Sahod at retirement benefits ng mga teachers, employees, at uniformed personnel, maaapektuhan ng 2026 budget

KINONDENA ni ACT Teachers Representative at Deputy Minority Leader Antonio Tinio ang paglilipat nang mahigit P43 bilyon ng personnel benefits mula sa guaranteed funding sa Unprogrammed Appropriations (UA) sa 2026 General Appropriations Act, na inaasahang lalagdaan ng president sa Lunes.

Ayon sa mambabatas, ang ratipikadong 2026 General Appropriations Bill (GAB) report, na nagpapakita sa paglipat ng P10.77 billion para sa salary upgrades at P32.47 billion para sa retirement at terminal leave benefits mula sa programmed Miscellaneous Personnel Benefits Fund (MPBF) at Pension and Gratuity Fund (PGF), na nasa total na P43.24 billion, sa bagong UA line item na may label na “For Payment of Personnel Services Requirements.”

Ginawa aniya ito para magbigay daan para sa karagdagan umanong insertions sa lumpsum funds para sa Local Government Units, na lumobo nang mahigit sa P54 billion.

“This is a brutal betrayal of our civil servants. Following the ratified bicameral report, the General Appropriations Act has deliberately turned the mandatory benefits of hundreds of thousands of government employees, including our teachers, as well as military and uniformed personnel, into a mere suggestion, subject to the availability of funds. They have chosen to guarantee billions in new lump-sum ‘LGU pork’ under the Local Government Support Fund while putting the rightful compensation and retirement security of public sector workers on the chopping block,” anang mambabatas.

Nagbabala si Tinio na ang scheme nito ay mag-uulit umano sa Service Recognition Incentive (SRI) ng 2025, kung saan hindi natanggap ng mga Department of Education personnel at iba pang employees ang buong P20,000 dahil sa kakulangan ng pondo.

“Ginawa na ito sa atin nitong 2025. Hindi pa binibigay ang buong SRI dahil sa kakulangan ng pondo. Ngayon, isinusugal na nila ang sahod at pensiyon natin para sa susunod na taon. Ito ay isang malinaw na patakaran ng pagpapabaya at pagsasakripisyo sa kapakanan ng mga kawani at guro,” dagdag nito.
