‘Ghost projects’ sa DPWH posibleng mabuking… Halos P1 trillion, inilaan para sa flood control projects mula 2023-2025

NAKATANGGAP ang Department of Public Works and Highways (DPWH) ng P980.25 billion budget para sa flood control projects mula 2023 hanggang 2025.

Base sa data, katumbas ito ng P326.75 billion flood control budget para sa bawat taon.

Sa ulat ni Joseph Morong sa “24 Oras”, sinabi ng DPWH na sa susunod na linggo ay magsusumite ito kay Pangulong Ferdinand Marcos Jr. ng listahan ng mga flood control projects para madetermina kung ano ang tapos na at kung ano ang “ghost” projects

Gayunman, sinabi ng Commission on Audit, na noong 2023, ang implementasyon ng ilang foreign-assisted flood control projects ay atrasado.

“…The DPWH disclosed that the Department was not able to efficiently implement 17 official development assistance (ODA) funded projects …as indicated by the reported year-end physical accomplishment with negative slippages ranging from 0.78% to 36.60%, increase in contact costs, and/or prolonged implementation period,” ayon sa audit report ng COA.

Kabilang sa mga ‘delayed projects’ ay ang Pasig-Marikina River Channel Improvement Project, na naglalayong palalimin pa ang Pasig River at Marikina River upang pagaanin ang pag-apaw. Apektado rin ang Metro Manila Flood Management Project, Cavite Industrial Area Flood Risk Management Project, at Cagayan de Oro Flood Risk Management Project.

Ang paliwanag naman ng DPWH, ang implementasyon ng ilang proyekto ay naantala dahil sa ‘budget constraints.’

“We have been already cautioned by the lending institutions, actually, because napapansin daw nila that the appropriations we are putting into these projects are not adequate actually to sustain the momentum of the implementation,” ayon kay DPWH Secretary Manuel Bonoan.

Idagdag pa rito, sinabi ng DPWH na isa sa mga hamon na kinahaharap ng departamento ay ang mga programa na hindi dumaan sa masusing pagsusuri ng National Expenditure Program (NEP) ng gobyerno. Nakaapekto ito sa budget ng umiiral na proyekto na naging dahilan ng pagkaantala.

“Maraming dagdag, sabi ng President…To the detriment of the program of the President na hindi dumaan sa amin for vetting or preparation…Alam mo naman Congress has the power of the purse, dito na yung mga additional items,” ayon kay Bonoan.

Sa ilalim ng national budget para sa 2025, bineto (veto) ni Pangulong Marcos ang P16.72 billion budget para sa flood control projects ng DPWH.

Samantala, nagbabala naman si Pangulong Marcos na boboto ito laban sa anumang budget allocations na hindi bahagi ng National Expenditure Program.  (Daris Jose)
