No-Contact Apprehension Policy (NCAP), imbestigahan

NAGHAIN ng resolusyon ang isang mambabatas para paimbestigahan ang kontrobersiyal na No-Contact Apprehension Policy (NCAP) na ipinatutupad sa may limang siyudad sa Metro Manila.

Sa House Resolution No. 237, sinabi ni Quezon City Rep. Marvin Rillo na importanteng masiguro na nababantayan ang karapatan at kapakanan ng mga motorista laban sa posibleng pang-aabuso sa implementasyon ng NCAP, kabilang na ang sobra at hindi resonableng multa at parusa.

“Our sense is, in their haste to deploy the NCAP to build revenue from traffic fines, cities are haphazardly rolling out the technology at the expense of motorists,” pahayag ni Rillo, vice-chairperson ng House committee on Metro Manila development.

Inaasahan ng mambabatas na magtutuloy ang imbestigasyon ng Kamara kahit magpalabas ang Supreme Court ng injunction laban sa NCAP.

“We are also worried that motorists may be wrongfully burdened – not by the cost of violating traffic laws, rules and regulations – but by the cost of the technologies used in the NCAP,” dagdag ni Rillo.

Apat na transport groups ang naghain ng petisyon para hilingin sa korte na ipatigil at ideklarang unconstitutional ang polisiya sa paglalagay ng video surveillance at digital cameras para mahuli at maparusahan ang mga lumalabag sa batas trapiko.

“The House inquiry will identify and resolve all the issues surrounding the NCAP,” anang mambabatas.

Bukod sa Metro Manila Development Authority, ang siyudad ng Manila, Muntinlupa, Parañaque, Quezon, at Valenzuela ay nagpapatupad ng NCAP.

Lumagda na rin ang lungsod ng San Juan sa kasunduan para sa pagpapatupad ng NCAP simula ngayong buwan. (Ara Romero)
