PDu30, hindi pa napipirmahan ang 182 bills na aprubado ng 18th Congress

HANGGANG ngayon ay hindi pa rin napipirmahan ni Pangulong Rodrigo Roa  Duterte ang  182 bills na aprubado ng  18th Congress.

“Considering that the 18th Congress we had almost two years of pandemic response and pandemic lockdowns, there were 197 [bills] signed into law, there was one veto but right now, pending in the Office of the President are 182 bills passed by both houses of Congress,” ayon kay Senate President Vicente Sotto III .

Ang 182 bills  ay kinabibilangan ng panukalang magtayo ng hiwalay na pasilidad para sa heinous criminals; paglikha ng National Transportation Board; Special Protection Against Online Abuse; Vaporized Nicotine Products; Expanded Anti-Trafficking Act; Permanent Validity of Birth, Death, and Marriage Certificates; taasan ang Social Pension for Indigent Senior Citizens Act, at iba pa.

Ang Vaporized Nicotine Products Bill  ay kapuwa aprubado na ng dalawang Kapulungan ng Kongreso subalit magpahanggang sa ngayon ay hindi pa naipadadala sa Malakanyang .

Nakasaad sa batas ang  “provides regulations on the importation, manufacture, sale, packaging, distribution, use, and communication of vape products and novel tobacco products.”

Kabilang sa batas na ito ang rehistrasyon ng vape products sa Department of Trade and Industry.

Gayunman, hiniling ng  Department of Health  kay Pangulong Duterte  na i- veto  ang batas dahil naglalaman ito ng  “retrogressive provisions,” idagdag pa na pinapahina nito ang umiiral na national laws, polisiya, at standards ukol sa  regulasyon, distribusyon at paggamit ng  vapor products at heated tobacco products.

Dahil dito, umapela si Sotto kay Pangulong Duterte na iprayoridad ang pagpirma sa batas na naglalayong magtayo ng hiwalay na pasilidad para sa heinous crimes .

“There are very urgent matters there. For example, number is the Separate Facility for Heinous Crimes Inmates Act. If ever it was not signed into law I hope it will lapse into law or the next president might act on it,” ayon kay Sotto.

Samantala, kabilang naman sa  197 bills na aprubado na ni Pangulong  Duterte  ay ang mga batas hinggil sa modernisasyon ng  Bureau of Fire Protection, taxation sa Philippine Offshore Gaming Operations, itaas ang parusa sa perjury, Retail Trade Liberalization amendments, paglikha sa Department of Migrant Workers, Foreign Investment Act amendments, pagtaas sa edad ng  statutory rape, Marawi Compensation, at public health emergency benefits at allowances para sa mga healthcare workers, at iba pa.

Ani Sotto, hindi naman  kasama ang local bills na tinintahan upang maging ganap na batas sa 197 bills na naipasa sa panahon ng 18th Congress at kalaunan ay inaprubahan naman ni Pangulong Duterte. (Daris Jose)
