Ipagbawal ang mga opisyal ng gobyerno, kanilang kaanak at affiliates sa business enterprise na pumasok sa government contracts, isinusulong

ISINUSULONG ni Agusan del NorteRep. Dale Corvera na ipagbawal ang mga opisyal ng gobyerno, kanilang kaanak at affiliates sa business enterprise na pumasok sa government contracts.

Layon ng House Bill No. 5222, o “An Act Prohibiting Public Officers and Their Relatives from Entering into Government Contracts and Providing Penalties Therefor” na mapalakas ang ethical governance at maalis ang conflict of interest sa public service.

Nakapaloob sa panukala ang pagbabawal sa mga public officers, kaanak ng hanggang four degrees of consanguinity or affinity, at business entities kung saan mayroon silang shares o substantial beneficial interest, na pumasok sa kontrata sa gobyerno.

Pinagbabawalan din ang mga indibidwal o entities ng panukala na mabigyan ng lisensiya, prangkisa, permits, accreditations, awards, o kahalintulad na dokumento ng gobyerno gamit ang pribilehiyo mula sa public officer, kaanak at affiliated business enterprises para makakuha ng government contracts.

“This bill is about restoring public trust and ensuring that government transactions are free from undue influence and self-dealing. It draws a clear line between public duty and private interest,” paliwanag ni Corvera.

Kapag ganap na naging batas, sa mapapatunayang lumabag dito ay posibleng mapatawan ng pagkakulong ng 1-10 taon at multang nagkakahalaga ng katumbas sa 50% ng total value ng government transaction, contract, o deal. Pagbabawalan din silang makakuha ng puwesto sa gobyerno.

“This proposed legislation sends a clear message: public service is a calling, not a business opportunity. By barring public officers and their close relatives to profit through government contracts, this measure ensures that those who serve do so with integrity—not for personal gain,” ani Corvera.
