Webinar ukol sa Financing PH shock-responsive social protection, isinagawa

NAGSAGAWA ang House Congressional Policy and Budget Research Department (CPBRD) at UNICEF Philippines ng knowledge sharing webinar na pinamagatang “Lessons on Financing Shock-Responsive Social Protection in the Philippines.”

Sa pagbubukas na pahayag, sinabi ni CPBRD Deputy Secretary General Dr. Romulo Emmanuel Miral Jr. na nagsasagawa na ang House Secretariat ng mga rekomendasyon para sa magiging legislative ahenda ng papasok na 19th Congress.

Umaasa ito na masasagot sa webinar ang mga katanungan ukol sa “sufficiency of funds for disaster response, recovery and reconstruction, mobilization of funds to ensure availability and sustainability, at effective utilization of earmarked funds.”

Samantala, sinabi naman ni UNICEF Representative Behzad Noubary na isa sa mga dahilan ng child poverty ay ang “high vulnerability to shocks and the lack of capacity to respond to their immediate and long-term consequences.”

Pahayag pa ni Noubary na ang paggamit sa mga social protection programs bilang suporta sa traditional emergency response ay makakatulong para mapabilis ang proseso ng recovery sa socio-economic impact ng COVID-19.

Iprinisinta naman ni UNICEF Philippines Disaster Risk Management Specialist Fides Borja ang Philippine case study ukol sa disaster risk financing at social protection, upang ma-assess ang mga dahilan na nakaka-apekto sa bilis at overall effectiveness ng disaster risk financing mechanisms for shock responsive social protection.

Ayon kay Borja, ilan sa mga kasalukuuyang government initiatives na magbibigay ng positive social impact ay ang Philippine Identification System, Mandanas Ruling implementation at ang pagbuo ng Department of Disaster Resilience. (ARA ROMERO)
