‘For efficiency at simplicity’: PBBM, nilusaw ang Office of Presidential Adviser for Military and Police Affairs

TULUYANG nilusaw ni Pangulong Ferdinand R. Marcos Jr. ang Office of the Presidential Adviser on Military and Police Affairs (OPAMPA) sa pamamagitan ng ipinalabas nitong Executive Order No. 89 bilang bahagi ng pagsisikap na makamit ang ‘bureaucratic simplicity, economy, at efficiency.’
Nakasaad sa President’s EO 89, may petsang July 11, “it is imperative to revisit the need for a separate office in charge of military and police affairs within the OP (Office of the President), consistent with the streamlining and rightsizing policy of the Administration.”
Binigyang mandato ng EO 89 ang Office of the Executive Secretary, Department of National Defense, National Security Council, Philippine National Police, National Police Commission, at iba pang kaugnay na ahensiya na gampanan tunglulin at gawain ng OPAMPA “subject to existing laws, rules, and regulations.”
Nakasaad din sa executive order na ang lahat ng rekord, dokumento, resources, office spaces, at iba pang property na nasa kustodiya o ginamit ng OPAMPA ay i-forward sa Office of the Deputy Executive Secretary for Support Services and Auxiliaries.
Ang OPAMPA ay itinatag sa pamamagitan ng EO No. 1 (s. 2022) sa ilalim ng administrasyon ng Office of the Special Assistant to the President.
Bago pa ito, ang Office of the Presidential Adviser on Military Affairs ay nilikha sa pamamagitan ng Memorandum Order (MO) No. 40 (s. 1998) upang magbigay ng military staff assistance sa loob ng OP, at maging pagaanin ang ‘policy formulation at decision making ukol sa national security concerns at military affairs.
Kahalintulad ng MO No. 75 (s. 1993), iamiyendahan ng EO No. 138 (s. 2002), nilikha ng Office of the Presidential Consultant on Police Affairs, na sa kalaunan ay muling binigyan ng pangalan bilang Office of the Presidential Adviser on Police Affairs.
Layon nito na mapabilis ang koordinasyon sa paghawak ng police matters at magbigay ng police staff assistance sa loob ng OP. (Daris Jose)
