DBM, nangako na reremedyuhan ang kasalatan sa pondo ng mga ahensiya ng gobyerno

SINABI ng Department of Budget and Management (DBM) na may ilang paraan para tugunan ang kakapusan sa budget ng iba’t ibang ahensiya ng gobyerno para ngayong taon ng 2025.

Ito’y matapos na ihayag ni Pangulong Ferdinand R. Marcos Jr. na naghahanap ang gobyerno ng paraan para dagdagan ang 2025 national budget na isang“suboptimal” kasunod ng budget cuts.

“This is to clarify matters pertaining to the instruction of President Ferdinand ‘Bongbong’ R. Marcos Jr. to various National Government Agencies (NGAs) to ensure sufficient funding of legacy projects and programs, which were affected by congress-introduced changes or adjustments in the 2025 General Appropriations Act (GAA),” ang sinabi ng DBM.

“Pursuant to the directive of the President, the Department of Budget and Management (DBM) is committed to remedy the funding deficiencies of various Departments for FY 2025, through appropriate measures,” dagdag na pahayag ng departamento.

Sinabi ng DBM na ang ‘funding deficiencies’ ay maaaring tugunan sa pamamagitan ng “modifying the allotment, using savings to augment deficient items, or using the Contingent Fund or Unprogrammed Appropriations.”

“However, these are still subject to the conditions and requirements prescribed in the applicable Special and General Provisions under the General Appropriations Act,” ang tinuran ng DBM.

Sinabi pa ng DBM na ang available allotments sa loob ng budget ng ahensiya ay maaaring ideklara bilang savings, gaya ng tinutukoy sa

Seksyon 77 ng General Provisions of the 2025 GAA, subalit ang paggamit ng pondo ay magiging ‘subject’ sa ‘rules on augmentation’ na nakapaloob sa Seksyon 78.

Sinasabing, maaari ring gamitin ang Contingent Fund para i- cover ang funding requirements ng bago urgent activities o mga proyekto ng NGAs, government-owned or -controlled corporations, at local government units na dapat ipatupad o binayaran sa loob ng taon, napapailalim sa pag-apruba ng Pangulo.

Sinabi pa ng DBM na ang infrastructure programs at social programs sa ilalim ng SAGIP maaaring i-cover ng Unprogrammed Appropriations, depende sa kondisyon, kabilang na ang availability ng excess revenue, na dapat lamang na sertipikado ng Bureau of the Treasury.

“To recall, earlier this month, the President instructed agencies to review, rationalize, and identify which programs, activities, and projects are within their priorities and ready for implementation, and those otherwise, which should be revisited and identified as possible savings so that they can be reprogrammed or reprioritized,” ayon sa DBM.

“We are one with the President in addressing the validated funding deficiencies. Nevertheless, it is understood that the process and procedures to be undertaken shall strictly adhere to budgeting, accounting, and auditing laws, rules and regulations,” dagdag na wika ng DBM.

Samantala, ipinag-utos ni Pangulong Marcos sa idinaos na ‘full Cabinet meeting’ noong Enero 7, ang repasuhin ang mga programa ng administrasyon na nakapaloob sa 2025 National Expenditure Program subalit popondohan ng Kongreso, partikular na iyong mahalaga sa socioeconomic program.

Kasalukuyang nagsasagawa ang Pangulo ng serye ng mga pagpupulong kasama ang iba’t ibang ahensiya ng pamahalaan para talakayin ang resulta ng kanilang budget review at maghanap ng solusyon sa ‘budget cuts.’ (Daris Jose)
