdinand Martin Romualdez.

Sa Memorandum Circular No. 20-002 para sa operasyon ng House Resolution (HR) No. 94sa sa budget deliberations, ang mga accredited groups ay papayagang mag-obserba ng committee at plenary hearings, makakuha ng materyales na iprinisinta sa deliberations, maghain ng written position papers sa loob ng itinakdang deadlines, at magpresenta ng consolidated sectoral views at points.

Para mapangasiwaan ang partisipasyon, nagbuo ang Secretariat ng Task Force on People’s Participation na binubuo ng indibidwal mula sa opisina ng Secretary General, Committee on Appropriations, Committee on People’s Participation, Congressional Policy and Budget Research Department, Press and Public Affairs Bureau at Legislative Security Bureau.

Ang task force ang siyang mangangasiwa sa accreditation, circulate schedules and briefings, assist observers during proceedings, and route submissions to members and committees.

Ang lahat ng accredited groups ay dadalo sa orientation ukol sa code of conduct at rules of decorum na sumasakop sa document access, behavior inside halls at galleries, at basic security at safety protocols.

Hanggang dalawang representatives kada organization ang maaaring bigyang akreditasyon, ang mga accredited observers ay maaaring maka-access sa hearing briefs at magsumite ng position papers sa loob ng 48 hours matapos ang budget hearing ng ahensiya para maisama sa record.

Mayroon ding livestreams at archives ng budget sessions sa official House channels para mapalawak pa ang public access, habang ang task force ang maaaring maglimita sa in-person gallery attendance kung kinakailangan.

“We are working on the most open Congress in recent memory. Sisiguruhin natin na ang Kongreso ay bukas, nakikinig at handang makipag-ugnayan, para tunay na ‘Budget of the People’ ang ating maipasa dito,” ani Speaker Romualdez. (Vina de Guzman)
