FAILURE OF BIDDING SA OMR MACHINE

NAGDEKLARA ng failure of bidding ang Commission on Elections (Comelec) Special Bids and Awards Committee (SBAC) sa pagkuha ng karagdagang optical mark reader (OMR) machines para sa May 2022 elections.Inanunsyo ni SBAC chairperson, lawyer Allen Francis Abaya sa virtual opening ng bids ang kabiguang mag-bid matapos hindi magsumite ng kanyang bid ang nag-iisang bidder na SMMT-TIM Inc.
Ang service provider ay hindi ng nagsumite ng bid nito na binabanggit ang mas mataas na gastos s electronic components dahil sa coronavirus pandemic.
“We have given the procurement documents a thorough study, trying to find ways to comply with all the requirements within the approved budget. Unfortunately, we have determined that the budget is not sufficient to cover all of Comelec’s conditions stated in the TOR (Terms of Reference),” saad sa liham ng kumpanya sa komite.
“As stated in our letter of queries and appeal dated August 14th with reference number SMMT 2021S-0075, the pandemic has disrupted the global supply chain servicing the electronic sector resulting in huge backlogs in the manufacturing process…For these reasons, it is with deep regret that we inform you that we cannot participate in the bidding scheduled on September 9, 2021,” ayon pa sa kumpanya.
Inamin ng SMMT-TIM Inc. na handa silang ibigay ang mga serbisyo nito at hiniling para sa komisyon na muling bisitahin ang badyet para sa proyekto.
“We wish to affirm that SMARTMATIC is very much interested to participate in this endeavor if the budget allocation is adjusted as provided by the local procurement law to address these pandemic-caused cost increases,” nakasad pa sa liham na nilagdaan ni Filipinas Ordona, ang otorisadong kinatawan ng kumpanya.
Sinabi ni Abaya na isasaalang-alang nila ang apela ng kompanya.
Ang pag-bid ay para sa pag-upa ng OMR / OPSCAN Precinct Counter na may mga ligtas na digital (SD) cards. (Bishop Jesus “Jemba” M. Basco)
