Bukas na sa publiko: Deliberasyon ng Bicam budget, ila-livestream

SA KAUNA-UNAHANG pagkakataon ay ila-livestream o bubuksan sa publiko ang napipintong deliberasyon ng bicameral conference committee (bicam) sa 2026 national budget.
Layon nito na mapigilan ang ‘last-minute insertions at backroom ng “small committee” deals na nahaluan na ng kontrobersiya.
Sa press conference, binigyang diin ni Pangulong Marcos na “The bicam is supposed to be a public hearing… So, now it will be all out in the open.”
Aniya pa, ang lahat ng appropriations na sumasalamin sa kasalukuyang bersyon ng General Appropriations Bill (GAB) na ipinasa ng Mababang Kapulungan ng Kongreso ay naka- aligned sa National Expenditure Program (NEP) ng Ehekutibo.
“As far as we’ve been able to examine, there are no projects or items outside the socio-economic development plan,” ayon sa Pangulo.
“Kung saan pupunta yung FMR [farm-to-market roads], kung saan pupunta yung school buildings — all of these are part of the general plan,” aniya pa rin.
Winika pa ng Chief Executive na masusing babantayan ng ehekutibo ang ang natitirang hakbang sa budget process — kabilang na ang Senate deliberations at bicam, ipagkakasundo ang magkakaibang bersyon mula sa dalawang Kapulungan ng Kongreso.
Sinabi pa ng Pangulo na nakausap na niya sina Senate President Vicente Sotto III at House Speaker Faustino Dy III sa kasunduang i- broadcast ang buong proceedings.
Samantala, sinabi naman ni Budget Undersecretary Goddes Hope Libiran, “As far as we know, (this is) first time in history ito. Because usually, Bicam proceedings are held by Congress nang (in) closed-door. The executive is not part of it. So we fully support it that it will be livestreamed now.” ( Daris Jose)
