Anomalya sa Davao at Matina River projects, dapat aksyunan panawagan ng mambabatas 

NANAWAGAN si ACT Teachers Party-list Representative at Deputy Minority Leader Antonio Tinio sa Office of the Ombudsman na agad aksyunan ang mga umano’y anomalya sa Davao at Matina River projects.

Naging matundi kasi ang pagbaha sa ilang komunidad sa Davao City nitong Lunes.

Ang pagbaha ay dulot ng matinding buhos ng ulan dala ng Intertropical Convergence Zone (ITCZ) at easterlies, mga pagbaha sa mga lugar tulad ng Matina Pangi, Matina Crossing, Bunawan, at mababang lugar na nakaapekto sa klase, trabaho, pagkakitaan at pagbibigay ng basic services.

“What we are seeing in Davao City today is the human cost of ‘flood control’ that exists only on paper or is grossly shortchanged in implementation,” ani Tinio. 

“If billions were truly spent to protect communities along the Davao and Matina River systems, people should not be wading through waist-deep floodwaters year after year.”

“Hindi na ito simpleng ‘masamang pa panahon.’ Malinaw itong ebidensya ng bulok at kuwestiyonableng flood control projects sa lungsod. Kapag bilyon-bilyon ang inilaan, pero paulit-ulit ang pagbaha at pagkasira ng kabuhayan, may dapat managot,” dagdag nito.

Sinabi ni Tinio na sa isinagawang independent review ng ACT Teachers sa 121 flood control projects sa Davao at Matina Rivers mula 2019 hanggang 2022 at pagred-flagged sa 80 contracts na nagkakahalaga ng ₱4.44 billion dahil umano sa iregularidad tulad ng overlapping contracts, double funding, location changes at shortened project lengths sa kabila ng near-full payments, contracts without verifiable specifications, items without clear GAA authorization, at long-incomplete projects.

“The current flooding makes the case for physical verification even more urgent. We cannot allow a cycle where funds are repeatedly allocated, contracts are repeatedly awarded, and communities are repeatedly flooded,” aniya.

Nagsumite na rin ang mambabatas ng liham kay Ombudsman Jesus Crispin C. Remulla, kabilang na ang mga documents, materials, at panawagan ng Kamara para sa imbestigasyon sa Davao flood control issue.

“Enough delays. The Ombudsman must move immediately—inspect the sites, audit the contracts, trace the payments, and file the appropriate cases. Every rainy season that passes without accountability is a green light for another round of corruption and negligence. Lahat ng sangkot, dapat managot. Hindi puwedeng ang taumbayan ang laging binabaha, habang ang mga kontratista at opisyal ang laging nakikinabang,” pagtatapos ni Tinio. (Vina de Guzman)
