DBM, target na gawing ‘No. 1’ ang Pilipinas sa buong mundo para sa budget transparency

NANGAKO si Department of Budget and Management (DBM) Secretary Amenah Pangandaman na gagawin niya ang lahat ng kanyang makakaya  para iposisyon ang Pilipinas bilang ‘top country’ sa buong mundo para sa  ‘budget transparency at oversight.’

Ito’y matapos na isatinig ng Kalihim ang achievement ng administrasyong Marcos habang pino-promote ang open governance.

Sabay sabing nakuha ng Pilipinas ang ‘ top spot’  para sa  budget transparency sa Asya  at pang-anim na spot sa buong mundo para sa  budget oversight, base sa 2023 Open Budget Survey results.

“Our goal is to make it as a number one for the world,” aniya sa isinagawang paglulunsad ng  2024 annual accomplishment report, legacy book at  inspiration gallery na ipinapakita ang Philippine Open Government Partnership (PH-OGP) sa Isang seremonya sa DBM’s central office in San Miguel, Manila.

Si Pangandaman, chairperson din ng  PH-OGP, nagpahayag na ang accomplishment report ay magbibigay diin sa key milestones ng gobyerno at pagsisikap na ilagay ang Pilipinas bilang  “a global leader in open governance space.”

Winika pa nito na ipinatupad ng administrasyong Marcos ang ilang ‘targeted initiatives’ para tugunan ang mga pangunahing ‘open government challenge areas.’

Aniya, ang paglulunsad ng  6th PH-OGP National Action Plan in 2024 ay nangangalaga sa ‘transparency, accountability, at citizen participation’ sa governance.

“As the department responsible for ensuring the efficient and sound utilization of our nation’s budget, the DBM ensures that budget documents are accessible and open to public scrutiny,” aniya pa rin.

Binigyang diin din ni Pangandaman na nilagdaan ang Republic Act 12009 o New Government Procurement Act (NGPA) noong nakaraang taon para tuparin ang commitment ng gobyerno na gawing modernisado ang procurement at tugunan ang pangangailangan ng mga tao.

Sinabi pa niya na ang NGPA ay itinuring na  “the country’s biggest anti-corruption measure in recent history.”

“The NGPA mitigates the risk of conflict of interest; introduces open contracting, a global standard enabling the public to access data and documents at all stages of procurement process; and also encourages public participation of our civil society members that can help us ensure prudent and judicious use of government resources,” ang sinabi ni Pangandaman.
